Meeting Minutes
Pitkin County 123 Emma Road Suite 202 Basalt, CO June 15, 2017– 4:00 p.m.
River Board members present: Bill Jochems, Lisa Tasker, Elle Taylor, Andre Wille, Catherine Berg, Dave Nixa, Kate Hudson
River Board members absent:

Board Comment – Catherine Berg announced her resignation from the Board. She has accepted a position with Pitkin County’s Community Development and per the by-laws cannot remain on the Board.Kate Hudson attended the Southwest Basin Tour through the Colorado Foundation for Water Education.Bill Jochems attended the WSCC’s Mine Reclamation and River Restoration Workshop.Lisa Tasker read the Thank-you from the City of Aspen for sponsoring the Co Compact Committee Event.Dave Nixa noted the exciting videos and PR work on the Whitewater Park. Andre Wille asked for an update on the Whitewater Park from our engineers at our July meeting. He also participated in the Roaring Fork Conservancy’s .ly- ishing day for the public schools.
Ellie Taylor arrived at 4:15 pm.

Additions/Deletions to Agenda – None
AVLT Grant Follow-up – Matt Annabel and Suzanne StephensAfter the site visit in May, AVLT staff updated the Board on funding and progress on the Carbondale Crystal River Restoration and Enhancement Project. The Board took no action on the request.
CPW Grant Follow-up – Kendall Bakich At the April meeting, the Board heard a grant request from Ms. Bakich. The Board asked for a revised grant application at their April meeting and this resulted in a reduction of the grant request from $80,000 to $20,000. Ms. Bakich provided information on the project and funding sources that have been secured with other entities.
Chair Tasker moved to approve a grant award of $20,000 to the Colorado Parks and Wildlife’s Little Lime Creek Fish Barrier Project (Phase 1 Project) Mr. Nixa seconded the motion. The motion passed 7/0.
Water Policy – Sub-Committee Selection - Dale Will, with Pitkin County Open Space and Trails noted that the OST Board appointed Hawk Greenway and Grame Means to serve on the sub-committee. They will solicit input from the OST Board.

Staff will generate a document that the Sub-Committee can use to draft the water policy principals. Lisa Tasker, Bill Jochems and Dave Nixa expressed interest in being on the sub-committee. The Board chose Bill Jochems and Dave Nixa to be the River Board sub-committee members.
Open Discussion - Mr. Nixa attended the latest public meeting in Eagle County regarding the Ace Lane Tree Farm Development Application. Mr. Wille noted the two stream gages below Castle and Maroon Creeks are off-line. He asked if there are funding options to get them back on-line.
Executive Session
Chair Tasker moved to enter into Executive Session pursuant to C.R.S. 24-6-402 (4)(b) for the purpose of attorney client communication to Busk-Ivanhoe litigation and Cold Mountain Ranch proposed agreement with the Colorado Water Trust. Nixa seconded the motion. The motion passed 7/0.Chair Tasker moved to come of out of executive session. Ms. Hudson seconded the motion. The motion passed 7/0.
Ms. Tasker moved to amend executive session motion for the purpose of attorney client communication and to include Castle and Marron Creeks Diligence Applications and stream protection strategies pursuant to C.R.S.. 24-6-402(4)(b) , Ms. Taylor seconded the motion. The motion passed 7/0.

Chair Tasker moved to adjourn the meeting. Mr. Nixa seconded the motion. The motion passed 7/0
