Meeting Minutes
Pitkin County 123 Emma Road Suite 202 Basalt, CO March 16, 2017– 4:00 p.m.
River Board members present: Bill Jochems, Lisa Tasker, Elle Taylor, Andre Wille, Catherine Berg, Dave Nixa
River Board members absent:
Others present: Lisa MacDonald, Laura Makar, John Ely

Site Visit – Board members Tasker, Wille, Berg and Nixa convened at Two Rivers Road to view progress on the
Whitewater Park. Members of the ly- ishing alliance, the conservancy and press joined the Board. Quinn Donnelly of
Riverrestoration.org provided the updates to the group.
Ms. Berg thanked Mr. Jochems and Chair Tasker for attending the water issues seminar in Glenwood.
Board Comment – Mr. Wille noted the scholarship applications are be due before our next meeting. Mr. Wille, Ms.
Taylor, Chair Tasker and Ms. Berg will review the application prior to the next regular meeting.
Public Comment – Chuck Olgiby asked the Board to consider a bringing a case against the Department of Water
Resources to force the monitoring of diversion on the Crystal River.
Additions/Deletions to Agenda – None
Town of Carbondale Infrastructure & Ef iciency Improvements – Mark O’Meara - Mr. O’Meara presented the
improvements the town is considering for water ef iciency.
Ms. Taylor joined the meeting at approximately 4:50 pm.
City of Aspen – Securing Aspen’s Water Future – Steve Barwick, City Manager and Margaret Medellin, Utilities
Portfolio Manager discussed measures to improve resiliency against future climate change impacts and diligence
efforts the city is pursing for two conditional water storage rights on Castle and Maroon Creeks along with
opportunities to work with the Board.
Policy Statement Review
Board provided inal comments on the draft transbasin policy. Staff will bring the edits to a future meeting.
Executive Session
Ms. Tasker moved to enter into Executive Session pursuant to C.R.S. 24-6-402 (4)(b) for the purpose of attorney client

communication to discuss stream protection strategies. Mr. Nixa seconded the motion. The motion passed 6/0.
Open Discussion – None
Mr. Nixa moved to adjourn the meeting. Chair Tasker seconded the motion. The motion passed 6/0
Adjourn: The Board adjourned at approximately 7:15 p.m.
