Contractor’s Obligations. Contractor shall complete the analysis and reporting services listed in the attached Proposal (“Attachment A”) to assess and report on County transportation intensity as part of the Community Growth Committee Recommendations Project. This includes: Task 202: Phase 2 – Transportation Intensity Study Task 202b: Phase 2 Case Study Review Task 302: Phase 3 Relationship Analysis – Transportation Intensity Task 402: Phase 4 Scenario Refinement – Transportation Intensity Task 502: Phase 5 Recommendation Report – Transportation Intensity 2. Compensation and Expenses, Invoicing, Payment and Offset. The County shall compensate Contractor for its services in accordance with the Project Budget and Schedule set out in Paragraph 1 of this Task Order. It is expressly understood and agreed that in no event will the total compensation and reimbursement to be paid hereunder exceed the sum of Seventy-Seven Thousand Eight Hundred Seventy dollars and Zero cents ($77,870.00) for all services rendered. By Task Order or Task Order Amendment, the County and Contractor may reallocate the budget among project tasks if the total budget amount remains unchanged. Contractor shall invoice for the project monthly based on hours worked, with payment expected within thirty Master Service Agreement #: 163.23 Rev: 2018-10-10 btf 2 (30) days of invoice, but any payment by the County may be offset by any amount the Contractor owes the County for any reason. Any invoices not sent in the following manner may have payment delayed. All invoices for this Task Order shall reference Task Order 163.23 C-6 and Transportation Intensity. Formation of Task Order. This Task Order is issued in accordance with the provisions of the Agreement. Based on our conversation with you on 4/18/2024 we understand that the following services under Phase III,Research and Data Analysis, require approval under additional service requests in order for the project team to meaningful move forward with next steps: The project milestones for every task are outlined in the Data Framework: (1) case studies + focus group + staff workshop (2-3) relationship analysis (4) scenario modeling + focus group + staff workshop Task 202 Phase 2 Technical Analysis – Transportation Intensity Study ($77,870) Purpose:Utilize existing available information and data from Pitkin County, publicly available current data including recent and planned developments (both residential and non-residential) and parcel-level assessor map information for the County, Replica data, and other sources as needed to research and quantify the impact of vehicle trips associated with the residential and employment-based land uses. Per the CGAC Recommendations: “large houses generate substantial traffic growth, adding to traffic congestion and detracting from rural character.”. This includes a detailed analysis of trip purposes and origin/destination for trips within Pitkin County including work, shopping, eating, social, school, errands, recreation, lodging, and travel. This research will assist in the creation of baseline Pitkin County trends as compared to regional thresholds and will directly inform the baseline scenario development and corresponding code updates. Teaming:Design Workshop and Kimley-Horn will work together on this analysis with Design Workshop focusing on project management efforts and coordination and deliverable support, and Kimley-Horn focused on transportation analysis. Scope: Traffic and congestion is a proxy for the intensity of the residential economy in Unincorporated Pitkin County where rural residential economic activity (development, maintenance, operations, home service activity, events, etc.) may contribute to traffic intensity in Unincorporated Pitkin County, especially in rural zones. Under this task, the Project team will develop baseline transportation metrics or proxies to quantify residential transportation intensity related to traffic and congestion, additional coordination with EPS may be required. It is Attachment A anticipated the Kimley-Horn will accomplish the following as part of their research: A.Define Transportation Intensity for Unincorporated Pitkin County B.Identify metrics or proxies to quantify the transportation intensity in Unincorporated Pitkin County C.Establish a quantitative baseline for transportation intensity in Unincorporated Pitkin County Tasks: A.Kimley-Horn will define transportation intensity in unincorporated Pitkin County through the following methods: 1.Define transportation intensity by the portion of vehicle trips in Unincorporated Pitkin County that are related to residential uses including home operating,maintenance,home service,and construction/development. 2.Define transportation intensity by the portion of vehicle trips in Unincorporated Pitkin County that are related to homes above 5750 SF.As noted in Task 202D,depending on the results of the initial data analysis,given granularity and the intensity of these larger homes amongst other homes,it may be necessary to undertake direct traffic counts to further refine estimates related to home size.If this is determined to be necessary,the traffic count collection and analysis will be provided as an additional service. 3.Meet with the Pitkin County Data Team to review the definition prior to moving to the next step. B.Kimley Horn will utilize existing data and analyses to identify metrics or proxies to quantify transportation intensity in unincorporated Pitkin County through the following methods: 1.Review currently available traffic count data.As a result of this review,it may be necessary to collect additional traffic counts to provide a holistic view of current travel patterns within the County.If it is determined that additional traffic counts are required,this will be billed as an additional service. 2.Identify data needs *Note that where possible,the intention is to identify samples or subsets that can help us extrapolate to make informed decisions to get our arms around the transportation intensity. 3.Meet with the Pitkin County Data Team to review the definition prior to moving to the next step. D.Kimley Horn will work with County staff to establish a quantitative baseline for transportation intensity including trip-based efficiency metrics (trips per capita,trips per employee,etc.)for Unincorporated Pitkin County focusing on answering the following questions: 1.What portion of the transportation intensity in Unincorporated Pitkin County is attributed to activity associated with large homes (over 5750 SF)? 2.Meet with the Pitkin County Data Team to review the definition prior to moving to the next step. Deliverables: A.One (1)one-hour kick-off meeting with County staff –Design Workshop and Kimley Horn will be in attendance. B.Up to two (2)30-minute coordination meetings with Pitkin County Data Team after each step in the tasks –Design Workshop and Kimley Horn will be in attendance. C.Up to four (4)one-hour research meetings with County staff –Design Workshop and Kimley Horn are anticipated to be in attendance. D.Kimley Horn will lead assembling a report describing findings including an executive summary, tables and graphics (up to 5 anticipated,if needed)Report should provide adequate information to feed into the Data Framework,as needed.This will be delivered in Microsoft Word (Google Document preferred)for one round of review with County Staff.Anticipated to be no more than 50 pages in length not including relevant appendices. a.Transportation Intensity Excel-based Model for Residential Economic Intensity Report describing findings.This will be delivered in Microsoft word for one round of review with County Staff. E.Kimley Horn to provide final report in PDF format and relevant data files and model scenarios to the Pitkin County Climate Action Analyst in desired format determined during Kick-Off Meeting. F.All teams to provide aggregated presentation slides formatted using Google Slides for use in public and BOCC /Planning Commission presentations.Up to ten (10)slides are anticipated.
