HomeMy WebLinkAbout06 June hrs minutes 2021 Minutes – Healthy Rivers and Streams Citizens Advisory Board June 17, 2021 Page 1 HEALTHY RIVERS AND STREAMS CITIZENS ADVISORY BOARD Regular Meeting June 17, 2021 Via zoom River Board members present: Bill Jochems, Chris Wheatley, Wendy Huber, Chris Lemons, Chuck Ogilby River Board members absent: Andre Wille, Lisa Tasker Attendees in addition to presenters: Lisa MacDonald, Laura Makar, Matt Annabel _____________________________________________________________________________________________________________________________________ Board Comment – None Public Comment – None Additions/Deletions to the Agenda – None Approval of Minutes May 20, 2021 Ms. Huber moved to approve the minutes with the noted correction. Mr. Jochems seconded the motion. The motion passed 4/0. Chairman Lemons joined the meeting at approximately 4:15 pm. Creation of a subcommittee to present to similar counties the implementation of a healthy rivers sales tax – W Huber – Ms. Huber discussed ways to develop a plan to encourage other counties and municipalities to create their own healthy rivers and streams fund and program. A goal of the Board and the County Commissioners. Mr. Ogilby expressed an interest in it as well and a sub-committee of Mr. Ogilby and Ms. Huber was formed to investigate how to move forward and get in front of the local governments with the help of Mr. Annabel and Ms. MacDonald. Riparian Zone Policy – Laura Makar Ms. Makar presented the updated policy from discussions in March. Chairman Lemons asked if there are opportunities to work with the Open Space and Trails department on educational signage on county properties. Staff will reach out to OST to discuss this. Ms. Makar noted all the policies are living documents and open for amendments should the Board see a need in the future. Mr. Wheatley moved to adopt the Riparian Zone Policy. Ms. Huber seconded the motion. The motion passed 5/0. Executive Session CRS 24-6-402(4)(b) Yule Creek Mine Clean Water Act Permit Application Chairman Lemons moved to enter into executive session for the purpose of Yule Creek Mine Clean Water Act Permit Application discussion. Ms. Huber seconded the motion. The motion passed 5/0. Open Discussion – Mr. Obilby asked that Mr. Chad Paulson with SGM and Kip Hamby with the Snowmass Water and Sanitation District be added to the September agenda. Staff will reach out to Mr. Paulson and schedule it. Ms. Huber moved to adjourn the meeting. Mr. Wheatley seconded the motion. The motion passed 5/0.
