The County has requested additional services from SGM regarding the proposed location of the AABC bridge. After completion of the public review process, it was determined that the location of the AABC Bridge chosen in the 2022 Feasibility Study was too far from the AABC. We understand that OSTs would like SGM to explore the feasibility of a few alternate bridge locations closer to the AABC. These services are described in more detail below. Change Order Description Task 1 – Alignments and Profiles SGM will lay out a schematic design of two alignments per discussions based on the April 18th, 2024, site visit. Alignments and profiles will be generated for each option with an exhibit provided for each. The alignments are as follows: •1B Alignment o This alignment was originally explored in SGM’s 2022 Trail Feasibility Study. This bridge would span roughly 600 feet across the Roaring Fork River, land south of the Sardy Property, and stay within the County parcel until it ties into the infrastructure at the AABC. During the original study, this alignment was dismissed due to the location within the unpaved portion of the RGT which would impact Nordic skiing, challenging site conditions around the bridge abutment on the RGT side, and proximity to the airport. However, with the new direction of providing a crossing closer to the AABC and our understanding that this is more important than the Nordic skiing issue, this alignment will be reconsidered. •New Alignment o This alignment has not been previously explored. The proposed bridge will cross the Roaring Fork River somewhere between the treatment plant at the north end of the AABC and the storage facility at the south end of the AABC. There is a significant grade difference between the RGT and the AABC in this area. Any structure here will likely have to land further down the slope and then a trail on retaining walls and/or an elevated structure will have to switchback up to the AABC. However, this would have the benefit of providing a direct connection to the AABC. o In their 2013 Engineering Feasibility Report Addendum #2, Loris explored two alignments at the south end of the AABC closer to the Stein Bridge (13A and 13B). It does not appear that ADA access was considered for these alignments. Based on our preliminary review from the development of this scope, based on the extreme elevation difference and the conditions observed on our site visit, we doubt that an alignment here is feasible. We will continue to review an alignment closer to the Loris alignments during this work, but we believe that this alignment will likely be dismissed in favor of alignments further downriver. Also assumed in this task is any time necessary to coordinate with Pitkin County, 1 site visit and 1 public meeting. The alignments will be projected into Google Earth with a KMZ file as a deliverable. Bicycle and pedestrian travel times from the ABC to Aspen will be estimated for each alignment based on average travel speeds. Task 1 Fee Estimate: $13,000 Task 2 – Rough Order of Magnitude Cost SGM will develop a conceptual level cost estimate of each alignment to inform the County’s decision-making process. For the sake of making a direct comparison to the costs developed in the original report, a cost estimate for the full connection from the Brush Creek Park and Ride to the AABC will be developed for both the 1B Alignment and the New Alignment. That way, the total cost can be compared directly to the Twin Bridges Alignment that was provided in the original report. Task 2 Fee Estimate: $3,000 Task 3 – Survey Staking SGM will provide staking for the landing points of each bridge alignment. SGM will also stake the trail tie in points of each alignment if they greatly differ from the beginning and ends of the proposed bridges. Staking will take place before the end of May so that it is ready for the County Commissioners site visit at the beginning of June. Please note that this will be done using commercially available GPS for the sake of visualizing approximate locations. This will not be survey grade accuracy. Task 3 Fee Estimate: $1,500 Exclusions: SGM has assumed that the two alignments outlined in Task 1 will be the only alignment options explored as part of the Change Order. If the County would like additional alignments to be considered, an additional fee will be incurred. The alignments will connect to the “top” of the AABC. No additional trail work within the existing AABC will be provided, nor will any cost estimates for other bicycle/pedestrian improvements within the AABC be provided.
