Focus: Crystal River below Placita Suggested Time and Place: October 4, 2018, Redstone Inn Suggested Duration: 1 day with morning indoor workshop, lunch, afternoon field trip with consultants, multiple stops along Crystal River Host: Roaring Fork Conservancy Proposed Workshop Agenda: Morning Session 1. State of the Crystal River Watershed – 1 hour Give participants an understanding about the condition of the aquatic and riparian habitats along the lower Crystal State of the Watershed 2008, Crystal River Section- John Emerick Riparian and instream habitat assessment Crystal River Management Plan 2016- Seth Mason, Lotic Hydrological Flow, sediment sources and transport, habitat quality/aquatic life use assessment 2. Restoration Feasibility, Instream and Riparian Habitats – 1 hour Given wide range of flow characteristics between high runoff flows and base flows, as well as a narrow floodplain or even narrowly confined channel in many areas, what sort of habitat restoration strategies exist that would be cost-effective, self-maintaining, and stable over time? – Consultant TBD What additional information is necessary to achieve a restoration plan? 3. Stakeholder support and concerns – 45 minutes Is there support among stakeholders to develop such a plan? What are key concerns? 4. What would be potential funding sources and likelihood of funding? – 30 minutes NRCS, CWCB, GoCo, River District, Local government, private funds? Others? 5. Strategy to move ahead: Assemble working group – 15 minutes Working group would determine necessary information base needed for more detailed restoration plan, develop funding to formulate detailed restoration plan, work with consultants on plan development, target key areas for initial efforts, work with landowners, etc. Afternoon Session: Field Trip: Consultants with interested participants carpool down CO133 and stop at various points to discuss restoration possibilities and feasibility Suggested stops: 1. Filoha Meadows/Penny Hot Springs: Open Space Property and popular tourist attraction 2. Avalanche Narrows: River impacted both banks by highway corridor and railroad bed, plus important wildlife corridor with mineral seeps 3. South Janeway: Feasibility of redirecting some flow during runoff season onto Janeway to re-establish riparian vegetation along historic channels cut off by railroad grade. 4. Downstream of Sweet Jessup diversion: River impacted by highway, with severe erosion on opposite bank and source of sediment during high flows 5. Red Wind Point South: Historic channel cut off by railroad grade. 6. Red Wind Point North: Historic channel cut off by railroad grade, agricultural diversion Crystal River Restoration Workshop Budget (Based on 50 participants) 1. Redstone Inn $1,200 Meeting Room charge, food service (AM coffee, pastries; Sack Lunches) 2. Consultants 5,900 Lodging and travel expenses for 1 consultant 350 3. Roaring Fork Conservancy 1,000 4. Vehicle charges 500 5.
