The idea for a river park was first conceived in 2006 to take the shape of a kayak
course and to be protected as part of a recreational in-channel stream diversion or RICD.
The idea was born out of simple observation of an under-utilized fisherman's park
acquired from Guido Meyer and developed by Pitkin County and currently maintained by
the Town of Basalt, on a stretch of the Roaring Fork River below the home supply ditch
diversion and the confluence with the Frying Pan River. This reach of the Roaring Fork
River is susceptible to extraordinary low water flows due to its position between the ditch
diversion and the confluence with the Frying Pan and consequently suffers a deteriorated
riparian habitat and the under-utilization of a potentially valuable water resource.
The concept of a river park or kayak course began as a vehicle with which to
enhance stream flows on this reach of the Roaring Fork River, to enhance the natural
riparian habitat that could develop in this area and to stimulate active recreation and use
of real property already owned by Pitkin County in this area. Due to the present condition
of the river, there are not many other uses that would compete with the establishment of a
kayak course. This area of the Roaring Fork does not even see moderate fishing pressure
due to the physical condition of the river. Therefore, this location presents an opportunity
to use real property owned by Pitkin County as well as adjacent real property owned by
the Town of Basalt to develop a recreational use that would utilize the river while at the
same time, enhancing the river ecology.
Although, the idea of a river park began as a vehicle for enhancing and improving
the environmental condition of this particular reach of the Roaring Fork, it became readily
apparent that such a recreational resource would be highly prized, widely accepted and
utilized by a great number of kayakers and rafters in the mid-valley area.
From early 2006 through mid-2007, several meetings were conducted with
potential "stakeholders" concerning the idea of establishing a kayak park on this reach of
the Roaring Fork River. These stakeholders included individuals in the kayak and rafting
communities, fishermen, representatives ofCDOT, officials from the Town of Basalt, and
members of the consulting firm that worked on the Basalt River Master Plan.

These preliminary discussions and meetings revealed a desire to develop such a
facility that would be environmentally sensitive to the riparian habitat by minimizing the
disturbance of the natural river and riverbank features. This approach has been seen as
the best way improve the riparian habitat along this stretch of the Roaring Fork River
while also developing an active recreational facility.
Although the desire to create this type of recreational facility was high and the
objective of enhancing the riparian habitat and increasing the minimum stream flows in
this area, eagerly supported, it was not readily apparent that such a facility could be
feasible given the low flows on the Roaring Fork River in this particular reach. As a
consequence, Pitkin County and the Town of Basalt hired McLaughlin Whitewater
Design Group to do a cursory study of the river and its historic flows to determine if such
improvement would be feasible and would justify the costs of development. This
feasibility study was concluded March 17, 2008 at a cost of $10,000 which was equally
shared between Pitkin County and the Town of Basalt. The conclusion of this report was
that based upon historic flows of the Roaring Fork in this particular reach, even with the
low flows precipitated by upstream diversions, that a kayak course could be constructed
and would be a facility that would be viable and present an enjoyable recreational
opportunity for valley residents. The study revealed that because of the current existing
low flows on this reach of the Roaring Fork that the kayak course that could be
constructed would be of a locally serving quality as opposed to a larger facility that would
draw users from a larger geographic area. In other words, the kayak facility that could be
constructed in this location would afford local residents an opportunity for recreation
close to home but not compete with kayak courses such as in Glenwood Springs that draw
users to its facility from all across the Western United States.
The advantages to creating a kayak course in this location are many and varied.
. The location of the park would be primarily on property owned by Pitkin County
and the Town of Basalt. This simple fact of real property ownership eliminates a
significant cost of establishing a kayak park experienced in other communities.
. The public property in this facility represents an under-utilized resource.
Although Pitkin County developed a fisherman's park, following the construction
of the upper Basalt bypass bridge on Highway 82, the viability of such a park was
severely limited. Currently the county property is improved with a parking area, a
picnic shelter, restroom facilities and a boat ramp. With the exception of the boat
ramp, these facilities go largely unused each year. By taking advantage of these
existing facilities and incorporating them into the future river park design, further
costs reductions in the overall project can be realized.
. McLaughlin Whitewater Design Group, the same firm that prepared the feasibility
study for Pitkin County and the Town of Basalt, also assisted in the development a
river master plan for the Town of Basalt. Due to the high costs associated with

implementing the various aspects of this river master plan, very little work has
been done to put into place the recommendations of this plan. By constructing a
kayak course on this reach of the river with the Town of Basalt it is anticipated
that the facility wil assist the town in its future river master plan implementation.
Also, by giving the public an additional recreational outlet on the river, continued
awareness by the public of the overall river health and state of the Roaring Fork
River wil be enhanced. Specifically the preliminary whitewater park design
incorporates features that will protect Two Rivers Road from future flood events
as occurred in 1995, includes restriping of Two Rivers Road to help reduce traffc
speeds as contemplated for the north section of Two Rivers Road and park
amenities to promote fishing and other passive enjoyment of the river.
Additionally, the park could facilitate use of Town property across the river from
the Elk Run community which currently has an informal trail system.
. Any work in development of the proposed river park will continue to coordinate
with other stakeholders in the river. It is anticipated, for example, that the
structures required for the development of the kayak park wil in themselves
improve and enhance the fishery in this stretch of the Roaring Fork River which
would in turn create an additional area for fishermen to utilize the river. Also it
may be expected that individuals utilizing the kayak park would continue to go
down river to the Town of Basalts existing Old Pond Park and promote enhanced
enjoyment of the Roaring Fork as it passes through the Town of Basalt.
. The kayak park will enhance stream flow protection gained with the CWCB Trust
Agreement by creating a RICD water right that is independently controlled by the
County.
Clearly the possibilities for ecological enhancement of the Roaring Fork River,
increased minimum stream flows in the upper Roaring Fork River above the Frying Pan
confluence, and the creation of an active recreational amenity on properties already
owned and controlled by Pitkin County and the Town of Basalt present the potential for
success related to the development of this kayak park on multiple levels addressing a
variety of public concerns.
Based upon the preliminary feasibility study conducted by the McLaughlin Group,
Pitkin County has engaged in a procurement process to retain the services of River
Restoration, owned and operated by Jason Carey, a local business, which was also
responsible for the successful development and completion of the Glenwood Springs
Kayak Park. River Restoration has completed a preliminary design of the proposed
whitewater park, schematics of which are included with this memo. Payment for the
services of River Restoration has been provided by the Pitkin County Open and Trails
Fund. Construction costs for the river park are preliminarily estimated to be slightly more
than $1 million.

Dear Gentlemen:
A copy of the Basalt River Park Conceptual Design Report is enclosed. The objective of the report is
to explore recreational enhancement opportunities on the Roaring Fork River in the vicinity of
Fisherman's Park.
The reach evaluated extends from 300' upstream of the Upper Bypass Bridge to 500 feet downstream of
the bridge. The proposed concept integrates with the Town's River Master Plan and Preliminary
Stabilization Design, and can enhance dredging and maintenance efforts planned by the Colorado

1. BACKGROUND
The Town of Basalt has completed a River Stewardship Master Plan and a Preliminary
Stabilization Design for the Roaring Fork River. In addition, the Town has completed a
preliminary design for diversion, river and levee improvements at the Upper Bypass
Bridge.
A group of project stakeholders, including Pitkin County, the Town of Basalt, the
Division of Wildlife and local paddlers would like to explore options for a river park that
integrates with proposed river improvements 300' upstream to 500' downstream of the
Upper Bypass Bridge. These proposed improvements can be implemented with
dredging and river work planned by the Colorado Department of Transportation
(COOT).
The purpose of this report is to present a concept for a river park adjacent to the Upper
Bypass Bridge and Fisherman's Park. Included are the following:

II. STAKEHOLDER INPUT
A meeting with project stakeholders was held in the Town of Basalt on June 15th, 2007.
The purpose of the meeting was to develop a vision for a river park adjacent to
Fisherman's Park and the Highway 82 Upper Bypass Bridge. A summary of input and
the vision for the park after the meeting is as follows:
1. The Town and Pitkin County would like to improve the river within Town limits or
nearby to create a community destination for kayaking, canoeing, tubing and
rafting as well as hikers/pedestrians and anglers.
2. White water improvements should be more suited to beginning and emergent
paddlers and provide small drops with the goal of being fun for multiple users.
3. River improvements, including parking, access, trails and fishing recreation
improvements are a priority, separate from the white water improvements,
4. Currently this portion of the river is underutilized arid is rarely fished.
5. The Town is currently exploring the extension of parking along Two Rivers Road
which may dovetail into the proposed park project.
6. River Park improvements should be easily coordinated with COOT's proposed
dredging plans as well as meet goals of the River Stewardship Master Plan and
Preliminary Stabilization Design if possible.
7. The land for the proposed park is owned by Pitkin County, which should allow
decisions regarding it's use to be fairly straightforward.

II. SITE HYDROLOGY
A. Gage Records
Through discussions with Town staff and project stakeholders, it was determined that
the nearest stream gage on the Roaring Fork River is located near Emma just upstream
of the Hooks Lane Bridge. This gage is located downstream of the confluence with the
Frying Pan River while the proposed River Park is located upstream of the confluence.
As a result, mean daily flow records at the Emma gage as well as flow records for the
Frying Pan River Gust downstream of Ruedi Reservoir) were required to determine
project design flows. Through subtraction of Frying Pan flows from Roaring Fork flows
over the same period of record, hydrology specific to the proposed River Park site was
developed. Because a new recording gage was installed near Emma in 1998, the
period of record obtained from the USGS includes water years 1999-2007. Gage
information and obtained flow tables are provided in Appendix A.
Review of the flow records indicates a range of average daily flows from 129 cfs to
1,820 cfs over the last 8 years. In addition, the records clearly indicate higher flows
from the end of April through the middle of July.
B. Design Flow Selection
Project goals for the water flow through the River Park include:
1. Increased water depth including fast moving sections, deep pools and backwater
areas for fishing.
2. Whitewater features that can be passed by tubes, canoes, kayaks, and rafts over
the longest season possible.
3. Whitewater features that can provide good hydraulics during lower flows for
training youth and emerging paddlers.
4. Whitewater features that can provide regional draw for freestyle kayakers during
spring and summer runoff flows (high flows).
Current design practice for whitewater features includes selection of flows powerful
enough to create well formed river hydraulics at two distinct flow rates. From a design
perspective, targeting two flows allows optimization within the range between the lower
and higher flows selected. Following review of flow records during the period selected,
the design flows recommended for the formation of whitewater features in the River
Park are 200 cfs and 1,000 cfs. Based on usage at existing white water parks, it's likely
that the course will draw local users when river flows are in excess of 200 cfs and a
regional audience at river flows of 1,000 cfs and above. In review of low flow records,
the following operational schedule for white water features is anticipated:

It should be noted that outside the operational season for white water recreation, the
River Park will still provide increased flow depths in the river, deep slow moving pools
for fishing, river access and a trail for hiking along the river.

iv. DESCRIPTION OF CONCEPT
Drawing 1 - Basalt River Park, in Appendix C, depicts the proposed concept developed
for this project. Concept development was based on project goals and discussions with
Town staff, local stakeholders, the River Stewardship Master Plan (Feb., 2002), and the
Preliminary Stabilization Design (March, 2005).
A. Current Conditions
The reach contains the Home Supply Ditch diversion, the Highway 82 Upper Bypass
Bridge, and Fisherman's Park. Over time, bed material from upstream of the reach has
dropped out, been interlaced with fine sediment and vegetated with willows and trees.
As a result, the river has realigned and the irrigation head gates for the Home Supply
Ditch have been relocated. As bed material drops out and is stabilized through
vegetation, the shifting in the river results in generally wide and shallow flow. Photo 1
shows the area just downstream of the Upper Bypass Bridge during flooding in 1995.
This area has an access point from Two Rivers Road. Currently, the shallow flow and
wet conditions make it undesirable for a park.
Problems with the Upper Bypass Bridge have been well documented in previous
studies. Aggradation at the upstream bridge face has caused the river to shift south
and erode the existing berm protecting the south side of Basalt. In addition, the piers
constructed under the bridge allow flow to pass through the bridge sideways. These
conditions can create a pinning hazard to river users on the upstream side of piers and
exacerbate debris entrapment. Photo 2 shows the upstream face of the Upper Bypass
Bridge.

The concept presented herein addresses the requirements needed to promote river
access and use within the study reach,
B. Proposed Concept
The proposed concept considered redevelopment of the area 300 feet upstream to 500
feet downstream of the Highway 82 Upper Bypass Bridge into a River Park. The
concept is intended to increase river access and use to multiple groups, including:
kayakers, rafters, tubers, hikers and fishermen. In addition, the concept accounts for
proposed dredging by COOT.
Upstream of the Upper Bvpass Bridqe
Proposed improvements upstream of the Upper Bypass Bridge were considered;
however, they were not selected for the proposed concept. While this resch of the river
maintains adequate flow and drop, work in this area provided numerous obstacles.
These included:
1. Property upstream of the bridge is privately owned and would require land
acquisition for park construction,
2. The project would require relocation of the Home Supply Ditch headgates and
therefore, require project expenditures not focused on park improvements.

3. The existing piers are a hazard to boaters and promotion of river use in an
unsafe area is unacceptable.
4. Direct access and parking in this area would be diffcult adjacent to busy State
Highway 82.
For these main reasons, the focus of this conceptual design report was shifted to the
reach downstream of the bridge.
Downstream of the Upper Bypass Bridqe
Proposed improvements downstream of the Upper Bypass Bridge include two
whitewater features, dredging, over bank grading, path construction, an optional parking
lot and access road improvements. The proposed whitewater features will each create
a 2 foot hydraulic drop that is optimized at the project design flows of 200 and 1,000 cfs,
respectively. A phased approach for park construction would complete the upstream
feature first, with the downstream feature considered at a later date. The proposed
whitewater features shall be constructed of large diameter river boulders founded on a
grouted cobble mass for structural stability.
It is our understanding that fisheries concerns for the reach and the desire to maintain a
natural appearance will limit the use of grout on the structure. The design therefore
includes a balancing of the needs of fish, construction stability and safety. To
accomplish this - a deep, structural foundation with cutoff wall will be constructed
utilizing a cobble/grout mass to provide stability for the structure. The surface of the
structure will be comprised of large, loose boulders, or boulders with the minimum
amount of grout required to retain boulders at the proposed locations. With a minimal
grout approach such as this, extremely high flows may occasionally dislodge a boulder
and require maintenance. It is likely that this would coincide with bed aggradation
during flooding and maintenance dredging could be accomplished at the same time.
Buried riprap in the over banks wil reduce the potential for the river to cut around the
features. This riprap will be constructed of a soil and rock mixture placed, then covered
with topsoil and vegetated with grass or native plants. In addition, dredged material will
be relocated to over bank areas to raise the park above the mean annual peak flows in
the river. Raising the over banks above the mean annual water surface will allow
redevelopment of this underutilized, marshy area into a true riverside park. Plantings,
seating and the access to the river's edge will provide a destination for observing river
activity and access for fishing and hiking.
Proposed Veqetation and Trails
Riverside parks generally adopt a well manicured appearance. In the case of the
proposed Basalt River Park; however, a more natural environment will require litte
maintenance and blend with surrounding areas upstream and downstream. Currently,
the proposed park area is blanketed with willow stands, riparian trees and shrubs. The

bank material, primarily consisting of cobbles and sands, allows water to flow through
freely and in addition, strong groundwater flow from up gradient areas maintains a moist
environment conducive to riparian plant growth. Following dredging of the river bottom
and fill in the over banks, it is anticipated that native plant species will immediately begin
to re-establish. In addition, the planting of some willows and trees throughout the park
will increase diversity and provide areas of shade on the banks and in the water.
To prevent overgrowth of vegetation into the trails and ensure continued access through
the park, it is important to create a clearly defined path that can be maintained or that
requires no maintenance. A slightly wider than normal path that opens into wider areas
at the locations of the white water features will be needed to exclude the aggressive
willows in the area. Development of path surfacing options that effectively exclude plant
material yet produce a desired result will be paramount as the project progresses
through preliminary and final design.
C. Anticipated White Water Quality and Access
As previously stated, when flows in the Roaring Fork are above 200 cfs, the proposed
white water features wil provide a local draw, suited for beginner and student paddlers.
Project stakeholders indicated the desire to create fun play spots than can be enjoyed
by multiple users since they are not interested in attracting advanced kayaking freestyle
boaters. Through most of the boating season, it is anticipated that this wil be achieved.
During the higher runoff months of May and June, however, the power of the river is
significantly increased. During these months, it is anticipated that the fun and easy
hydraulics will be transformed into more powerful features. While this wil make
hydraulics more exciting and cause a greater draw from regional boaters, the proposed
concept, as depicted in Figure 2, will form subsurface currents to push swimmers,
tubers and flipped kayaks downstream where water is shallower and slower and self-
rescue is more easily achieved.

Through reconstruction of the boat ramp (destroyed during flooding in 1995) access to
the river will also be significantly improved by the proposed concept. In addition, the
concept includes optional additional parking in the raised over bank area. The
continuous path through the park, boater put-ins and take-outs, and terraced boulder
bank edges (at the locations of deep pools) will provide many locations for pedestrian
observation of river activities and fishing deep holes above or below the features.
D. Impacts to Fishing Recreation
It is well known that fishing on the Roaring Fork River, especially downstream of the
confluence with the Frying Pan, is highly regarded. The reach considered in this report
is seldom fished.
The proposed project takes steps to enhance fishing opportunities on the river. Overall
the proposed park wil improve the quality of fishing by creating slower, deeper water,
and shading of banks and water at select locations. The most significant impact;
however, will stem from the increased access to the river bank in the reach. In addition,
it is understood that there are significant concerns about fish impacts from sediment
release during river construction activity. By working cooperatively with COOT, two river
goals are obtained with a single impact. While it is understood that no impacts would be
better, the reduction of flood hazards through dredging at the Upper Bypass Bridge is
critical to the residents of the Town. This proposed park provides the opportunity to
reclaim benefits after dredging that otherwise wouldn't exist.
E. Conformance to Current Planning
Multiple reports have been prepared to address the instability of the Roaring Fork River
through the Town of Basalt. The reports have included citizen, Town Staff and
consultant input. The most recent documents, currently being used for planning by the
Town include: 1) Roaring Fork River - Basalt River Stewardship Master Plan (Feb.,
2002), and 2) Roaring Fork River - Preliminary Stabilization Design of Reach " (March,
2005). The following table compares the proposed concept to goals and designed
components of these two documents.

In addition, if an increase in 100-yr water surface elevations is necessary, the project
will require the CLOMR/LOMR process through FEMA. Permit applications will require
public process and approval due to the proposed project size. It is recommended that
the USACE 404 permit application and a Conditional Letter of Map Revision be
completed as the conclusion of a preliminary design phase for the park, following a
more detailed investigation.

v. HYDRAULIC MODELING
A. Existing Conditions Model
This reach of the Roaring Fork River has been extensively studied since the severe
flooding that took place in 1995. The most current HEC-RAS hydraulic model of
existing river conditions, that has been adopted by the Town, was completed for a 2000
Floodplain Information Report. Additional existing conditions cross sections were added
to the model at locations corresponding with proposed improvements. Additional cross
sections were developed from a topographical survey of the river completed by COOT
in 2007 and Town of Basalt base mapping. The existing conditions 100-year modeling
output with added cross sections, included in Appendix B, is used as the basis for
evaluating 1 OO-year floodplain impacts from the proposed improvements.
B. Floodplain Impacts
For the proposed concept, initial crest geometries and structure geometries were
determined using hand calculations. The existing conditions hydraulic model was
modified to represent the physical changes from the proposed concept. The concept
was then refined to achieve desired hydraulic results. Proposed water surface elevation
tables for the concept are included in Appendix B. The following graph depicts the
change in proposed 1 OO-yr water surface elevations and river bottom as a result of river
park construction.

As can be seen from Figure 3, the proposed project causes a decrease of up to 2 feet in
100-yr water surface elevations at the upstream face of the Upper Bypass Bridge. It
should be noted that proposed river bottom elevations upstream of the Upper Bypass
Bridge are estimated based on the 2005 Stabilization Preliminary Design. As of the
date of this report, COOT has not provided plans for proposed dredging in this area.
COOT plans, when available, will need to be incorporated into a later design phase for

the park. In addition, a minor increase of up to 0.6 feet occurs between the proposed
upstream and downstream features. This area, where the majority of the park
improvements is proposed to occur, does not house any current or planned residences.
As a result, the combination of the upstream decrease (which lowers the risk of berm
overtopping and south side flooding) and the downstream increase (which does not
affect existing or proposed structures) provides a net positive impact to flood hazards in
the reach.
c. Scour Analysis
In preparation of the Stabilization Preliminary Design, scour calculations were
completed for proposed structures using the Bureau of Reclamation's "Guide for
Computing Degradation and Local Scour", by Ernest Pemberton and Joseph Lara. The
results of this analysis indicated that scour depths at structures on the Roaring Fork
through the Town of Basalt can reach depths between 9 to 17 feet deep during a 100-yr
flood event. In addition, bed transport equations predict that boulders as large as 24" in
diameter can be tumbled downstream by the aggressive forces associated with the
moving water in the river. Because bedrock is generally very deep in this reach it is
anticipated that any proposed structures will require a deep foundation to maintain
stability during extreme flood events. As a result, careful consideration will need to be
given to foundation design during future phases of work such as preliminary and final
design.

Vi. SUMMARY
River parks can have very positive effects on the
local economy and add quality of life benefits to
residents. They add value to surrounding real
estate, increase tourism, and stimulate business
development. Whitewater features can also have
a positive impact on aquatic life, particularly in this
reach of the Roaring Fork, where the bed material
is highly mobile.
This reach of the Roaring Fork, however, is highly
unstable and various encroachments have
exacerbated this instability. Furthermore, this
particular site is complicated by the Upper Bypass
Bridge and the potential for the river to split during
floods and run south of the highway through the
Town. Therefore, the planning and design of a
whitewater park must, first and foremost, integrate
into proposed improvements identified in the
preliminary design and master planning of this

Spectators.The results of this effort demonstrate that a
whitewater park could not only integrate into
stabilization efforts of the Roaring Fork, but could effectively act as the stabilization
efforts proposed in the previously accepted planning documents. The upstream feature
would improve the exit conditions from the bridge for flood flows, debris and cobble. A
proposed portage path would allow access around the proposed features for river users.
The path could be used for maintenance by COOT or the Town as welL.
The river park can act as a demonstration project for river stabilization improvements
that have been proposed to increase the capacity of the bridge and eliminate flooding to
the "South Side" of Basalt. This recommended phased implementation would allow
time to evaluate project performance - which is diffcult to do with computer modeling.
If desired, the County could apply for a Recreational-In-Channel Diversion (RICO) water
right. This could aid in limiting upstream water transfers and maintain flows in the
whitewater park and this reach of the Roaring Fork River.
Finally, the park would be a great recreational amenity, providing a boating attraction
that would be desirable during high and low flows. Low flow utility would be a great
attribute when most rivers' recreational value has diminished for the season, and
summer air temperatures are conducive to beginner, family and instructional use.

RE:Proposed Healthy Rivers and Streams
2010 Budget
Along with this memo please find a spreadsheet outlining the proposed 2010
budget for the Healthy Rivers fund that upon this Board's recommendation wil be
presented to the Board of County Commissioners,
Total funds from the sales tax for 2009 are $649,456 with estimated funds for 2010
of $696,588.00 making the fund balance approximately $1,346,044.
Expenses estimated to be $269,675. These expenses are categorized into line items as
shown on the attached spreadsheet and further explained below, Should additional
expenses be recommended by this Board throughout the year, that are not included in
the 2010 budget, staff can present to the BOCC a budget supplemental for additional
funds.
Purchased Services - for incidentals incurred throughout the year This amount is
recommended by the finance department
Water Projects - on-going expenses related to any projects discussed and
recommended by the Board. Amount based upon money expended in 2009 out of the
general fund for the CWCB Trust Agreement work. Expenses would include outside
legal counsel, engineering, studies and research,
Emma Stream Gauge - The USGS operates and maintains the Emma stream flow
gauging station and water quality sampling and monitoring equipment on the Roaring
Fork River at Hook's bridge. Pitkin County partners with the Roaring Fork
Conservancy, the Town of Basalt and Eagle County to maintain the stream gauge
network in the Roaring Fork Basin. The partners are each responsible for one quarter
share of the costs incurred for the maintenance and operation of the equipment.

In Stream Flow Strategic Plan - the balance of the contract for Peter Nichols and
Kerr Sundeen for work originally initiated by the Open Space and Trails Board but
to be assumed by this Board as the work is more relevant to this Board's purpose.
Membership and Dues - membership to the Colorado Water Congress and the
Water Quality and Quantity Committee of Northwest Colorado Council of
Governents
Materials and Supplies - incidentals such as mapping software and equipment
RECOMMENED ACTION BY THE RIVER BOARD: Recommend approval
of the proposed 2010 Healthy Rivers and Streams Fund budget
