Footage was shared on social media and via email to the Board, BOCC and other interested parties. A reminder to be aware of releases and other dangerous situations when on or near water this time of year. Ms. Tasker is representing us by participating in the City of Aspen’s Water Resource Plan stakeholder group and its integrated resource plan. She will come back to the Board with details. Mr. Lemons expressed concerns for more ice buildup in the canyon and concerns for our contractor working on the Robinson Diversion Modification Project. Anyone that sees an imminent threat will contact staff immediately. Public Comment – None

Introduction of new County Commissioner Francie Jacober Ms. Jacober joined the meeting and introduced herself to the Board. Ms. Jacober shared her history in the valley and desire to serve as commissioner followed by questions and answers by the Board.
Appointment of Chair and Vice-Chair 2021 Mr. Jochems nominated Mr. Lemons as Chairman for 2021. Chair Wille moved to appoint Mr. Lemons as Chairman, Ms. Huber seconded the motion. The motion passed 7/0. Chairman Wille moved to appoint Mr. Jochems as Vice-Chair for 2021. Ms. Huber seconded the motion. The motion passed 7/0. Mr. Wille ran the remainder of this meeting.
CSU Hay Production Irrigation Study – Richard Van Gytenbeek – Trout Unlimited Ms. Tasker introduced Mr. Van Gytenbeek and gave a short introduction regarding the study. Mr. Van Gytenbeek presented a conserved consumptive use power point and discussion ensued regarding the project near Kremmling and ways something similar could happen in our area.

Request to extend Mariaine Gonzalez Martinez Scholarship Ms. Martinez sought an extension of scholarship fund due to online learning format at Mesa State University and lack of personal space at home to attend online classes. Mr. Wheatley move to approve extension of funds for Ms. Martinez. Mr. Wille seconded the motion. The motion passed 7/0.
CRCD Advisory Committee Ms. Tasker sought input on the formation of an advisory committee of a diverse group of environmentalist to work with the district on grant projects requests pursuant to the passing of its ballot question. Ms. Tasker, Mr. Jochems and Mr. Obilby will work on a draft request and bring it back to the Board at a future meeting. Yule Creek Mine Clean Water Act Permit Application Ms. Makar told the Board the US Army Corps would not hold public meetings concerning the mine application. She noted the Corps has asked the mine to submit a compensatory mitigation plan. The mine has not reached out to Pitkin County concerning any mitigation plan.

Information: The Healthy Rivers Whitewater Park in-channel structures were constructed 2016/2017 with modifications occurring in 2018 and 2020. Pursuant to conditions in our US Army Corps of Engineers (USACE) permit, the park is to be monitored over a 5 year period and reports submitted annually to the USACE and Colorado Parks and Wildlife. The engineering firm of RiverRestoration.org (RRO) provides this service. Monitoring includes detailed hydrographic surveys, hydraulic quantifications through numerical modeling and tracking of trends over time. Quinn Donnelly and Jason Carey of RRO will present and report their 2020 findings to the Board.

EXECUTIVE SUMMARY
The Healthy Rivers Whitewater Park Project was constructed in 2016/2017 in Basalt, Colorado, with additional modifications taking place in 2018 and 2020. A monitoring plan was developed which included
detailed hydrographic survey, hydraulic quantification through numerical modeling, and tracking of trends over time. This report follows the framework established by the monitoring plan and previous monitoring reports. This report details results from observations after the modifications and post runoff in 2020
compared to the previous condition in 2019. Hydrographic data collection and visualization, numerical modeling procedures and findings are described. Previously established adaptive management thresholds are used as metrics for the project. Established goals are met by the latest project configuration as described by
the authors, but continued monitoring is recommended to assess possible implications of short-term geomorphic changes.

1. INTRODUCTION
The Healthy Rivers Whitewater Park in the vicinity of Basalt, Colorado was constructed during 2016 to
establish a Recreational In-channel Diversion for this reach of the Roaring Fork River, augment local riverine recreational amenities, and improve channel stability. The encompassing project reach is centered at 39°21’45.6”N, 107°01’45.25”W, 6600-ft MSL, and spans approximately 600-ft of river distance. The surrounding river channel is characterized as a steep-gradient, coarse-substrate, mildly
sinuous system with a capacity-limited bed-load sediment transport regime. Active bank erosion and
lateral channel mobility within the project reach has historically occurred. Constructed modifications included two whitewater features composed of granite boulders and prefabricated free-standing concrete waveblocks constructed for recreational improvement, a series of boulder bank-attached vanes placed for geomorphic channel stability, a boulder path which provides access, and stone-toe protection for bank stability. Figure 1 provides a site overview with channel stationing and Figure 2 provides aerial
photography of the project site under original conditions, as-built conditions in June 2017, post run-off conditions in August 2017, and post construction and run-off in November 2020 with pertinent project features identified. An ongoing monitoring and adaptive management framework for the project was proposed by
RiverRestoration (2016) to assess functionality changes over time and provide opportunities to address potential issues or augment project benefits. Two rounds of modifications have been made to the project since its initial construction; first in 2018 and most recently in early 2020.

Channel Modifications
2017-2018 Modifications An initial round of modifications was performed in the winter of 2017-2018 to address boat passage and channel stability concerns. These modifications included changes to the left wing of both structures and
the addition of a small boulder grade control structure at the downstream end of the project.
2019-2020 Modifications A subsequent round of modifications were completed in the winter of 2019-2020. The primary purpose of these modifications was to further improve boat passage during peak runoff based on observations
and community feedback after the high water year runoff of 2019. Modifications included:
1) Adjusting the downstream grade control structure to lower the pool below the downstream wave feature. The downstream crest was lowered 9 inches over a width of 40 feet. 2) Removal of boulder spur that projected into the river from river right between the downstream feature and the downstream grade control.
3) Modifying the right wing of the downstream wave feature to provide boat navigation along the
right side of the river at high water. 4) Modifying the right wing of the upstream wave feature to provide boat navigation along the right side of the river at high water. 5) Modifying the center of the upper wave feature to provide a more gradual drop and more
clearance at high flows for watercraft to run the sides of the feature.
Monitoring Objectives
This report represents year four of six years of planned annual monitoring and reporting which
documents the identified state parameters of channel stability, fish passage, and boat passage. The original monitoring plan called for 5 years and 1 year was added as part of the 2019-2020 modifications. State parameters and triggers for adaptive management are summarized from RiverRestoration (2016) as follows:
Channel stability - defined by the geomorphic characteristics of the channel reach including lateral and vertical stability, aggradation, degradation, deposition, bank erosion and scour. Channel stability is monitored through topographic (above water) and bathymetric (below water) survey and comparisons over time. Acceptable thresholds for changes to channel stability
consider influences to other parameters of the system. Changes to recreational whitewater hydraulics, fish passage, boat passage, impacts to adjacent infrastructure, or a shift in geomorphic regime as a result of altered channel stability metrics may trigger adaptive management.
Fish passage – defined as successful navigation of target species across the project reach.
Colorado Parks and Wildlife (CPW) indicated that target species include brown trout (Salmo
trutta), rainbow trout (Oncorhynchus mykiss), mountain whitefish (Prospopium willaimsoni), sculpin (Cottoidea), and bluehead sucker (Catostomus discobulus). Fish passage at jumping and velocity obstacles has been the focus of significant research, some of which relating fish swimming performance data and hydraulic quantities to passage sucess. CPW provided swimming
performance metrics for the identified target species as reported in Table 1. Definitive limits for passage success were set at depths greater than or equal to 0.5ft velocity less than or equal to 3ft/s in order to best encompass all target species. Table 1 further reports pre-project conditions

velocities collected by RiverRestoration (2016) which are representative values existing in riffles before project modifications. The reported flow rate corresponding to the representative existing
(pre-project) condition (291 ft3/s) aligns with identified critical spawning and juvenile dispersion
periods for the project reach. Adaptive management thresholds for fish passage were defined by fish being obstructed from migrating across the reach. Adaptive Management may include measures such as evaluating hydraulic conditions per the thresholds in Table 1, modifying a hydraulic structure or improving potential swim paths.

Boat passage – defined by the ease of watercraft navigation through the project reach. American Whitewater (1998) defines the International Scale of River Difficulty (ISRD) as a subjective consensus amongst river users of the level of effort, required skill, and objective hazard associated
with a whitewater feature and ranks features from Class I (easiest) to Class VI (most difficult). Instream features within the Roaring Fork River proximal to the project reach are characteristically Class III (intermediate), including multiple drop features at irrigation diversions and piers at bridge crossings. Boat passage within the project reach will be targeted for the characteristic Class III
difficulty of the encompassing river. Consensus of an ISRD difficulty exceeding Class III may
warrant adaptive management of the features for the greatest recreational benefit across river users. This report details monitoring efforts to-date as of Fall 2020. Efforts reported herein were conducted
over the course of 2020. Hydrographic survey was performed, allowing for documentation of channel
morphology, assessment of key hydraulic parameters, and tracking of channel stability. These data were then utilized to develop and calibrate a numerical model which resolved flow distributions throughout the full project reach and informed development of hydraulic rating curves and quantification of fish-passage hydraulics.
2. HYDROGRAPHIC SURVEY
Hydrographic survey includes the collection of data capable of comprehensively representing a river system for a specified purpose. For this project, topographic, bathymetric, water-surface elevation, and velocity data collected over a range of instream flow rates produced information capable of fulfilling stated monitoring objectives. Topographic and bathymetric survey data were collected using a

combination of RTK-GPS and Total Station instrumentation. Data were collected at a resolution to capture elevation gradients and represent instream features at a level of accuracy for channel stability
comparisons and hydraulic modeling. Water-surface elevation data were also collected using an auto
level and known benchmark elevation. These data were accurate to approximately ± 0.1 ft. Velocity data were collected using a Hach two-dimensional flow meter with instrument accuracy of approximately ±2% of the velocity magnitude.
Table 2 provides the date, survey type, and flow rate of collected information for the as built and post
run-off conditions. Appendix A includes detail survey data and contour surface from the 2020 monitoring effort. Appendix C compares cross-sectional elevations through the life of the project, with the current conditions represented by a dark black line. The structural changes made during the 2010-2020 modifications can be seen in several of the cross sections. The channel bed has generally remained
consistent below the lower feature after the initial post construction runoff in 2017. Between the two
wave features, a depositional bar has formed in the channel center and left side starting near RS 17+50 and continuing through the upstream wave feature at RS 18+17. The deposition observed at RS 18+00 brings the bed to a similar elevation as was present pre-project and post 2017 construction but pre 2017 run-off.

downstream features at a flow of 200cfs. Thirty second time averaged measurements were made in flow
seams among boulders where fish would likely migrate up the whitewater park features. Measurements were positioned to capture what was identified in the field as the likely pinch points in an upstream migration path and would be the locations of highest burst-speed velocity required. Measurements were performed at positions 6 and 3 inches above the bed. Two measurements were made at each position and
the values averaged for use in analysis of fish passage (Section 4B).
3. HYDRAULIC MODELING
Hydrographic data were used to develop and calibrate two-dimensional, depth averaged models to quantify hydraulics throughout the project reach. The model was used to assess water-surface profiles,
rating curves, general hydraulic conditions for a variety of flow rates, and to serve as a baseline tool for
evaluation and examination of potential adaptive management modifications. Two-dimensional modeling simulates hydraulics in the streamwise and lateral directions, averaging values through the water column in the vertical. SRH-2D is a two-dimensional numerical code widely
implemented for hydraulic applications and was used to simulate conditions within the project reach.
Simulations were performed on the surveyed post-runoff channel geometry with the solution domain bounded by the downstream riffle crest (approximately RS 15+25) and the upstream channel bend

(approximately RS 19+26). Downstream boundary conditions were established as surveyed water-surface elevations and upstream boundary conditions were defined by a volumetric flow rate and
automated water-surface elevation. Grid resolution for the model was established at 0.4-ft in the vicinity
of the whitewater features which effectively captured flow distributions and hydraulic gradients. Manning roughness values were established based on calibrating water-surface elevations at targeted locations to surveyed values at low and medium flow level, 188cfs and 420cfs respectively. Roughness values were set according to channel location, with the gravel bed areas at 0.025, coble bed areas at
0.035, boulders and waveblocks at 0.025, and overbanks at 0.04. Table 3 and
Table 4 provide model calibration results. Modeled and observed water surface elevations where generally within 0.16 ft of each other for both flow rates. These magnitudes of differences are under 10% of the average flow depth the lower flow rate which is approximately the order of accuracy of the
survey and hydraulic modeling. Figure 3 shows modeled water surface profiles for the calibration flows
and Figures 4 and 5 provide hydraulic model output of velocity magnitude distributions for the target fish passage flow and a typical peak run-off flow level. Table 3. 188 ft3/s calibration survey data, model data, and comparison

Additional flow rates ranging from 188 ft3/s to 3,450 ft3/s were evaluated for the 2019-pre-modification condition and 2020-post run-off condition models to assess hydraulic conditions. Water-surface
elevations were extracted from the model output at sections upstream and downstream of the whitewater
features and rating curves were developed. Figure 6 and Figure 7 provide rating curves for the downstream feature and Figure 8 and Figure 9 detail the upstream feature. TabWater surface rating curves from previous modeling performed for the 2017-post run-off condition were also included.
As illustrated, the water surface elevations decreased above and below both features at nearly every flow
level between 2019 and 2020. The only outlier from this trend was the location above the downstream feature at the highest discharge modeled (3480cfs). Overall that location experienced the smallest change in WSE, which was expected based on the location of the alterations performed in 2020. The WSEs were lowered below the downstream feature as was expected with the lowering of the
downstream grade control.
At the upstream feature, the decrease in WSEs between 2019 and 2020 grew with the level of discharge. At the downstream feature, the change in WSE varied less with discharge. Headloss change between 2019 and 2020 across the upper feature ranged from no change to a 0.6ft with the largest change at 827cfs (Table 5). Headloss across the lower feature increased between 0.1ft to 0.4ft from 2019 to 2020
but the magnitude did not vary directly with discharge.

4. MONITORING RESULTS AND DISCUSSION
Results of the hydrographic survey and hydraulic modeling data were synthesized to evaluate the monitoring objectives related to channel stability, fish passage hydraulics, and boat passage rating.
A. Channel stability
Channel stability was analyzed based on the influence of topographic and bathymetric changes to the hydraulic and stated function of the project reach. Collected hydrographic survey and two-dimensional
model results informed assessments. Moving upstream to downstream through the project reach, observations between fall 2019 to fall 2020 conditions are expounded as follows:

1) The geomorphic bank-attached vane field has remained stable throughout all monitoring observations through 2020 and performed according to hydraulic intent. Surveyed boulder top
elevations show that no major movement or settling has occurred. No notable bank erosion or
aggradation beyond the initial, expected changes has occurred in subsequent years. The modifications performed in 2018 and 2020 did not physically alter or affect the performance of the boulder vanes. 2) The waveblocks and wingwalls on the upstream feature remained stable and functioned
accordingly through run-off in 2020. The river right waveblock on the upper feature was
modified during the 2019-2020 work. 3) Alluvial deposition (2-2.5ft) was observed downstream of the upstream feature (Figure 10 and 11). A gravel and cobble bar formed on the left side of the channel below the wingwall and became visible as flow receded. It is composed of gravel sediments of to 6in.+ cobbles. During
the 2020 survey flows of near 200cfs, the top of the bar was dry. Based on the 2020 hydraulic
modeling, the bar is inundated by flows as low as 420cfs. Additionally, it is anticipated that high runoff flows will mobilize and clear this bar as flows continue to inundate the left wingwall. Boat passage is therefore not expected to be impeded by the bar at flow levels where the left “sneak” is available. Assuming the bar is cleared by high runoff flows, it may be likely to reform as flows recede each year.
4) The waveblocks and wingwalls on the downstream feature also remained stable and functioned accordingly through run-off in 2020. The waveblocks in the downstream feature have not been modified since the original construction. 5) Scour and deposition associated with the downstream feature was minimal outside of the boundary where modifications took place. The key modification downstream was the removal of
the boulder spur on river right (Figure 11), the eddy upstream of this previous feature did experience some minor deposition. 6) Modifications were also made to lower the downstream riffle crest. This middle of the downstream grade control was lowered approximately 9 inches over a distance of 40 feet. This led to a lowering of the channel upstream of this structure. The downstream grade control
remained stable and functioning in the new configuration through 2020 runoff, which peaked at 2,900 cfs on June 7, 2020.

B. Fish passage Fish passage hydraulics were evaluated using 2D hydraulic models and methods corresponding to CPW studies which produced comparative data to the passage metrics indicated in Table 1. Velocity and depth
criteria were interpreted as binary such that exceeding values indicated potential passage barriers. Error! Reference source not found. and 13 show the upstream and downstream features areas of suitable fish passage for 2020 conditions based on depth and velocity criteria at the target fish passage flow level of 291cfs.

passage does not exist across the either feature. In the channel center, passage is limited by velocity. On
the channel margins, where lower velocities are found, passage is limited by depth. However, it is important to note that the 2D model results represent a depth averaged velocity value. This approach is unable to resolve the small scale roughness and interstitial flows within the coarse cobble substrates at

the project site. Flow paths, refugia, or microscale hydraulics exist, particularly near the channel margins, which may be exploited during passage which are not captured within the model.
We therefore considered the velocity measurements taken at the site during the survey in November 2020 and how those relate to our model results (Figure 14-18). These velocity measurements were positioned to capture the most likely fish passage locations up the critical portions of the wave features. The measurements were positioned at 3- and 6-inches above the bed which a depth averaged model
approach is not well suited to capturing. By identifying likely velocity limiting points in upstream flow
paths, we were able to observe that lower velocity paths still exist closer to the bed through the complex, interlocking boulder structures of the downstream and upstream features. Because the velocity measurements were performed at 200cfs, we need to extrapolate our data using the 2D model results to consider the 291cfs monitoring level. Based on modeling results, the wetted flow area will not change
significantly between the 200cfs and 291cfs flow level at the key areas around the whitewater features
(Figure 14). This indicates that the upstream fish passage routes should remain in the locations we identified in the field but just be in deeper water with the boulders further submerged. Model results indicate that velocities may increase 10-25% going from 188cfs to 291cfs. If we assume the maximum 25% increase to our near bed velocity measurements, then we will still find location on the margins of both the upstream and downstream drop features with velocities under the 3ft/s threshold. Additionally,
the increase in velocity as flow increases is likely to be reduced closer to the bed.

C. Boat passage
The 2020 modifications were intended to improve the ease of boat passage, particularly on the upper feature and the outside of the bend. ‘Sneak’ routes were created on both sides of the upper feature and the right side of the lower feature by lowering the wingwalls to allow passage and avoid the wave hole
at higher flows. A ‘sneak’ route was added to the left side of the downstream feature in the winter of
2018. Based on conversations in passing with river users in the community and the firsthand experience of the authors of this report, the 2020 modifications did improve boat passage through the white-water park. Utilizing the sneak features to by-pass the wave holes at peak run-off now appears to fall within a Class III difficulty rating. The runoff in the Roaring Fork River in 2020 at or below average, with only 4
days exceeding 2,000 cfs. Boat passage at higher flows will continue to be monitored.

5. RECOMMENDATIONS
Monitoring data and analyses indicated that all three identified metrics, channel stability, fish passage,
and boat passage achieved set threshold values, but potential attention areas were noted. Specifically, the ability of high flows to seasonally flush the newly formed depositional area between the upstream and downstream feature. Continued monitoring efforts in subsequent years should adhere to the framework established in this report. Collaboration between the monitoring agency and biological specialists,
namely CPW, is recommended to ensure the most benefit is achieved at the whitewater park for the
stated monitoring goals.
6. SUMMARY
Monitoring of the Pitkin County Whitewater Park was conducted in 2020 during the fourth year of runoff since the initial project implementation and the first year since the most recent updates to the
project. Hydrographic survey was performed over a range of dates and sufficient information was collected to develop numerical modeling tools to assess hydraulic conditions within the channel. 2019 and post construction and runoff 2020 conditions were documented and compared. Detailed 2D hydraulic modeling was performed to evaluate hydraulic conditions for the purpose of fish passage in conjunction with velocity measurements targeting likely swim paths. Efforts reported herein follow an
established framework for continued monitoring plans. Data from monitoring efforts were analyzed for the objectives of channel stability, fish passage, and boat passage. Channel stability did not warrant immediate adaptive management response based on established criteria. Areas of local scour and deposition were highlighted, but generally still fall within
bounds that have been observed in previous monitoring reports for this project and the pre-project condition. Most notably, deposition below the upper feature on the left side of the channel should continue to be observed. Evaluated fish passage hydraulics through the project site indicated that flow paths exist through both whitewater features which meet the established swimming-performance values. Boat passage was considered to fall within the threshold Class III ISRD rating at high flows after the
2020 modification were implemented. Upstream signage may need to be updated to indicate the preferred route through the feature at high flows. Future monitoring efforts and community engagement should be completed to ensure the project continues to perform as intended.
