HEALTHY RIVERS AND STREAMS CITIZENS ADVISORY BOARD
Meeting Minutes
Pitkin County 123 Emma Road Suite 202 Basalt, CO
February 15, 2018 – 4:00 p.m.
River Board members present: Bill Jochems, Lisa Tasker, Elle Taylor, Kate Hudson, Andre Wille
River Board members absent: Ken Neubecker, Dave Nixa

Board Comment
Chairman Jochems attend the Colorado Water Congress in Denver and briefed the Board on the conference.
Ms. Tasker attended the Tamarisk Workshop and briefed the Board on the workshop.
Ms. Taylor briefed the Board on the QQ meeting she attended. Summit Co. has a “bring back prescription drug
program” and she suggested the Board consider a similar program. She will forward information to staff.
Public Comment –
Lindsey Utter – Pitkin County Open Space and Trails Planning and Outreach Manager
An action item of the draft plan for the Carbondale to Crested Butte Trail Corridor is centered around improving the
riparian health of the Crystal River. Open Space is seeking collaboration on improving the current state and healthy of
the Crystal River’s riparian areas and instream habitats. The partnership could help facilitate a one day workshop
centered on the Crystal River, starting the day with expert speakers and spending the afternoon on a tour to some of
the more critical sites.
Roaring Fork Conservancy - Liza Mitchell – Letter of Support
Ms. Mitchell sought a letter of support from the River Board for a grant request the conservancy is seeking from the
Colorado Water Conservation Board for an interactive information system. The Board supported the request and the
Chair will sign the letter for the Conservancy.
Ms. Hudson arrived at 4:25 p.m.
Youth Water Leadership Program 2018 – Wild Rose Education
Sarah Johnson provided the Board with more information and details about the 2018 program. Ms. Johnson secured
additional funding as requested of her at the January 2018 meeting. Discussions occurred regarding cost estimated
and other funding sources.
Ms. Tasker moved to approve and recommend the expenditure of $32,170 for the Youth Water Leadership Program
2018. Mr. Wille seconded the motion. The motion passed 3/2. With Ms. Hudson and Ms. Taylor against.
Maroon Creek Caucus Master Plan – Referral
At the request of Pitkin County’s Community Development Department, the Board reviewed the MCCMP, Water
Resources and Aquatic/Riparian Wetlands Area Section. Discussions ensued and the Board’s comments on the plan
will submitted to the Community Development Department for consideration
Open Discussion
Ms. Hudson requested a change in the upcoming retreat date. Staff will initiate a doodle poll to poll the Board for a
date when all can attend.

Mr. Wille and Ms. Taylor left the meeting at 6:00 pm
RWAPA Invasive Species Funding
The Board considered the request by RWAPA for $15,000 for the Aquatic Nuisance Program at Ruedi Reservoir for
2018.
Ms. Tasker move to approve and recommend the funding request of $15,000 for the Aquatic Nuisance Program. Ms.
Hudson seconded the motion. The motion passed 3/0.
Chairman Jochems moved to adjourn the meeting. Ms. Hudson seconded the motion. The motion passed 3/0.
