HEALTHY RIVERS AND STREAMS CITIZENS ADVISORY BOARD Meeting Minutes 123 Emma Road 2nd Floor, Basalt, CO 81621 February 20, 2018 – 4:15 p.m. River Board members present: Bill Jochems, Lisa Tasker, Kat Hudson, Chris Lemons, Chris Wheatley
River Board members absent: Andre Wille Others present: Lisa MacDonald __________________________________________________________________________________________________________________________________ Board Comment Ms. Tasker attended the RiversEdge West's Riparian Restoration Conference in Grand Junction and reported on the conference and learned many restoration techniques. Mr. Jochems attended the Co Water Congress in Westminster, CO and reported on the conference. Was a great opportunity to get the word out about the healthy rivers program.
Public Comment – None Additions/Deletions to Agenda Ms. Hudson noted the WRNF extended the comment deadline period regarding the Redstone to McClure Pass trail. Ms. Tasker asked to add to the agenda the discussion regarding comment submittal. North Star draft Management Plan Lindsey Utter, Liza Mitchell and Seth Mason Ms. Utter and Mitchell presented the draft management plan to the board. If the Board is interested in submitting a comment letter it must do so by April 1, 2020. The Board will review and seek input from Mr. Wille who was absent from the meeting. WECO Sponsorship Request – Jayla Poppleton Ms. Poppleton appeared telephonically to seek a $5000 sponsorship from the board for three projects in 2020. The next water educator network symposium will be held in the Roaring Fork Valley Project 1: $1,500

Mr. Jochems moved to approve the $5000 sponsorship request. Mr. Wheatley seconded the motion. The motion passed 6/0. Project Updates River Restoration – Jason Carey Mr. Carey presented the Robinson Ditch projet to the board and sought recommendations moving forward. The Board continued its support for Approach A. Mr. Carey presented the Redstone Braids projects that is a project along the Crystal River upstream of Redstone. After much discussion, Mr. Carey was asked to come back to the Board with information regarding the threats to the town of Redstone, benefits to the river downstream, funding commitments from private landowners, and the effects of mud/sediment in the river. Youth Water Summit 2020 – Sarah Johnson Wild Rose Education Ms. Johnson provided an update and progress report on the 2020 Youth Water Summit. Vice Chair Hudson moved to enter into Executive Session CRS 24-6-402(4)(b) for the purposes of Crystal River Storage. Ms. Tasker seconded the motion. The motion passed 6/0.
WRNF comment letter on Redstone to McClure Pass trail Vice Chair Hudson sought input from the Board regarding submission of a comment letter to the White River National Forest regarding the NEPA process on the Redstone to McClure Pass trail and concerns of impacts to the river if only a review of just part of the project is performed. It was determined a small group would work on a draft letter and discussions ensued to whom the letter should be addressed. The BOCC or WRNF. Vice Chair Hudson, Ms. Tasker and Mr. Jochems will draft a letter for comment by the Board at a special meeting on March 13, 2020.
Vice Chair Hudson moved to adjourn the meeting. Ms. Tasker seconded the motion. The motion passed 6/0.
