The first task that SGM completed was an alternatives analysis of different bridge types at a conceptual design level. The result of this analysis was the selection of a preferred alignment and bridge type. The alignment selected was Alignment 2 and the bridge type was a prefabricated steel truss bridge. See “Pitkin County Open Space & Trails Aspen Village Pedestrian Bridge Alternatives Report” for further details. All work in this initial phase was based on aerial imagery. No on-the-ground survey was completed during this phase. This project progressed into a design phase and was eventually advertised for bid in November of 2023. A Contractor has now been selected to do the work and construction will commence in March of 2024. This scope of work is intended to cover SGM’s professional services for design phase completion and construction support and oversight on the project. The following phases and tasks are numbered as a continuation of the original project. This scope of work is summarized below: Phase 4 Task 1 – Design and Bidding Phase Closeout This task includes work that is beyond the original scope of design work developed. This work includes tasks to support the final development of the bid documents, agency coordination to get the necessary approvals, and additional support during the bid phase. This work includes the following tasks: •RFTA coordination meetings including 60% design review, 100% design review, and RFTA bridge engineer review meeting. This includes preparation for and attendance at the meeting, formal response to meeting comments, and plan revisions resulting from comments at those meetings. •Pitkin County Community Development Building Permit support. This includes response to comments and development of additional documentation to support comments (drainage memo, additional survey figure, etc.). •Additional bid phase support including interviews with preferred contractor, follow up with contractor’s prefabricated bridge supplier, and additional research on their certification and requirements. •Extension of project duration due to permit review periods and agreements in place. Phase 4 Task 3 represents work completed after June 30, 2024 and an 18 week construction duration is assumed during this period. The total assumed construction duration is 26 weeks. Project Management. This will be a continuation of the design project management and includes project manager coordination with the County, Contractor, and Design Team as well as monthly invoicing. A memo summarizing project status updates and review of project budget and schedule will be provided monthly along with project invoices. Issued for Construction Plans. For construction plan sets incorporating any bid phase addenda that will be stamped by a Colorado Professional Engineer. Construction Startup. It is anticipated that the construction will start with a kick-off meeting with the Contractor and County staff. SGM will conduct this meeting. The construction startup activity phase also includes initial submittals and baseline construction scheduling. SGM will develop a pre-construction submittal checklist and document log to manage this important step in the project. Submittal Reviews and RFIs. Phase 4 Task 5 represents work completed after June 30, 2024 and an 18 week construction duration is assumed during this period. The total assumed construction duration is 26 weeks. A scope and an estimated fee for construction services is provided. The tasks including in this scope of work are listed below: Construction Observation. Once construction begins, the SGM project team will provide a part time project inspector. The project inspector will be on-site two days per week for a total of four hours per day. This includes travel time and documentation of Construction Daily Reports. This is approximately 1.5 hours on-site. The project inspector will be on site when directed by the County. Otherwise, the project inspector will use their discretion to make sure that these site visits occur at critical times. In other words, it may not be exactly two site visits per week. Inspector may be on site 5 days in one week when critical activities are happening and only one day in a week when less critical activities are happening. The Project Inspector’s role is to administer the construction contract and inspect the work to ensure it is being performed in accordance with the plans and specifications. The Project Inspector will be responsible for quantity measurements, daily diaries, and coordination with the Materials Tester. Weekly project meetings will be held for each project. The Project Engineer will be responsible for conducting these meetings and documenting meeting discussions and action items to the Contractor and the County. In addition, a line item is included for a 40 hour allowance for additional construction inspection if directed by the County. The Project Engineer will have overall responsibility for the construction oversight and will coordinate directly with the County and the Contractor. The Project Engineer will be responsible for reviewing Contractor pay applications and initiating change orders. The County will be responsible for approving change orders. The Project Engineer will also be onsite regularly to monitor the construction and address issues that may arise. Materials Testing. An allowance for Owner’s Acceptance (OA) (aka Quality Assurance (QA)) testing of $2,000 is included in this scope of work and will only be implemented at the direction of the County. QA testing in excess of this amount is excluded from this scope of work. We have included a fee schedule for Ground Engineering for testing. Project Documentation and Closeout. The Project Closeout phase will begin as construction wraps up. Final documentation will include compiling daily diaries, project photos, preparing As-Built plans (pdf markups) and providing testing reports and materials documentation. Exclusions The following items are excluded from this scope of work. SGM can provide most of these services if requested but they have not been included in this scope: • Construction duration in excess of 26 weeks. • Materials testing in excess of the $2,000 allowance. In addition, you must notify DocuSign, Inc to arrange for your new email address to be reflected in your DocuSign account by following the process for changing e-mail in DocuSign. To request paper or electronic copies from Pitkin County To request delivery from us of paper or electronic copies of the notices and disclosures previously provided by us to you electronically, you should request those documents from Pitkin County under the Colorado Open Records Act by contacting the Pitkin County custodian who sent you the document for signature. To withdraw your consent with Pitkin County To inform us that you no longer want to receive future notices and disclosures in electronic format you may: i. decline to sign a document from within your DocuSign account, and on the subsequent page, select the check-box indicating you wish to withdraw your consent, or you may; ii. send us an e-mail to Helpdesk@provelocity.com and in the body of such a request, you must state your e-mail, full name, Postal Address, telephone number, and account number.
