Grant Award Spring 2023 Applicant: Wilderness Workshop Project: Campaign Support for the Crystal River Wild and Scenic Designation Amount: $35,000.00 Date: June 15, 2023 This Grant Agreement, is made this 15th day of June, 2023 by and between Wilderness Workshop (“WW”) PO BOX 1442 Carbondale, CO 81623 and the Pitkin County Healthy Rivers Board (“Pitkin County”) 530 E. Main Street Ste 301 Aspen, CO 81611. The purpose of the Grant Agreement is to provide a process for payment of public funds to be used exclusively for costs incurred by WW to support their Campaign for protection of the Crystal River with a federal Wild and Scenic River Designation. Specific support is provided for advocacy, organizing, and communications work to ensure no dams or out of basin diversions could be built and the river is managed to preserve the amazing recreational, ecological, and scenic values through a final objective of Wild and Scenic Designation. Through this Agreement, Wilderness Workshop and Pitkin County have agreed that:
WW shall:
Overall continue work with their partners over the next year to support a fair and robust stakeholder process and demonstrate the broad community support while the process is ongoing; build out a more robust set of communication tools including long-term storytelling assets, updated printed and digital messaging content for the coalition and templates for activist engagement like letters to the editor; create opportunities for advocacy in support of Wild and Scenic protection by hosting and attending community events and participating in tabling opportunities; leverage community organizing activities, including focused communications and grassroots networking, hosting a shared photo library and hosting field trips along the River, to educate community members on the benefits of a Wild and Scenic designation for the Crystal River, the importance of engaging in the stakeholder process and how they can take action in support of protecting the River. WW shall specifically:

• Host two events to energize public support for Wild & Scenic designation;
• Provide public education on Wild and Scenic designation and promote engagement in current stakeholder process;
• Drive grassroots and grasstops engagement and support throughout the formal stakeholder process, including but not limited to engaging in the Crystal Wild and Scenic Coalition.
• Update and create communications assets for the current phase of the campaign, including messaging toolkits for the Coalition, supportive letters-to-the editor (LTE’s), and story-telling elements for the website and a tabling kit for activist to utilize. Reporting schedule: Report quarterly, via email or a preferred format along with a final annual report to the Healthy Rivers Board on the above bulleted activities including, but not limited to, the following WW collected metrics: number of community contacts made through newsletters, email alerts, social media contacts, public presentations; support for the stakeholder process, number of public comments and letters we generate in support of a Wild and Scenic Designation; earned media amplifying our messages and/or in favor of our issues; and support and collaboration from elected officials including resolutions, introduction of bills, public statements and official letters to decision-makers. Continue to closely collaborate with and update Healthy Rivers staff as necessary including scheduled coordinating meetings or other communication while maintaining the close partnership with the Healthy Rivers Board in supporting this initiative.
Pitkin County shall: Grant $35,000.00 to Wilderness Workshop as recommended for funding by the Healthy Rivers and Streams Board on April 20, 2023 and approved by the Board of County Commissioners of Pitkin County on May 23, 2023. projects, intergovernmental agreements, or information technology services or products
and services] Contractor certifies, warrants, and agrees that it does not knowingly employ or contract with an illegal alien who will perform work under this contract and will confirm the employment eligibility of all employees who are newly hired for employment in the United States to perform work under this contract, through participation in the E-Verify Program or the Department program established pursuant to CRS §8-17.5-102(5)(c), Contractor shall not knowingly employ or contract with an illegal alien to perform work under this contract or enter into a contract with a subcontractor that fails to certify to Contractor that the subcontractor shall not knowingly employ or contract with an illegal alien to perform work under this contract. Contractor (a) shall not use E-Verify Program or Department program procedures to undertake pre-employment screening of job applicants while this contract is being performed, (b) shall notify the subcontractor and the contracting State agency within three days if Contractor has actual knowledge that a subcontractor is employing or contracting with an illegal alien for work under this contract,
(c)shall terminate the subcontract if a subcontractor does not stop employing or contracting with the illegal alien within three days of receiving the notice, and (d) shall comply withreasonable requests made in the course of an investigation, undertaken pursuant to CRS §8-17.5-102(5), by the Colorado Department of Labor and Employment. If Contractorparticipates in the Department program, Contractor shall deliver to the contracting Stateagency, Institution of Higher Education or political subdivision a written, notarizedaffirmation, affirming that Contractor has examined the legal work status of such employee,and shall comply with all of the other requirements of the Department program. If Contractor fails to comply with any requirement of this provision or CRS §8-17.5-101 et seq., thecontracting State agency, institution of higher education or political subdivision mayterminate this contract for breach and, if so terminated, Contractor shall be liable fordamages.PUBLIC CONTRACTS WITH NATURAL PERSONS. CRS §24-76.5-101. Contractor, if a natural person eighteen (18) years of age or older, hereby swears and affirms under penalty of perjury that he or she (a) is a citizen or otherwise lawfully present in the United States pursuant to federal law, (b) shall comply with the provisions of CRS §24-76.5-101 et seq., and (c)has produced one form of identification required by CRS §24-76.5-103 prior to theeffective date of this contract.IN WITNESS WHEREOF, the parties hereto have caused this Agreement to be executed as of the latest date written above: Pitkin County Healthy Rivers Wilderness Workshop
