Meeting Minutes
Redstone Inn, Redstone, CO July 20, 2017– 4:00 p.m.
River Board members present: Bill Jochems, Lisa Tasker, Elle Taylor, Andre Wille, Dave Nixa,
River Board members absent: Kate Hudson
Others present: Lisa MacDonald, John Ely, Laura Makar

Board Comment – Chair Tasker distributed an Internal Guide to Understanding “Waste” and the Determination of
“Waste” Associated with Irrigation, as that Term is Use in the De inition of Bene icial Use.
Ellie Taylor arrived at 4:30 pm.
Public Comment – None
Additions/Deletions to Agenda –
Chair Tasker added an executive session to the agenda and Russell George presentation to the agenda.
Approval of Minutes April 20, May 25 and June 15, 2017 – Mr. Wille moved to approve the minutes of April 20,
May 25 and June 15, 2017. Mr. Jochems seconded the motion. The motion passed 4/0.
Youth Water Leadership Program Decision
The Board heard several presentations from Sarah Johnson, Wild Rose Education, on the youth water leadership
program at previous meetings. Chair Tasker moved to accept the proposal from Wild Rose Education for the youth
water leadership program in the amount of $ 9,000. Mr. Wille seconded the motion. The motion passed 5/0.
Russell George – Mr. George provided the Board his insights on the CWCB’s instream low program and other water
issues.
Robinson Ditch- River Restoration, Quinn Donnelly
Mr. Donnelly presented options for improvements to a section of the Roaring Fork River where the Robinson Ditch is
located. The Board requested more information and gave direction to continue moving forward with the
improvement project options, along with funding options including grant opportunities.
Whitewater Park Update – River Restoration, Jason Carey
Mr. Carey provided the Board with an update on the Whitewater Park in Basalt. They will continue to monitor the
park and will come up with options for adjustments to the waves after the water levels have come down.
The Board did not enter into executive session at this meeting.

Chair Tasker moved to adjourn the meeting. Mr. Nixa seconded the motion. The motion passed 7/0
