Meeting Minutes

River Board Present: Chris Lemons, Lisa Tasker, Bill Jochems, Kate Hudson
River Board Absent: Ken Neubecker, Chris Wheatley
Staff Present: Lisa MacDonald

Additions/Deletions to the Agenda – None
Roaring Fork Conservancy Grant Updates – Heather Lewin
Ms. Lewin provided the Board with an update on the RFC’s projects that have been funded in party by the River Board
fund. Those included the Roaring Fork Watershed Plan Update, Crystal Restoration Workshop, Weaver Ditch Project,
Frying Plan E low Study.
Conservancy Staff also provided an update on the Roaring Fork Conservancy’s Education Grant awarded by the Board
last fall.
Grant Applications
Alexis Arbaney Ditch Co. Paul Holsinger presented the Alexis Arbaney Ditch Co.’s grant request for the headgate
replacement on the ditch. The request amount was for $50,000.
Post Fire BMPs - Natalie Collar joined the Board via GoTo meeting with prior approval by the Chair. Ms. Collar
presented her grant request. The request was for $14,462
Grant Discussions –Chairman Wille moved to recommend funding the $14,462 to Natlie Collar of the Colorado School of
Mines and Wright Water Engineers and to forward the request onto the Board of County Commissioners for
authorization. Ms. Tasker seconded the motion. The motion passed 3/2 with Mr. Jochems in favor and Mr. Lemons and
Ms. Hudson against.
The Board recommended denial of the Alexis Arbaney Headgate replacement with a recommendation to come back to
the Board with other partners, show bene it of the increase in cfs, design options and commitment from the ditch co.
Open Discussion
Penny Hot Springs - Ms. Hudson updated the Board on the Penny Hot Springs subcommittee homework. The
Board will draft a vision statement at its retreat on Oct 1, 2019.
Adjourn: Chairman Wille moved to adjourn. Mr. Jochems seconded the motion. The motion passed 5/0.
The Board adjourned at approximately 7:05 p.m.
