HEALTHY RIVERS AND STREAMS CITIZENS ADVISORY BOARD Regular Meeting April 15, 2021 Via zoom River Board members present: Bill Jochems, Lisa Tasker, Andre Wille, Chris Wheatley, Wendy Huber, Chris Lemons

Additions/Deletions to the Agenda – Mr. Evans is out of town with no one to cover his grant application for Source Water Education Program and it was withdrawn from the agenda.
Approval of Minutes March 18, 2021 Ms. Tasker moved to approve the minutes from March 18, 2021. Mr. Wheatley seconded the motion. The motion passed 6/0.
The Board heard the following grant applications. 1. CO Watershed Assembly - CO Riparian Assembly, - Water Education CO- $7,500 Sustaining Colorado Watersheds Conference Avon Oct 2021 Chairman Lemons move to recommend funding of $7500 for the Sustaining Co Watershed
Conference in Avon, CO. Ms. Tasker seconded the motion. The motion passed 6/0.
2. Roaring Fork Conservancy - $35,000 Education Center Roaring Fork Conservancy for curriculum enhancement, teacher training, and
program delivery at the River Center and throughout the Roaring Fork Watershed. The requested
amount was reduced by $4,000 for the Water Educators Conference being held in the Roaring Fork Valley. The Board supported this conference through a sponsorship request by Water Education CO at its March meeting. Ms. Huber moved to recommend funding $31,000 for the Education Center program with a
stipulation there be a sub-committee to encourage better communication and regular interaction.
Ms. Tasker seconded the motion. The motion passed 6/0. Chairman Lemons, Mr. Wheatley, Ms. Huber and Ms. Tasker all are interested in being a part of the committee.
3. Wilderness Workshop - $35,000 Support for the campaign to support the protection of the Crystal River Wild and Scenic designation. Mr. Wille moved to continue this grant discussion to a future date for further discussion on deliverables and strategy. Mr. Jochems seconded the motion. The motion passed 6/0.

4, Ryan Wolfe – Ruby of the Rockies Film $60,000 Funding for financial portion of the film that intends to celebrate the vibrant and free Crystal River and highlight the vibrant and natural beauty of the valley. Ms. Huber moved to deny the grant request requesting Mr. Wolfe to attend a future board meeting to discuss smaller funding opportunities. Mr. Jochems seconded the motion. The motion passed 6/0.
Mr. Wheatley left the meeting unexpectedly.
Staff provided a quick update to the Board on the following items: The Robinson Diversion Modification Project is 99% complete with the catwalk for the headgate the last piece to install. There will likely be a modification to the emergency access at the Emma Road side of the Whitewater Park due to development of the last lot in the subdivision. High schools are seeking board members to hand out our scholarship at upcoming awards ceremony. Ms. Huber has volunteered to attend the Basalt High School ceremony. The Middle Co Watershed Council and the National Heritage Program is seeking volunteers for its 15-day planting project on Rifle Creek. Board member Lisa Tasker is heading the project. Mr. Lemons moved to adjourn the meeting. Mr. Wille seconded the motion. The motion passed 5/0. The Board adjourned at approximately 7:50 pm. Approved: Attest:
