RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS (“BOCC”) OF
PITKIN COUNTY, COLORADO, AFFIRMING SUPPORT FOR PITKIN COUNTY
BALLOT QUESTION 1C – BOCC REFERRED HOME RULE CHARTER
AMENDMENT ON THE 2024 GENERAL ELECTION BALLOT
RESOLUTION NO. 096-2024
RECITALS
WHEREAS, Pursuant to Section 2.8.4 (Actions) of the Pitkin County Home Rule Charter
(“HRC”), all matters not required to be acted upon by ordinance or formal resolution may
be acted upon by informal resolution, and;
WHEREAS, The Board of Commissioners affirm their support for Pitkin County Ballot
Question 1C- Pitkin County Board of County Commissioners Referred Home Rule Charter
Amendment to reaffirm the Board of County Commissioners existing authority to approve
and implement a physical layout plan; and,
WHEREAS, The draft Airport Layout Plan (ALP) includes any runway expansion and
relocation and attendant regulatory plan for the Aspen / Pitkin County Airport that meets
federal and local requirements; and,
WHEREAS, The draft ALP depicts improved safety, air, noise components through
updated infrastructure; and,
WHEREAS, The draft ALP and community developed Common Ground
Recommendations calls for managed growth consistent with community values; and,
WHEREAS, The Board of County Commissioners, supported by the Pitkin County
Financial Board (FAB), is taking all necessary actions to secure and maintain federal
funding for such improvements in accordance with the provisions of BOCC resolution no.
105-2020 and 080-2024; and,
WHEREAS, The FAB adopted a resolution endorsing the Board of County Commissioners
efforts that will ensure the County’s economic resilience is sustained by convenient ingress
and egress by air; and,
WHEREAS, The Aspen Chamber Resort Association (ACRA) in accordance with
recommendations from its Public Affairs Committee and Executive Committee, voted to
support Ballot Measure 1C; and,
WHEREAS, The BOCC finds that it is in the best interests of the citizens of Pitkin County
to approve this Resolution.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of

Pitkin County, Colorado that it hereby adopts a Resolution affirming support of Pitkin
County Ballot Question 1C, Referred Home Rule Charter Amendment, (attached hereto as
Exhibit A) on the 2024 General election ballot and authorizes the Chair to sign the
Resolution upon the satisfaction of the Interim County Attorney as to form, execute any
other associated documents necessary to complete this matter.

Pitkin County Ballot Question 1C - BOCC Referred Home Rule Charter Amendment
Shall there be an amendment to the Pitkin County Home Rule Charter to reaffirm the Board of County
Commissioner’s existing authority to approve and implement a physical layout, including any runway
expansion and relocation, and attendant regulatory plan for the Aspen/Pitkin County Airport that meets federal
and local requirements; improves safety, reduces air, noise, and carbon pollution; decreases vehicle traffic to
and from the airport; updates infrastructure and manages growth consistent with community values; and to take
all necessary actions to secure and maintain federal funding for such improvements in accordance with the
provisions of BOCC resolution no. 080- 2024?
