Meeting Minutes

June 20, 2019 – 4:15 p.m.
River Board Present: Chris Lemons, Lisa Tasker, Chris Wheatley, Bill Jochems, Kate Hudson
River Board Absent: Ken Neubecker, Andre Wille
Staff Present: Lisa MacDonald
Board Comment –
Ms. Tasker updated the Board on the work to date on the Youth Water Leadership Summit and discussed Senate Bill
2019-1218 expanding a leading program for instream lows.
Mr. Jochems attended the Getches-Wilkinson Center at CU Boulder for the 2019Summer Conference. He briefed the
Board on the event.
Ms. Hudson attended the QQ meeting and the State of the River both held at the Third Street Center in Carbondale and
briefed the board on the events.

Minutes of February 21, March 21, April 18 and May 16, 2019
Ms. Tasker moved to approve. Ms. Hudson noted she was not at the May 16 meeting; the minutes will be corrected to
re lect this. Mr. Jochems seconded the motion. The motion passed 5/0.
Roaring Fork Audubon – Introduction and discussion on park improvements at River Front Trail in
Carbondale – Mary Harris
Ms. Harris gave a brief history of RFA. She addressed concerns with the River Front Trail improvement plans being
considered by the Town of Carbondale and other project partners in relation to the existing bird and wildlife area at
the park. The Board encouraged her to come back during their fall or spring 2020 grant process to apply for funding
for appropriate signage at the park. She will provide detailed information regarding property ownership, updates on
the project and RFA’s status on the committee.
Crystal River Restoration effort awareness and discussion of the River Board’s role related to funding
Mr. Jochems briefed the Board on the restoration committee’s beginnings and efforts to date.
Ms. Hudson moved to create a sub-committee that will look at restoration projects the Board can initiate on its own. Mr.
Jochems seconded the motion. The motion passed 4/0.
Mr. Jochems, Ms. Hudson and Ms. Tasker will make up the sub-committee. The committee will then report back to the
Board.
Mr. Wheatley excused himself at approximately 5:45 pm
Deferment of Basalt High School Scholarship Request The Board received a request from the Basalt High School grant recipient, Mariaine Gonzalez for deferment for one
year. The Board will looking into a policy on deferment requests at a future meeting.
Ms. Tasker moved to approve the request for deferment with Ms. Gonzalez responsible for contacting the Board for the
funding in 2020. Ms. Hudson seconded the motion. The motion passed 4/0.
PR Proposal – Social Media Presence –

Staff provided a public relations proposal to the Board. With upcoming projects such as the White Water Park
improvements and Robinson Ditch work, there will be a need to provide communication to the public, newspaper ads
along with social media and radio spots. The Board directed staff to look into submitting a short request for proposals
that would include project speci ic efforts, elevate community awareness, and goals.
Open Discussion
Penny Hot Springs - Open Space staff provided an update to the Board on planning and outreach efforts at
the hot springs. OST staff will attend the Board’s July meeting in Redstone and will provide more detailed information
after the OST Board has given direction at its July 11th meeting.
Board Retreat – The Board will hold a retreat in September or October that could include topics of Colorado Water
Law and instream low. Staff will send out a doodle poll for dates.
The Board would like to schedule a joint meeting with the BOCC. Staff will work on dates.
Mr. Jochems updated the Board on the Rivers of Fortune ilm and its future.
Mr. Jeff Stoerner a Basalt resident and property owner near the white water park spoke to the board about concerns of
staging of equipment during the streamside improvements and in-channel modi ications constructions at the park
this summer and fall. At this time staging is proposed to take place on Two Rivers Road and not near his property. He
expressed concerns about noise and traf ic impacts on Emma Road.
Adjourn: Ms. Tasker moved to adjourn. Ms. Hudson seconded the motion. The motion passed 4/0.
