this form. This purchase is clearly and legitimately limited to a Single or Sole Source. (Examples: original
manufacturer, no regional distributor, standardization etc):
Explain:
The BOCC approved the budget supplemental request for implementing a solar system on the Deer Creek
Ranch. The project addresses their concern for climate action now and meets their goals for the upcoming
climate action plan.
We are proposing to sole source this project to NetZero Builders, who we used to design this 200% ground
mount solar array project and obtain cost estimates from solar contractors. Given the 200% size of this
system producing 88,633kWh/year, and HCE’s average cost of $0.12/kWh, the system would produce a
savings of $10,635.96/year. At this point in the construction season, the county’s bid process timeframe
would push our construction window into next Summer, but if sole sourced, this project could be
implemented now allowing OST to begin earning credits with Holy Cross Energy (HCE) this fall, which is
at least six months earlier allowing the county to save approximately $5,400 or more. The savings we
receive both monetarily and in solar production by implementing this project this construction season is
significant enough to sole source the project.

The Provision of Deer Creek Open Space House Renovation (the “Contract”) dated October 6,
2022 between the Board of County Commissioners of Pitkin County, Colorado (the “County”)
and Net Zero Builders (the “Contractor”), is hereby amended as follows:
Description of Change:
1. Additional Scope of Work as described in the attached Contractor Proposal (“Attachment
A”); and
2. Allocate additional funding in the amount of $250,000.00, as authorized by the attached
County Sole Source Memorandum dated September 17, 2024.

County goal of implementing a 200% solar system at the Deer Creek Ranch before the end of the
current building season.

Dear Ted,
We are pleased to present this proposal for a 200% annual production PV array (57KW) located at 2553 Lower
River Rd. in Snowmass. Pitkin County code requires a battery storage system to be installed, the cost of which is
not included in this proposal. We propose utilizing Holy Cross’ Power Plus program, which allows the cost of the
battery storage system to be financed interest free for 10 years, with no upfront cost.
If you have any questions about this proposal, please let us know.
The following services will be provided for the sum of $243,457:
Design Services
1.Schematic plans, sections and elevations with initial site plan layout
2.Construction documents to facilitate applicable permits to complete the project
Construction Services
1.Site infrastructure and utility tie-ins
2.On-grade ballast anchoring system (all excavation work by others)
3.Placement of the concrete ballast
4.Installation of the racking system and PV panels
5.Connection of the two separate arrays to both house meters

expense per our rate of $120/hr.:
Any substantive changes desired to the submitted plans
Any proposed changes that trigger additional material or labor costs

Total cost for the two systems, 56.96 kW combined, without battery storage, is $140,172.
This does not include excavation, concrete ballasts, or AC Wiring, which will be covered by Pitkin
County.
