Public Comment – None Approval of the minutes from January 18th, February 15th and Special Meeting on February 23rd Mr. Neubecker noted his class is not a water law course and asked the minutes reflect that. Mr. Wille moved to approve the minutes of Jan 18th, Feb 15th and the Feb 23rd special meeting. Ms. Tasker seconded the motion. The motion passed 6/0 Film Proposal History of the Roaring Fork and Crystal River Valleys - Darrell Munsell Mr. Munsell is working with Jim Havey of Havey Pro Cinema to produce a historical and water use film of the Roaring Fork and Crystal River Valleys. Mr. Munsell was seeking support from the Board on aspects of the film such as lending our name, possible sponsorship, use the Board as an advisory council, script drafting and possible financial support. The Board gave Mr. Munsell its support for the project and assist with the various items he requested. Crystal River Management Plan Implementation – Co Water Trust and Roaring Fork Conservancy Heather Lewin with Roaring Fork Conservancy and Zach Smith with the Co. Water Trust presented the work and implementation on the management plan. Due to time constraints, Zach Smith will return to a future meeting for further discussion. Penny Hot Springs – Delia Malone Ms. Malone discussed the overuse and abuse that is happening at the Penny Hot Springs and sought assistance from the Board to address the concerns. Ms. Malone will come back to a meeting and report on the impacts to the big horn sheep, chemicals, traffic issues, riparian concerns and public safety. High School Scholarship A subcommittee was picked to review and choose the 2018 scholarship recipients. The committee will be Andre Wille, Lisa Tasker, Elle Taylor and Ken Neubecker. They will have authority to choose and award the scholarships. The Board received 10 applications from Basalt High School and 4 from Aspen High School. Open Discussion Ms. Hudson asked for discussion on communicating concerns to OST staff on the Carbondale to Crested Butte trail draft plan. Minutes – Healthy Rivers and Streams Citizens Advisory Board March 15 , 2018 Page 1 HEALTHY RIVERS AND STREAMS CITIZENS ADVISORY BOARD Meeting Minutes Pitkin County 123 Emma Road Black Diamond Basalt, CO March 22, 2018 – 4:00 p.m. River Board members present: Lisa Tasker, Elle Taylor Andre Wille River Board members absent: Others present: Lisa MacDonald _____________________________________________________________________________________________________________________________________ The scholarship committee consisting of Lisa Tasker, Andre Wille and Elle Taylor met to review and choose scholarship recepients of the Healthy Rivers Scholarships for 2018. The Board received 10 applicants from Basalt High School and 4 from Aspen High School. After deliberation and consideration the committee chose one recipient from each school. This decision was based on the costs associated with continuing education and chose to issue funds to one student from each schoo. Mr. Wille moved to approve and recommend the issuance of $5000 each to Stephanie Anglin of Basalt High and Spencer Shar of Aspen High. Ms. Tasker seconded the motion, the motion passed 3/0. No formal action was taken. Minutes – Healthy Rivers and Streams Citizens Advisory Board April 19, 2018 Page 1 HEALTHY RIVERS AND STREAMS CITIZENS ADVISORY BOARD Meeting Minutes Pitkin County 123 Emma Road Suite 202 Basalt, CO April 19, 2018 – 4:00 p.m. River Board members present: Bill Jochems, Lisa Tasker, Elle Taylor, Kate Hudson, Andre Wille, Dave Nixa River Board members absent: Ken Neubecker Others present: Lisa MacDonald, John Ely ____________________________________________________________________________________________________________________________________ _ Chair’s comments regarding meeting procedures Chairman Jochems briefed the Board on the procedures that will be followed during each meeting and reminded everyone of the aspiration statement and rule of engagement the Board previously adopted. Board Comment Ms. Hudson asked to have discussion regarding the Carbondale to Crested Butte Trail Mr. Wille awarded the scholarship to Stephanie Anglin of Basalt High School at a ceremony. Aspen High’s ceremony will be on April 23rd at 6:00 pm. He also mentioned the trash along the Roaring Fork in Basalt and encouraged folks to attend the RFC’s river clean up on the Crystal on Saturday April 21st. Mr. Nixa briefed the board on cloud seeding meetings he will be attending and noted there may be discussion at a future river board meeting. Public Comment – None 2018 Spring Grant Requests The Board heard the following grant applications: 1. The Aspen Global Change Institute submitted an application for $1700.00 in support of education and outreach associated with the interactive Roaring Fork Observation Network (iRON), a project that is studying how mountain hydrology and ecosystems change in response to a warming climate. This project tracks and communicates soil moisture conditions in the Roaring Fork Watershed. The funds would be used in tandem with funding from other partners to develop a new citizen science component of the iRON and to support ongoing educational efforts and general maintenance of the research network. Mr. Wille moved to approve the grant request of $1,700 for the Aspen Global Change Institute’s iRON project. Ms. Hudson seconded the motion. The motion passed 6/0. 2. A partnership of the Colorado Watershed Assembly, the Water Education Colorado and the Colorado Riparian Association submitted an application to help fund the Sustaining Colorado Watersheds Conference, to be held in Avon, from Oct 9-11 of this year for $8000. Discussions ensued regarding the grant procedures that were not following. The Board recommended a $4000 award rather than the $8000 requested. Minutes – Healthy Rivers and Streams Citizens Advisory Board April 19, 2018 Page 2 Ms. Tasker moved to approve a grant for $4000.00 to the partnership Colorado Watershed Assembly, the Water Education Colorado and the Colorado Riparian Association. Mr. Wille seconded the motion. The motion passed 6/0. 3. The Roaring Fork Conservancy submitted an application for $30,000 to fund a portion of the Weaver Ditch Existing Conditions Assessment. The evaluation will closely examine the ditch from the diversion and headgate to tailout flow into the Roaring Fork River. From this, a detailed engineering plan will be developed for needed improvements that can increase the efficiency of diversion, deliver, and the use of irrigation water. It will document and evaluate methods and technologies that increase the efficiencies of the water delivery and use of water diverted from the Crystal River within the Town of Carbondale’s ditch irrigation system. Mr. Nixa moved to approve a grant for $30,000.00 to Roaring Fork Conservancy subject to providing additional support materials. Ms. Tasker seconded the motion. The motion passed 6/0. Spring Campaign – Fish the Waves – SDG Continued to a future meeting. Streamside Design Update White Water Park – Bluegreen Sheri Sanzone and Billy Stratton presented the latest preferred option of the Whitewater Park Streamside Amenities. Discussions centered on funding options, working with other entities and grant opportunities. Consideration of participation in Phillips Property The Board discussed opportunities at the newly county acquired Phillips property. Discussions included river improvements and riparian and wildlife improvement. The Board would need to participate financially to reserve portions of the property that would be dedicated to healthy rivers. Mr. Nixa moved to submit a resolution to the Board of County Commissioners of Pitkin County recommending the allocation of healthy rivers funds to defray costs by the housing fund for participation in the property. Such participation would reflect property on the west side for such items as recreation development, habitat improvements, fishing access as well as management of lower pastures with an eye to utilize water, possible stream flow improvements and use of water rights. Ms. Tasker 2nd the motion. The motion passed 6/0. Open Discussion The Board reviewed the options for the Got Drugs campaign and approved the work. Dave Nixa asked staff to look into press for the grants that were approved tonight. Staff provided the Board with actions items from their retreat. The Board asked staff to communicate to Sarah Johnson, Wild Rose Education to continue to provide monthly updates on the Youth Water Summit. Chairman Jochems moved to adjourn the meeting.
