HomeMy WebLinkAboutbocc.res.018.1978 ,� F;'. �;>������ " :3�_s.,���� _ � ;��{�.. - . ,. __ : . .. ,. . . _ �. � . ,: . . �;� �M�^. .��•'_ PITKIN COUNTY `l BOARD OF COUNTY COMMISSIONERS F 3 i Resolution No. 78- �� ; i , APPOINTMENT OF FINANCIAL ADVISORY BOARD � ( �4EiEREAS. the Board of County Commissioners encourages � citizen participation in all County matters, including its � fiscal nolicies anr? annual budgeting processes, and WHEREAS, during the year 1977 an�ad hoc citizens committee � was formed to� observe and participate in the creation of the 1978 County budget, which committee proved to be a valuable. resource, and WHEREAS, it is hereby recognized that the financial future of the County government deserves the continuing attention of qualified citizens as well as the County eo�iss�on;:�,a WHEREAS, the creation of a County Financial Advisory Board will increase the effectiveness of the annual budgeting process, and WHEREAS, a recognized Financial Advisory Board which � prepares reports and makes recommendations will emphasize to future County Commissions and the public at large the importance o£ County financial matters and practices. - � NOT9, THEREFORE, a Financial Advisory Board shall hereby be created, and the following items regarding the responsibilities and formation of the Board shall apply: � � i 1. The Financial Advisory Board shall be composed of � "^*a five members and five alternates, whose terms shall be for a ' � i period of five years. y � i 2. Those initial members appointed to terms of 1, 2, 3 or � 4 years may be appointed for one additional five-year term upon expiration of their initial term. 4. No member who serves a full five-year term shall be reappointed for a successive.five-year term. 5. The Financial Advisory Board shall attend budget sessions held by the County and its.resporesible taxing districts. Furthermore, the Board shall report its findings and recomraendations � to the public, the County Commission, the County Finance Director � and the County Manager. 6. The Financial Advisory Board is granted the authority to meet with the Finance Director and County Manager to study and be informed of and suggest changes to any financial standards or ' procedures being practiced by the County government and those taxing districts for which the County is responsible. i 7. The development of new financial. standards or practices shall be reviewed and reported.on by the Financial . Advisory Board prior to adoption by the County Commission. These new standards or practices would include the development of long range capital improvement plans, cash flow management plan, budget- � ing procedures, overall financial. planning, accounting and auditing procedures, methods to gauge the. success of. continuing capital improvement programs, investment practices and I � so fort7i. � � � � 8. It is recommended that alternate � � members be considered for regular membership prior to consideration � � � of those persons with no past history or involvement with the �` � Financial Advisory Board. The County Commission shall make all $ � appointments to the Financial Advisory Board, always selecting � � one o£ the three names submitted by the Board. ° #`; � 10- Roberts Rules of Order shall apply at all formal mee£ings of the Financial Advisory Board. If the Board deems it necessary to keep official minutes of.its meetings, the Connty � shall provide such services. � � 11.
