END DATE: January 31, 2025 The Program Management Services for the Aspen/Pitkin County Airport Capital Maintenace & Replacement Program (the “Agreement”) dated August 30, 2022 between the Board of County
Commissioners of Pitkin County (the “County”) and Kimley Horn and Associates, Inc. 310 Market Street,
Suite 116 Basalt, CO 81621 (the “Contractor”), shall include the following services.
1. Contractor’s Obligations. Contractor shall provide the professional consulting services described in the attached Contractor Scope of Work and Fee Summary (“Attachment A”) to assist the County in creating
an airfield topographic survey.
2. Compensation and Expenses, Invoicing, Payment and Offset. The County shall compensate Contractor for its services in accordance with the Project Budget and Schedule set out in Paragraph 1 of this Task Order. It is expressly understood and agreed that in no event will the total compensation
and reimbursement to be paid hereunder exceed the sum of Thirty-Eight Thousand Seven Hundred
Fifty dollars and Zero cents ($38,750.00) for all services rendered. By Task Order or Task Order Amendment, the County and Contractor may reallocate the budget among project tasks if the total budget amount remains unchanged. Contractor shall invoice for the project monthly based on hours worked, with payment expected within thirty (30) days of invoice, but any payment by the County
may be offset by any amount the Contractor owes the County for any reason.
Any invoices not sent in the following manner may have payment delayed. All invoices for this Task Order shall reference Task Order 141.22 E-1 and Airfield Topographic Survey. Invoices shall be sent electronically in PDF format to ap@pitkincounty.com.

3. Pitkin County’s Obligations. Pitkin County shall administer this contract through a County Representative. Dan Bartholomew, Aspen/Pitkin County Airport Director will manage the project as the County’s Representative. The services provided and products delivered by the Contractor under this contract will be subject to review by the County’s Representatives, or a designee, for compliance with Contractor’s obligations prior to final payment.
4. Formation of Task Order. This Task Order is issued in accordance with the provisions of the Agreement. Contractor agrees to provide services subject to the terms of this Task Order and for the avoidance of doubt this Task Order consists of the terms set out in the Agreement. In all other respects the Agreement is in full force and effect and remains unchanged by this Task Order.

SCOPE OF WORK
Background
The Aspen-Pitkin County Airport (“Client”) has proposed airfield pavement rehabilitation work
at the airport and wall repairs at the Airport Operations Center (“AOC”) and has requested that
Kimley-Horn and Associates, Inc. (“Consultant”) provide Professional Consulting Services as
part of the project.
The project will be funded with local funds.
These services will be provided in accordance with the following Elements of the Scope of
Services in the Consultant’s Master Services Agreement (MSA):
Pre-Design Services
Consultant will provide the services specifically set forth below.
Task 1 – Meetings, Site Visits and Survey Scope Development
The Consultant will:
Attend up to three (3) virtual meetings (attended by up to two (2) Consultant employees).
Attend up to two (2) site visits during the survey work (attended by up to (2) Consultant
employees).
Develop a Scope of Services and Agreement for the topographic survey to be completed
by one (1) subconsultant. The Consultant will submit the project Scope of Services
electronically via PDF to the Client for review.

Task 2 – Topographic Survey
Coordination to Collect Existing Data
Consultant will:
Collect and review readily available as-built plans and existing survey information in order
to gather information on existing topography, facilities, and utilities. This task consists of
a total of 12 hours of collection and review efforts.
Coordinate with field survey crews to establish survey limits, coordinate access, establish
survey schedule, and provide available survey control information.
Attend up to one (1) site visit to perform a limited observation of the project areas.
Field Work (performed by subconsultant)
Consultant, through use of a Subconsultant will perform a field survey to prepare topographic
mapping of project area. The topographic mapping for the project will consist of the following:
a. A twenty-five-foot (25’) topographic grid of portions of Runway 15-33, Taxiway ‘A1’,
Commercial Apron, and North GA Apron and will consist of the centerline; edge of
taxiway pavement; and edge of shoulder pavement.
b. Survey the shoulder repair area on Runway ‘15-33’ and Taxiways ‘A9’ and ‘B9’; trench
drain repair on the Deicing Apron; pavement repair at Gate 4; and the minor repair to the
Vehicle Service Road and will consist of the centerline; edge of taxiway pavement; and
edge of shoulder pavement.
c. Pavement markings within the survey limits.
d. Identifiable flow lines, grade breaks, and top of bank points.
e. Electrical facilities and equipment consisting of guidance signs, edge lights, pull boxes,
junction cans, and navigational aids within the survey limits.
f. Drainage facilities, underground utilities, and structures within the survey limits
consisting of rim elevations, inverts, pipe material, size, and direction.

Convert Survey Data for Design Software
Consultant will:
a. Establish design coordinates and alignments to be used for CAD drawings.
b. Input raw survey data into the computer program in order to sort data into standard layers
for project plan organization.
c. Compare readily available survey data from previous projects with latest field survey.
d. Sort data points by layers and description for computer modeling.
e. Confirm surveyor horizontal and vertical control.
f. Prepare one (1) digital terrain model (DTM) of existing ground contours, pavement
edges, electrical equipment, drainage features, and other surveyed features.
g. Generate one (1) three-dimensional contour model from the DTM.
h. Prepare and process data for pavement profiles, grading and / or paving cross sections,
and other surveyed features.
SCHEDULE
Kimley-Horn will perform the services as expeditiously as practicable with the goal of meeting a
mutually agreed upon schedule.
FEE
Kimley-Horn will perform the services in Tasks 1 - 2 for the total lump sum fee below.
Individual task amounts are informational only. All permitting, application, and similar project
fees will be paid directly by the Client. Lump sum fees will be invoiced monthly based upon the
overall percentage of services performed.
