HomeMy WebLinkAbout12 Dec hrs minutes 2021Minutes – Healthy Rivers and Streams Citizens Advisory Board Dec 16, 2021 Page 1 HEALTHY RIVERS AND STREAMS CITIZENS ADVISORY BOARD Regular Meeting December 16, 2021 123 Emma Road, 2nd Floor Basalt, CO 81621 River Board members present: Bill Jochems, Wendy Huber, Chris Lemons (via zoom), Lisa Tasker, Chuck Ogilby, Chris Wheatley, Andre Wille River Board members absent: Attendees in addition to presenters: Lisa MacDonald, John Ely, Kirstin Neff and Matt Annabel _____________________________________________________________________________________________________________________________________ Vice Chairman Jochems chaired the meeting. Board Comment – Ms. Tasker noted a well-attended, productive meeting of the Crystal River Wild and Scenic Coalition. Mr. Ogilby and Mr. Ely will meet with Mr. Fales to discuss the designation. Mr. Jochems noted the compact articles in the newspapers. Ms. Tasker suggested the public trust doctrine be looked at more closely by this Board and move forward with it. Public Comment – None Additions/Deletions to the Agenda – None Approval of Minutes August 16 and Nov 18, 2021 Mr. Wheatley moved to approve the minutes of August 16, 2021. Mr. Ogilby seconded the motion. The motion passed 7/0. Ms. Huber moved to approve the minutes of November 18, 2021. Ms. Tasker seconded the motion. The motion passed 7/0. Letter of Support Crystal River Wild and Scenic Designation Ms. Huber moved to approve the letter of support reaffirming its position on the designation with edits and to address the letter to the Pitkin County Board of County Commissioners. Mr. Wille seconded the motion. The motion passed 7/0. Riverfront Park Grant Update and Weaver Ditch Telemetry Grant Update- Town of Carbondale, Mark O’Meara Mr. O’Meara provided an update on the grants awarded to the Town of Carbondale. The head gate has been ordered for the ditch project but has been delayed. Once received staff will install. The Riverfront Park work continues but has run into timing issues with Co Parks and Wildlife fish concerns. A grant will be re-submitted for the construction work to the CWCB. Discussion of Future Youth Empowerment initiative- Wild Rose Education, Sarah Johnson Ms. Johnson discussed the future of education programs the Board could pursue. For example, a weekend summit action project, a climate camp, look into Boulder County’s program and invited well known young professionals to speak. After some discussion, Ms. Johnson will attend a future board meeting to brainstorm more ideas. Open Discussion – John Ely thanked Lisa Tasker for her 12 years on the Board and is looking forward to working with her as she joins the staff. Mr. Wheatley moved to adjourn the meeting.
