END DATE: March 26, 2025 The Master Service Agreement For Provision of On-Call Ecological Services (the “Agreement”) dated January 1, 2019 between the Board of County Commissioners of Pitkin County (the “County”) and Peak
Ecological Services, LLC PO Box 827, 301 Boulder Canyon Drive Nederland, CO 80466 (the
“Contractor”), shall include the following services.
1. Contractor’s Obligations. Contractor shall complete the vegetation sampling services described in the attached Proposal (“Attachment A”) for the Sky Mountain Park Open Space. The services will be
performed according to the timeline outlined in Attachment A and pursuant to the Project Budget attached
hereto as “Attachment B”. 2. Compensation and Expenses, Invoicing, Payment and Offset. The County shall compensate Contractor for its services in accordance with the Project Budget and Schedule set out in Paragraph 1
of this Task Order. It is expressly understood and agreed that in no event will the total compensation
and reimbursement to be paid hereunder exceed the sum of Forty-Three Thousand Three Hundred Sixteen dollars and One cent ($43,316.01) for all services rendered. By Task Order or Task Order Amendment, the County and Contractor may reallocate the budget among project tasks if the total budget amount remains unchanged. Contractor shall invoice for the project monthly based on hours
worked, with payment expected within thirty (30) days of invoice, but any payment by the County
may be offset by any amount the Contractor owes the County for any reason. Any invoices not sent in the following manner may have payment delayed. All invoices for this Task Order shall reference Task Order 008.2019 A-54 and Sky Mountain Park Vegetation Sampling. Invoices

shall be sent electronically in PDF format to liza.mitchell@pitkincounty.com with a copy to

3. Pitkin County’s Obligations. Pitkin County shall administer this contract through a County Representative. Liza Mitchell, Natural Resource Planner & Ecologist will manage the project as the County’s Representative. The services provided and products delivered by the Contractor under this
contract will be subject to review by the County’s Representatives, or a designee, for compliance with
Contractor’s obligations prior to final payment. 4. Formation of Task Order. This Task Order is issued in accordance with the provisions of the Agreement. Contractor agrees to provide services subject to the terms of this Task Order and for the
avoidance of doubt this Task Order consists of the terms set out in the Agreement. In all other respects

PROPOSAL
PITKIN COUNTY ON CALL ECOLOGICAL SERVICES

A-54 Sky Mountain Park Vegetation Sampling
1.0 SUMMARY
The Sky Mountain Park Open Space (SMP) is an assemblage of multiple properties totaling over 2,400 acres
and is jointly managed by Pitkin County, Town of Snowmass, and City of Aspen. The first Management Plan
was adopted in 2012 and a revision was completed in 2021.
2.0 BASIS OF NEED
This proposal addresses Monitoring and Stewardship Action MS.6 which includes routine resource
monitoring for vegetation resources. Per the management plan, vegetation monitoring is to be completed
approximately every ten (10) years. We also include a task for monitoring of the rare plant occurrences next
to mountain bike trails which is warranted based on increased recreational pressure. These plants were last
monitored in 2018.
3.0 APPROACH
Task 1. Silverleaf Milkvetch Monitoring & Reporting. Silverleaf milkvetch surveys were originally conducted
in 2012 and in 2018 we evaluated the effect of recreation trails on 10 subpopulations of this plant along the
Skyline Ridge Trail, which is heavily used by mountain bikers and hikers. This trail traverses the ridge from
Snowmass Village to near Highway 82 separating the Brush Creek and Owl Creek Valleys. We proposed to
resample the 10 occurrences in a similar manner to 2018. More specifically, within each subpopulation, the
area will be systematically searched for plants by walking closely spaced parallel transects and recording the
total number of plants found. This data will be compared to 2018 data to evaluate the potential shifts in
population numbers and effects of recreation on these plants, if any. Representative photographs would
also be taken. Field work would be conducted when the plants are in flower sometime in mid to late May,
after the property opens to public use on May 16.
Task 2. Baseline Vegetation Monitoring & Reporting. In 2011, 30 permanent vegetation monitoring
transects were established for quantitative data collection in order to document the existing vegetation
conditions of the six major vegetation types present on Sky Mountain Park. Five transects were located in
representative stands of each of six vegetation types including aspen forest, mountain shrubland, native
sagebrush shrublands, disturbed sagebrush shrublands, shale barrens, and riparian/wetland habitats. These
transects were resampled by Golder in 2015. Per the 2021 management plan these transects should be
resampled approximately every 10 years. The monitoring will be conducted according to the approved OST
data standards. Prior to fieldwork, the 2015 Golder data will be added to the master data file to not only
enhance data efficiencies in the field but also to facilitate data analysis at the end of the season. Field work
would be conducted in the July-August timeframe.
4.0 EXPECTED RESULTS, DELIVERABLES & COLLABORATION
Deliverables for Tasks 1 and 2 above include: a brief Technical Memo documenting the methods and results
of the silverleaf milkvetch monitoring (Task 1) and a comprehensive Vegetation Monitoring Report for the
Transect Monitoring (Task 2). The Vegetation Monitoring Report (Task 2) will include a brief description of
the field work methodology, GIS maps depicting survey locations, and photographs. In addition, we will

provide summary tables and graphs and compare the 2024 data to previous years’ data (2015 and 2011).
Data to be presented include the absolute cover of native and non-native vegetation as well as non-
vegetative cover, and relative cover by lifeform (i.e., native perennial graminoids, introduced perennial
graminoids, etc.) as per the OST data standard protocol. In addition, we will calculate the floristic quality
indices and discuss overall species richness as well as species richness of introduced and native plants. A
brief discussion relating the results and vegetation trends will also be included. The appendices will include
all raw data and photographs. We will also upload all GIS shapefiles, GPS data, and raw data to the OST data
portal in order to facilitate future studies.
5.0 TIMELINE
Field work would occur during the 2024 growing season and the report completed during the winter of 2024-
2025.
