HomeMy WebLinkAbout04 April minutes 2019 HEALTHY RIVERS AND STREAMS CITIZENS ADVISORY BOARD Meeting Minutes REDSTONE INN 82 Redstone Blvd. Redstone, CO July 18, 2019 – 3:30 p.m. River Board Present: Chris Lemons, Lisa Tasker, Chris Wheatley, Bill Jochems, Kate Hudson, Andre Wille River Board Absent: Ken Neubecker Staff Present: Lisa MacDonald, John Ely, Laura Makar The Board met at 3:30 pm to visit the Redstone South project area. Mr. Steininger of Riverrestoration.org presented options to the Redstone braids and restoration options. Mr. Steininger will put together a more comprehensive plane with costs and bring that back to the Board for further discussion and funding options. Board Comment – Ms. Tasker updated the Board on the work to date on the Youth Water Leadership Summit and discussed Senate Bill 2019-1218 expanding a leading program for instream flows. Mr. Jochems attended the Getches-Wilkinson Center at CU Boulder for the 2019Summer Conference. He briefed the Board on the event. Ms. Hudson attended the QQ meeting and the State of the River both held at the Third Street Center in Carbondale and briefed the board on the events. Public Comment - None Additions/Deletions to the Agenda – None Minutes of June 20, 2019 Ms. Tasker moved to approve the June 20, 2019 meeting minutes. Mr. Jochems seconded the motion. The motion passed 6/0. Penny Hot Springs – Lindsey Utter Pitkin County Open Space and Trails Dept . Ms. Utter provided the Board history and information on the Penny Hot Springs planning process. Chairman Wille moved to appoint Ms. Hudson to the steering committee as the Healthy Rivers Board member representative. Ms. Tasker seconded the motion. The motion passed 6/0. Mr. Jochems left the meeting at approximately 6:00 pm Mr. Willie moved to enter into executive session pursuant to C.R.S. 24-6-402(4) (b) for the purposes of river district updates and the Upper Roaring Fork Stream Mgmt . Ms. Hudson seconded the motion. The motion passed 5/0. Open Discussion Staff updated the Board several items: ________________________________________________ ● Three Mile open house July 20th 10 -2 this is a board grant award project ● Keep it Clean sign to post at Fisherman’s Park ● Obtained dates for a joint BOCC meeting ● Distributed thank yous from Scholarships recipients and WECO Minutes – Healthy Rivers and Streams Citizens Advisory Board July 18, 2019 Page 1 ● Retreat date is Oct 1 ● Citizen committee discussion on Whitewater Park modifications to be held Other topics discussed were the Board’s desire to be a referral agency on community development land use applications related to water. Ms. Tasker and Mr. Wille will work on a retreat agenda. Restoration sub-committee will consist of Kate, Bill and Lisa T. Work will include restoration projects and intern staff opportunities. Adjourn: Chairman Wille moved to adjourn. Ms. Tasker seconded the motion. The motion passed 5/0.
