HEALTHY RIVERS AND STREAMS CITIZENS ADVISORY BOARD Regular Meeting September 13, 2021 530 E. Main St Aspen, CO 81611 River Board members present: Bill Jochems, Wendy Huber, Chris Lemons, Andre Wille, Lisa Tasker
River Board members absent: Chuck Ogilby and Chris Wheatley Attendees in addition to presenters: Lisa MacDonald, Laura Makar, Matt Annabel, John Ely, April Long _____________________________________________________________________________________________________________________________________ Board Comment – None Public Comment – April Long, Clean River Program Manager with the City of Aspen noted the City is rolling out its Roaring Fork River Riparian Assessment and Plan on Sept 20th. The assessment is paired with plans and actions to create a healthier riparian eco system. Chairman Lemons was a part of stakeholder process. She is willing to attend a future meeting and present if helpful. Additions/Deletions to the Agenda – None Roaring Fork Bypass Flow Evaluation – Bill Miller, Miller Ecological Consultants, Greg Espegren Aquatic Specialists and Kristina Wynne BBA Water Consultants Inc. presented an update to the Board on their Roaring Fork Bypass Flow Evaluation work. The objective is to manage bypasses and releases from the Twin Lakes collection system of the Independence Pass Trans-mountain Diversion System of 3800 to 4800 acre-feet of water from Twin Lakes collection system in the headwaters of the Roaring Fork River Basin and determine how these bypass flows and releases from the headwater collection system should be made to provide the greatest benefit to the Roaring Fork River and its tributaries.
Sky Mountain Park and Glassier Open Space and Trails Updates Paul Holsinger and Liza Mitchell Mr. Holsinger and Ms. Mitchell joined the meeting via zoom and presented an update on the natural resource conditions and water-related management action items proposed in the draft 2021 Sky Mountain Park Management Plan update along with an update on the Glassier Open Space Management plan including action items to support irrigation improvements to the agricultural areas of the property and enhancement of wildlife habitat. Fall Grant Request ECOFlight - $30,000 Michael Gorman, Jane Pargiter, Bruce Gordon presented EcoFlight’s grant application for Aerial Advocacy for Protecting the Crystal River. Ms. Huber moved to recommend funding the EcoFlight grant request for $30,000. Mr. Wille seconded the motion. The motion passed 5/0.
East of Aspen Master Plan updates Pitkin County’s Community Development Department sought referral input from the River Board on the East of Aspen/Independence Pass Draft Master Plan. The Board had no comments to submit. Open Discussion – The Celebrate the Crystal event is planned for Oct 9. Wilderness Workshop is due for a Wild and Scenic campaign update per their grant. Staff will reach out to invite them to the next meeting.

The Board discussed site visits to the Grizzly Creek fire burn area and effects on the Colorado River. Staff will pursue options to tour the area. Mr. Jochems moved to adjourn the meeting. Mr. Wille seconded the motion. The motion passed 5/0. The Board adjourned at approximately 7:00 pm.
