RESOLUTION OF THE BOARD OF COUNTY
COMMISSIONERS (“BOCC”) OF PITKIN COUNTY,
COLORADO AUTHORIZING THE CHAIR TO SIGN
GRANT AGREEMENT 3-08-0003-067-2024 WITH THE
FEDERAL AVIATION ADMINISTRATION IN THE
AMOUNT OF $3,469,301 PARTIAL PAYMENT
REHABILITATION OF RUNWAY 15/33 AND
TAXIWAYS A &B8 AND RUNWAY 15/33 PAVEMENT
MAINTENANCE AT ASPEN/PITKIN COUNTY
AIRPORT/SARDY FIELD
RESOLUTION NO. 053, 2024
RECITALS
WHEREAS, Pursuant to Section 2.8.3 (Actions) of the Pitkin County Home Rule Charter
(“HRC”) official action by formal resolution shall be required for all actions of the Board
not requiring ordinance power on matters of significant importance affecting citizens, and;
WHEREAS, Pitkin County ("County") owns, operates and sponsors the Aspen/Pitkin County
Airport/Sardy Field ("Airport"), and;
WHEREAS, As part of the annual maintenance of airfield pavements and upon an annual
pavement condition inspection, it was determined that several areas on the Runway 15/33 at
the north end and portions of Taxiway A and Taxiway B8 were experiencing distress and
were in need of rehabilitation to extend their useful life, and;
WHEREAS, On January 2, 2024, and amended on April 12, 2024, following the pavement
evaluation, the Airport (“the Sponsor”) submitted an application to the Federal Aviation
Administration for federal grant funding to accommodate this project, and;
WHEREAS, The construction associated with the rehabilitation of Runway 15/33 and
Taxiways A7B8 and Runway 15/33 pavement maintenance (“the Project”) was undertaken
between May 6, 2024 and May 23, 2024. Additional work on the Project will be completed
during normal nighttime closure hours in July, and;
WHEREAS, The FAA will pay for 90 percent of all eligible costs. The airport sponsor is
responsible for the remaining 10 percent, and the State of Colorado Department of
Transportation will provide matching funds of up to five percent of the sponsor’s share, and;
WHEREAS, the FAA subject to execution of the grant agreement by the BOCC Chair and
the Sponsor’s compliance with the provisions in the grant agreement (Attached hereto as
Exhibit A), has agreed to provide grant funds for the Project in the amount of $3,469,301;
such funding to cover the costs associated with the 2024 repair project, and;
WHEREAS, The BOCC finds that it is in the best interests of the citizens of and the visitors
to Pitkin County to approve this Resolution.

NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Pitkin County, Colorado that it hereby approves a Resolution Authorizing the Chair to Sign
Grant Agreement 3-08-0003-067-2024 with the Federal Aviation Administration in the
Amount of $3,469,301 for Partial Pavement Rehabilitation of Runway 15/33 and Taxiways
A&B8 and Runway 15/33 Pavement Maintenance at the Aspen/Pitkin County
Airport/Sardy Field
