Home My WebLink Aboutbocc.res.086.20241 Resolution No. 086-2024 RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS (“BOCC”) OF PITKIN COUNTY, COLORADO, AUTHORIZING THE STATE HISTORIC FUND GRANT APPLICATION FOR THE GLASSIER HOUSE EXTERIOR RESTORATION WORK RESOLUTION NO. 086-2024 RECITALS WHEREAS, Pursuant to Section 2.8.4 (Actions) of the Pitkin County Home Rule Charter (“HRC”), all matters not required to be acted upon by ordinance or formal resolution may be acted upon by informal resolution, and; WHEREAS, Pitkin County Board is the owner of the 130-acre Glassier Ranch, part of the Glassier Open Space, located within Eagle County; and Eagle County holds a conservation easement on the property allowing for the historic rehabilitation and residential use of the existing home; and WHEREAS, the Glassier Open Space Management Plan, adopted by the Open Space and Trails Board on Dec. 8 2020, included a management action to activate the Glassier Farmstead and rehabilitate the Glassier House (constructed in the early 1900s) to provide housing for a steward or caretaker of the surrounding land; and WHEREAS, the Glassier Farmstead was designated to the National Register of Historic Places in August 2023, making the historic house and surrounding structures eligible for State Historic Grant funding from Colorado’s Historic Preservation Office; and WHEREAS, The scope of work for Phase 1 of the building rehabilitation included in this budget is: • Demolish the wood frame and concrete masonry unit additions. • Repair all exterior masonry • Repair and repaint exterior woodwork • Repair historic windows, refurbish, restore historic openings, install new windows to replace older replacements. • Repair roof framing and new install new roofing This work is anticipated to cost $634,262. Additional phases of work on the interior of the building will be needed before the house can be occupied. WHEREAS, Open Space and Trails is requesting the maximum amount of available grant funding from the State Historic Fund, or $250,000. The County will need to provide a minimum of 25% matching funds. Based on the current estimates the County will be committing to approximately $384,262, which is approximately 61% the cost of the exterior work. The grant application requires a signature from the owner of the property committing to the matching funds for submission of the application. WHEREAS, the county supports the rehabilitation work and commits to allocating the matching funds in the 2025 budget from the capital improvement portion of 2 Resolution No. 086-2024 the county’s Open Space and Trails budget (funds from project partners and/or other grant opportunities may be used to offset the total project cost beyond the minimum cash match requirement). WHERAS, acceptance of the grant agreement will require that the county comply with the terms of the grant agreement and conditions, including: •Ensuring that the cash match is readily available and in hand prior to the state executing the grant agreement. •Meeting the program policies, state regulations, provisions, and laws. •Working in partnership with the State Historical Fund to meet the Secretary of the Interior’s Standards and Guidelines for Archaeology and Historic Preservation. And other standard provisions detailed in the Award Conditions v.10.22 (Attachment 1). WHEREAS, The BOCC finds that it is in the best interests of the citizens of Pitkin County to approve this Resolution. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Pitkin County, Colorado that it hereby adopts a Resolution authorizing the State Historic Fund Grant Application for the Glassier House Exterior Rehabilitation Work and authorizes the Chair to sign the Resolution and upon the satisfaction of the County Attorney as to form, execute any other associated documents necessary to complete this matter. (See Program Guidebook pg 6, Cash Match section) I understand that my organization is solely responsible for determining if my cash match sources are eligible for use with State Historical Fund grant programs. I understand my organization will enter into a grant agreement with the State of Colorado. My organization will be responsible for meeting the terms of the grant agreement, and will not “pass through” fiscal or project responsibility to another organization. I understand that State grant agreements contain non-negotiable terms. I have reviewed the enclosed grant template, and my organization agrees with those terms. I understand that my organization must adhere to all program policies, state regulations, provisions, and laws. I understand that my organization will work in partnership with the State Historical Fund to meet the Secretary of the Interior’s Standards and Guidelines for Archaeology and Historic Preservation. I will comply with review expectations, and will refrain from carrying out work until I have the approval of my State Historical Fund Resource Specialist to proceed. For archaeology and survey projects, I will adhere to the current Colorado Cultural Resource Manual. (See Program Guidebook pgs 5 and 24, Secretary of the Interior Standards section and Survey Manual link) I understand State funds will only pay for work that takes place within the grant agreement period. I understand all project expenses must be associated with one of the task items in the Grant Agreement Exhibit B: Budget and reported as such. (See Program Guidebook 34 and 37, Grant Award/Agreement Document and Payment Review Process sections) I understand project cost savings will be shared with State Historical Fund based on the percentage shown in Exhibit B: Budget. (See Program Guidebook pg 34, Grant Award/Agreement Document section) I understand I am required to provide documentation of grant administration and indirect expenditures with time sheets and rates, and clear calculations. (See Program Guidebook pg 36, Supporting Documentation section) I understand my organization cannot use funds in a manner that may result in an actual or perceived conflict of interest.
