Mr. Wheatley seconded the motion. The motion passed 6/0. Update on Robinson Diversion Project – Quinn Donnelly and Jason Carey - RiverRestoration, Brian Barackman, Diggin It River Works, Inc. Quinn Donnelly, Jason Carey and Brian Barackman provided an update on the progress of the Robinson Diversion Project on the Roaring Fork River. The USACE has approved an extension of in-river work to April 1, 2021 and the main channel of the river is back to 80%. The head gate footers and have been poured. Once cured, backfilling can begin. Public outreach continues on all social media sites and webpages. Monitoring and Adaptive Management Plan Annual Review RICD - Quinn Donnelly and Jason Carey RiverRestoration – The Healthy Rivers Whitewater Park in-channel structures were constructed 2016/2017 with modifications occurring in 2018 and 2020. Pursuant to conditions in our US Army Corps of Engineers (USACE) permit, the park is to be monitored over a 5 year period and reports submitted annually to the USACE and Colorado Parks and Wildlife. Monitoring includes detailed hydrographic surveys, hydraulic quantifications through numerical modeling and tracking of trends over time. The engineering firm of RiverRestoration.org (RRO) provides this service and Quinn Donnelly and Jason Carey presented the results of the review to the Board. Focus Priorities and Projects – Chairman Lemons Chairman Lemons sought input on ways to focus on projects and priorities of the Board. A shared google document was discussed but could lead to violation of open meeting laws. The agenda will be re-formatted into categorized sections, i.e., Administrative Items, Policy, Infrastructure and Grants/Sponsorships/Education. Open Discussion - Heather Lewin and April Long are working on the State Water Plan update and are working to ensure all relevant projects are included. They are looking for future board projects that could be included as it will be helpful for future grant awards. Chairman Lemons and staff will look into the forms. Minutes – Healthy Rivers and Streams Citizens Advisory Board February 18, 2021 Page 2 Mr. Wille, Ms. Huber and Mr. Wheatley volunteered for the scholarship sub-committee. Mr. Jochems received his copy of the Citizens Guide to Water Law provided by WECO and noted it was an excellent resource. Ms. Tasker noted there is a new National Forest Foundation group that could potentially collaborate with Pitkin County on mitigation plans for Yule Creek. They could be a go-between between the mining company and us. Sarah Johnson of Wild Rose has decided not to produce the Youth Water Leadership program for 2021. Chairman Lemons moved to enter into executive session pursuant to CRS 24-6-402(4)(b) for the purpose of Crystal River Augmentation discussion. Ms. Huber seconded the motion. The motion passed 6/0. Ms. Huber moved to adjourn the meeting. Ms. Tasker seconded the motion. The motion passed 6/0. The Board adjourned at approximately 6:00 pm.
