Date Mar-27-2024 Liza Mitchell Pitkin County Open Space & Trails Natural Resource Planner/Ecologist Mar-28-2024 Principal Ecologist/ Botanist Rea Orthner A-31 SKY MOUNTAIN PARK SAGEBRUSH TEST PLOT IMPLEMENTATION Page 1 PROPOSAL PITKIN COUNTY ON CALL ECOLOGICAL SERVICES CONTRACT #008.2019 A-31 2021 SKY MOUNTAIN PARK SAGEBRUSH TEST PLOT IMPLEMENTATION 1.0 SUMMARY In early 2020, the Pitkin County On Call ecological team in partnership with PItkin County Open Space and Trails (OST) developed a test plot design for sagebrush restoration at Sky Mountain Park. This proposal is to provide consultation and support to implement the test plots, monitor their success and provide recommendations to restore the degraded pasture at Sky Mountain Park. The overall goal is to develop a successful restoration strategy specifically tailored to the current OST desires that can be applied to other open space properties where sagebrush restoration is a goal. 2.0 BASIS OF NEED In January 2018 the Concept Restoration Plan, Hayfield, Sky Mountain Park was developed by Western Ecological Resource, Inc. The Plan outlines steps needed to restore an approximate 9-acre agricultural hayfield to a native sagebrush shrubland including conceptual level plans for irrigation. Briefly, the plan called for mowing the non-native hayfield and applying glyphosate (i.e. RoundUp) herbicide to kill the grass several times throughout the growing season. Next the site was to be seeded with sagebrush and other native herbaceous grasses and forbs using a no-till drill. However, OST indicated that they would prefer not to utilize a broad-spectrum herbicide such as glyphosate (which kills all vegetation) on such a large area due to environmental concerns. Over the 2019/2020 winter, the Ecological On-Call team and OST developed a design for sagebrush restoration test plots. The test plot designs are based on extensive research, literature reviews and analysis for feasibility and scalability. We will investigate three seeding/planting methods across 12 test plots, with and without irrigation and fencing, to restore sagebrush shrublands and determine the most effective restoration methods that are acceptable to OST. Test plots will include the following treatments: ●Mowing and Drill Seeding (Irrigated and non-irrigated, fenced and unfenced) ●Tilling and Drill Seeding (Irrigated and non-irrigated, fenced and unfenced) ●Fabric Mulch and Containerized Planting (Irrigated and non-irrigated, fenced, and unfenced) In addition, we will conduct a fourth method, outside of plots, which involves harvesting and placing sagebrush shrub “carcasses”. ●Sagebrush (Carcass) Installation- 10 Total (Non-irrigated) In the summer of 2020, the test plots were laid out and mowing and tilling commenced under Task Order A-18. However, the appropriate amount of native seed was not able to be collected due to a poor seed set. We have assumed any seed collection or carcass installation in fall of 2021 would be coordinated directly by OST staff. Attachment A A-31 SKY MOUNTAIN PARK SAGEBRUSH TEST PLOT IMPLEMENTATION Page 2 3.0 APPROACH TASK 3. SEEDING OVERSIGHT - FALL 2021 DHM will take lead on drill seeding supervision and coordination with a contractor, including seed mix verification, means and methods for sagebrush only as well as sagebrush and native mix, straw wattle installment around 4 of the 12 plots, as spec'd in plans, etc. to ensure drill seeding success. TASK 4. TEST PLOT SAGEBRUSH PLANTING OVERSIGHT - FALL 2021 PeakEco would take the lead on coordinating a team to install the 408 sagebrush plugs, based on an estimated density of 1 plug per ~50 square feet (plants will be placed 7 ft on-center as specified in the plans) in 4 plots each 40 ft x 120 ft in size. After installation, landscape fabric will need to be laid down in order to reduce competition for weeds and grasses and irrigation set up to water 2 of the plots. Landscape fabric is to be cut into 2 ft x 2ft squares and centered on each plant. The costs in the attached spreadsheets are broad estimates only and may change depending on level of involvement by OST staff. The cost does NOT include materials or procurement of the materials. We suggest that the fabric mulch squares (biodegradable and nonbiodegradable) be cut (using a template) well ahead of time. We also suggest that OST staff receive the sagebrush plugs ahead of time and hardened off (if need be) prior to the plant day. Planting should occur in the fall two weeks before the first killing frost. TASK 5. QUANTITATIVE MONITORING AND REPORTING - 2022 This task describes the annual quantitative monitoring and reporting of the test plots that would be conducted after the project is fully implemented. During the summer of 2022, PeakEco will quantitatively evaluate the success of the different treatment methods and write up the results in an annual monitoring report. Quantitative methods may include a combination of standard OST point- intercept protocol for vegetative cover and species density as well as a straightforward count of plug survivorship. The report will also include a comprehensive write-up of the seeding and planting methodology, graphics illustrating the plot layouts, year to year photographs from fixed points, and recommendations for continued success. TASK 6. QUANTITATIVE MONITORING & DATA ENTRY - 2023 & 2024 This task includes the annual quantitative monitoring of sagebrush plots to be conducted in 2023 and 2024, the second and third growing seasons after seeding and planting. The quantitative monitoring would be conducted in September by Rea Orthner along with two field technicians to be provided by Pitkin County OST. The field techs will be responsible for locating the sagebrush plugs, measuring the height and width, and recording the data on a sheet to be provided by PeakEco. Likewise, in the seeded plots, the field techs will identify the tagged sagebrush shrubs or any new plants and take height and width measurements. Rea Orthner will train the field techs on data collection. In addition, Ms. Orthner will evaluate the overall success of the seed mixes and take a quick inventory of all species present within each of the plots in efforts to determine the efficacy of the seed mixes applied. No line-point intercept vegetation sampling would be conducted until the end of Year 4 or later. At the end of the field season, the data will be entered into the master data spreadsheet by the OST field techs, verified by Rea Orthner, and then uploaded to the data portal. Finally, Ms. Orthner will update the Year 1 report with data collected in Year 2 and 3. This task also includes a few quick 1-2 hour site visits to review progress during June, July, and/or August when Ms. Orthner is in the area on other projects. A-31 SKY MOUNTAIN PARK SAGEBRUSH TEST PLOT IMPLEMENTATION Page 3 4.0 EXPECTED RESULTS, DELIVERABLES & COLLABORATION In 2021, the deliverables include email coordination for the sagebrush seeding (oversight by DHM) and for sagebrush test plug (oversight by PeakEco). In addition, PeakEco will create a brief memo documenting the work completed in 2021, including copies of seed tags, type of drill seeder used and seed disbursement in drill boxes, number and layout of sagebrush test plugs, type of mulch squares and other details as necessary to evaluate success in future years. Please note that all irrigation and fencing implementation support tasks for this project are encompassed in Task Order A-17: Brush Creek Pond Restoration. In 2022, PeakEco will write an Annual Monitoring Report as detailed above in Task 5. In 2023 and 2024, we will update the monitoring report to include additional data collected in those years. 5.0 TIMELINE OST Staff will continue the mowing and tilling protocol previously established throughout the spring and summer and early fall. Ideally planting of plugs should occur two weeks prior to the first killing frost and seeding should occur in late fall, before soils are frozen. Per the Sagebrush Test Plot Design graphic (dated 6/3/2020): ● Sagebrush seeds are programmed to germinate in very early spring, soon after dispersal in the late fall or winter. Snow cover is essential for seeding success, whether the snowfalls before or after the seeding. The seeds can even germinate beneath the snow and be ready for action in very early spring right after snowmelt ● Seeding earlier in the fall places the sagebrush seed at risk for a longer period prior to germination and could potentially cause premature fall germination, which would likely result in winterkill. ● Spring seedings are almost universally unsuccessful because the soil dries too rapidly for ‘the tiny seedlings to get their roots established. 6.0 REFERENCES Concept Restoration Plan.
