HEALTHY RIVERS AND STREAMS CITIZENS ADVISORY BOARD
Meeting Minutes
Pitkin County 123 Emma Road Suite 202 Basalt, CO
January 18, 2018 – 4:00 p.m.
River Board members present: Bill Jochems, Lisa Tasker, Elle Taylor, Kate Hudson, Andre Wille, Ken Neubecker,
Dave Nixa
River Board members absent:
Others present: Lisa MacDonald, John Ely
Board Comment - Mr. Neubecker is teaching a water class at CMC in Glenwood Springs on Feb 13 & 19.
Ms. Tasker attended the BOCC meeting regarding the Crystal Trail discussion.
Public Comment – none
Approval of the minutes from Oct 19, Nov 9 and Nov 30th Special Meeting
Mr. Wille moved to approve the minutes from Oct 19, Nov 9 and Nov 30. Ms. Taylor seconded the motion. The motion
passed 6/0.
Ms. Hudson arrived at 4:15 pm.
Appointment of Chair and Vice-Chair for 2018
Mr. Jochems will serve as Chairman and Mr. Wille will serve as Vice Chair. Approval by unanimous acclamation
Youth Water Leadership Program 2018 – Wild Rose Education
Sarah Johnson provided the Board with information and details about the 2018 program costs to increase the summit
to a full day and include more schools. The Board asked Ms. Johnson to return in February with some options to cut
some items out of the program and options to dial it down. While time is of the essence, Ms. Johnson will come back
in February.
White Water Park In-Channel Adjustments – Quinn Donnelly River Restoration
Mr. Donnelly updated the board on the adjustments that will occur at the whitewater park this winter. Upon issuance
of an extension permit from the USACE, work will begin and in-channel work will be completed by March 15, 2018.
The boulder wall extension for future park plans will likely occur as well, during the in-water work window.
Adjustments are a result of water surveys after the first season and public feedback on wave conditions. Adjustments
were always anticipated after the first year of water.
Middle Colorado Watershed Council – Laurie Rink
Ms. Rink introduced the Board to the Middle Co Watershed Council and updated the Board on their efforts and
planning goals and projects.
Roaring Fork Conservancy – Projects Update – Christina Medved
Ms. Medved presented the board with information and a powerpoint on their water education program and
community and school programs the Conservancy provides.
Roaring Fork Watershed Plan update – April Long and Heather Lewin
Ms. Long and Ms. Lewin updated the Board on the progress of the Roaring Fork Watershed Plan. Work is continuing
and as part of the grant award from the Healthy Rivers Board, the group is seeking an extension of time for 6 months
to allow stakeholder meetings to discuss coordinated implementation of the plan and to create an on-line tool to make
action items easily accessible and understandable. The Board approved the extension and Ms. Lewin will send an
email to staff for confirmation.
Water Education Colorado – Sponsorship Request
Jayla Poppleton, Director of Water Education Colorado joined the meeting via phone conference to seek a $5000
sponsorship for three items as follows: 1. A Snow to Stream hands-on learning workshop and SNOTEL field trip up to the top of
McClure Pass to be held March 9th

2. Production and Distribution of the Headwaters Magazine’s Stream Management
Planning Summer of 2018 issue
Request for $2500
3. Water Leaders Program Day Sponsor held in Redstone, CO
Request for $1000
Ms. Tasker moved to approve full requests for each item totaling $5000. Mr. Wille seconded the motion, The motion
passed 7/0.
Open Discussion
Mr. Ely briefed the Board on the Cold Mountain Ranch agreement.
Ms. Taylor left the meeting at 7:30 pm
Executive S ession
The Board did not move into executive session.
Chair Tasker moved to adjourn the meeting. Mr. Jochems seconded the motion. The motion passed 6/0.
