Meeting Minutes

River Board Present: Chris Lemons, Lisa Tasker, Chris Wheatley, Bill Jochems, Kate Hudson, Chris
Wheatley, Andre Wille
River Board Absent:
Staff Present: Lisa MacDonald, John Ely
Board Comment –
Chairman Wille and Ms. Tasker reported on the Youth Water Summit.
Public Comment - None
Additions/Deletions to the Agenda – None
Penny Hot Springs Draft Mgmt Plan – Lindsey Utter Pitkin Co OST
Ms. Utter presented the information to the Board on the draft management plan and results of
stakeholder meetings to date. Action items include signage, sanitary concerns, entry and access points,
and parking to name a few. Open Space would like to work with Healthy Rivers on slope revegetation
and signage.
Chairman Wille moved to support the draft management plan with partner with Open Space and Trails.
Ms. Hudson seconded the motion. The motion passed 6/0.
Lime Creek Grant Award Update – Kendall Bakich – Co Parks and Wildlife Fish Biologist
Ms. Bakich updated the River Board on progress on the Grant award for the Little Lime Creek Project.
Janeway Study Funding Request – John Emerick
Mr. Emerick sought funding for a Janeway Study feasibility/floodplain connection study on the Crystal
River. The River Board denied the request at this time and suggested a request during its grant cycle
would be more appropriate.
Chairman Wille moved to enter into executive discussion for the purpose of Stream Management
Discussions pursuant to C.R.S. 24-6-402(4) (b). Ms. Tasker seconded the motion. The motion passed 6/0.
Open Discussion
Staff sought input from the Board on a joint BOCC meeting. A date of March 10th was chosen.
Staff discussed the addition of other high schools into the scholarship program. It was determined to
keep only Aspen and Basalt High at this time.
Adjourn: Chairman Wille moved to adjourn. Ms. Tasker seconded the motion. The motion passed 6/0.
The Board adjourned at approximately 7:15 p.m.
