HEALTHY RIVERS AND STREAMS CITIZENS ADVISORY BOARD Meeting Minutes Via Zoom Virtual Meeting Nov 19, 2020 – 4:00 p.m. River Board members present: Bill Jochems, Chris Lemons, Chris Wheatley, Andre Wille, Chuck Ogilby, Wendy Huber

Minutes of Aug 27, 2020 and Oct 15, 2020 Chairman Wille moved to approve with corrections the minutes of Aug 27, 2020. Mr. Wheatley seconded the motion. The motion passed 7/0. The Board asked the Oct 15, 2020 minutes be re-formatted to the Board’s usual format and be brought back for approval at a future meeting. Project Development and Future Needs Ms. MacDonald updated the Board on the current budget, the 2021 budget and the additional staff position request. As of Nov 19th, 2020, the fund has remained healthy and on November 9, 2020, the Board of County Commissioners approved the 2021 budget for Healthy Rivers, which included the request for an additional full time staff. The Commissioners delayed approval of the position to a future date and asked for more information related to the position. This included what upcoming projects the Board is looking into and what other specific needs there are that necessitate additional staff. The Board produced fourteen projects/need for work. Those included: 1. Water Quality at Water and Sewer Plants re: nitrates and phosphates. Plant tours i.e. new Snowmass plant What have they done, what’s their permitting process for renewals Chuck will follow up with Kip at SW&S 2. River District and W&S – at caucus meeting said they might be opening the door on wild and scenic for the crystal. Meet with them? Go to them see if ready to support wild and scenic 3. More engagement in 1041, GMQS, OST Meetings, Com Dev development apps 4. Slaughter House – one of the worse places for riprap public hazard, take out riprap, rehab stream bank, collaborate with OST measurable benefit to the public 5. Redstone Crystal Braids 6. Additional Staff to come up with projects 7. Newsletters – part of communications plan 8. Speaker Series – part of communications plan 9. Build on Relationships with CWCB instream flows & water commissioner relationships 10. Demonstration Gardens for xeriscaping public invite to gardens with xeriscape show how it is done 11. Waste on the Crystal get info position why waste is occurring - increase water efficiencies 12. Phillips mobile home park 13. WWpark streamside amenities 14. Wild and Scenic High School Scholarships 2021

The Board discussed the program for 2021. It was decided to keep the scholarship at $5000, offer them at Aspen, Basalt and add an “at-large” applicant that attends school in the Roaring Fork Watershed to offer an opportunity to seniors outside of Pitkin County. Staff and the Chairman will attempt to contact the high schools outside of Aspen and Basalt to make them aware of the program. Also, ask Sarah Johnson to mention it at the Youth Water Leadership Summit to get the word out. Ms. Huber moved to offer the scholarships for $5000. to Aspen, Basalt and an At-Large school in the Roaring
Fork Watershed. Chairman Wille seconded the motion. The motion passed 7/0.
Wild Rose Education – YWLS update Sarah Johnson Ms. Johnson updated the Board on the upcoming Virtual Youth Water Leadership Summit and asked everyone to register by Dec 1, 2020. Students from Aspen to Hotchkiss and Durango and all places in between are attending. There was no participation from Basalt, Carbondale or Glenwood Springs. This will be all new hosting the event virtually. Open Discussion Staff sought direction from the Board to develop a signatory authorization policy that would allow staff to have authority to sign letters of support, letter for grants or other similar documents when both the Chair and Vice-Chair are unavailable. Staff could sign such letters only if the Board had acted upon or supported a cause previously. A policy will be drafted and brought to a future meeting. Ms. Tasker discussed her draft letter to the River District regarding a professional advisory committee be formed that could include scientists of various professions and environmental groups to be at the table. Chairman Wille moved to adjourn the meeting. Ms. Tasker seconded the motion. The motion passed 6/0.
