PROJECT NAME: THIRD-PARTY COMMISSIONING SERVICES FOR THE AMBULANCE
BUILDING CONTROL SYSTEM UPGRADES START DATE: April 1, 2024 END DATE: September 1, 2024
The All-County On-Call Engineering (the “Agreement”) dated February 2, 2020 between the Board of
County Commissioners of Pitkin County (the “County”) and SGM 118 West 6th Street, Suite 200 Glenwood Springs, CO 81601 (the “Contractor”), shall include the following services.
1.Contractor’s Obligations. Contractor shall provide the third-party commissioning services described in
the attached Contractor Proposal (“Attachment A”) for the County’s installation and verification of
upgrades to the Aspen Ambulance building automation system (BAS). The work will be performed inaccordance with the terms of Attachment A.
2.Compensation and Expenses, Invoicing, Payment and Offset. The County shall compensate
Contractor for its services in accordance with the Project Budget and Schedule set out in Paragraph 1
of this Task Order. It is expressly understood and agreed that in no event will the total compensationand reimbursement to be paid hereunder exceed the sum of Twelve Thousand Five Hundred dollarsand Zero cents ($12,500.00) for all services rendered. By Task Order or Task Order Amendment, theCounty and Contractor may reallocate the budget among project tasks if the total budget amount
remains unchanged. Contractor shall invoice for the project monthly based on hours worked, with
payment expected within thirty (30) days of invoice, but any payment by the County may be offset byany amount the Contractor owes the County for any reason.

Any invoices not sent in the following manner may have payment delayed. All invoices for this Task
Order shall reference Task Order 10 and Third-Party Commissioning Services for the Ambulance
Building Control System Upgrades. Invoices shall be sent electronically in PDF format to jodie.grady@pitkincounty.com. 3. Pitkin County’s Obligations. Pitkin County shall administer this contract through a County
Representative. Jodie Grady, Assets and Project Manager will manage the project as the County’s Representative. The services provided and products delivered by the Contractor under this contract will be subject to review by the County’s Representatives, or a designee, for compliance with Contractor’s obligations prior to final payment.
4. Formation of Task Order. This Task Order is issued in accordance with the provisions of the Agreement. Contractor agrees to provide services subject to the terms of this Task Order and for the avoidance of doubt this Task Order consists of the terms set out in the Agreement. In all other respects the Agreement is in full force and effect and remains unchanged by this Task Order. SGM, INC.

and Proposal
Dear Ms. Grady:
This letter presents SGM’s proposed scope and budget to provide
third-party commissioning for the Aspen Ambulance - Control
System Upgrades Project.
We have prepared our scope of services based on building
automation system (BAS) control upgrades to be performed by
Trane Proposal ID: 7229972 on the existing boiler plant,
snowmelt, Furnace 1, Furnace 2, Furnace 3, ERV-1, ERV-2, and
ERV-3 and existing control panels. This proposal will provide
commissioning services for the upgraded BAS controls.
The fee includes site visits and the items listed in the Cx scope of
services activities in this letter.
Proposed Approach
The Aspen Ambulance Control System Upgrades Project is an upgrade of existing BAS to pull the site
into the Tracer Ensemble and use the existing license file.
The following commissioning process activities are based on 1) ASHRAE Guideline 0: The
Commissioning Process, to confirm performance of the building energy-consuming systems, and 2) Pitkin
County building codes and the adopted 2021 International Energy Conservation Code (IECC)
commissioning requirements. Each activity detailed below is required to successfully commission the BAS
control system upgrades systems equipment.

Commissioning Scope of Services Activities
1. Conduct a minimum of three (3) site visits and meetings to verify equipment / systems installations
and project status.
2. Functional Performance Testing - Verify operation of the control system upgrades. Verification will
include confirming the sequence of operation is met by enabling the systems and noting how they
function during each mode of operation.
3. Create a Cx Issues Log to document all deficiencies found during the control system functional
performance testing. The CxA will document and track the status of all commissioning issues for
Owner review.
Items we require prior to testing:
• Current project schedule, to include BAS equipment installation milestones or equivalent.
• Current BAS drawings and specifications, changes, ASIs, RFIs, etc. to reflect the current state of
the building systems.
• Project team member point-of-contact (POC) information as needed, to include name, phone
number and email address.
• SGM requests VPN access to the facility infrastructure systems associated with the HVAC BAS
control system and it upgrades.
Items not included within the Cx Scope of Services:
• Cx activities required by LEED® or other green-rating systems.
• Cx of the building thermal envelope.
• Cx of other systems and equipment not listed under Scope of Services above.
• Changes in Cx scope as the result of changes in project scope, change orders, unscheduled
project delays, etc.
• Additional retesting beyond the first retest.
