Changes must be approved by this Department and the engineer prior to construction. This system will consist of a 3250 gallon, 2 compartment tank to collect effluent from all 3 buildings. Cleanouts must be installed at least every 100 feet. The 3250 gallon tank will gravity flow to a 1000 gallon single compartment pump chamber. The pump chamber will pressure dose to an ADV (automatic distributing valve)to dose 2 unlined sand filters. Each sand filter will consist of 68 gravelless chambers (4x17) with 3’ of sand minimum below. Geogrid fabric will be placed between the sand and chambers. A pressurized 2” PVC pipe with 3/16” holes drilled every 4’, every 4th hole facing downward for drainage will be hung from the top of the chambers. A ball valve accessible from grade will be installed at the end of each line for testing and cleaning. Observation ports must be installed at each corner of each bed, beds must be separated by at least 6’. Beds must be at least 100’ from the unlined ditch. This Permit must be kept on-site during installation. The engineer must do a final inspection of the installation and submit an "as -built" letter to this Department within 30 days of the final inspection, unless a longer period of time has been agreed upon, in writing. This Department must also be called for the final inspection with a minimum of 48 hours notice. Minimum horizontal distances between components of the system and physical features shall conform to the requirements of the Pitkin County OWTS Regulation. This Permit is conditioned upon the property owner(s) providing for regular inspection, cleaning, and maintenance of the syst em by qualified personnel, in accordance with the manufacturer's recommendations and the requirements of the Pitkin County OWTS Regulation. Issuance of this OWTS Construction Permit does not constitute a guarantee, warranty, or representation by the Department that the system will operate properly or will not fail. Site plan must include locations of existing wells, buildings, property lines, ditches, water lines, springs, irrigation lines, drinking water cisterns, drain tiles, water bodies, wetlands, riparian areas, floodplains, dry gulches, and existing OWTSs. Copies of all land use approvals, as well as all other documentation relevant to the siting of the OWTS(s) and any other development on the property (e.g., Resolutions, Administrative Decisions, recorded easements). This Department should be notified when soil tests are conducted. A 2"- 4" perforated PVC pipe should be placed in the soil profile hole for monitoring purposes. If the property is exempt from this requirement, please have a Community Development Planner email with confirmation of the exemption. The Environmental Health Department keeps files of permitted onsite wastewater treatment systems (OWTS) and can provide you with information pertaining to your parcel. If you have any questions concerning the last two items please contact the Planning Engineer (970-429-2799).  The new construction (including an addition/remodel) will require an onsite wastewater treatment system (OWTS), or require the addition of capacity to an existing OWTS. In this case, an OWTS permit must be obtained prior to issuance of a building permit.  The addition/remodel will use an existing OWTS. If the existing system is sized appropriately and the valuation of the addition/remodel exceeds $30,000, an OWTS use permit must be obtained prior to issuance of a building permit.  There are other OWTSs on the property, although none of those systems will serve the new development. These systems must obtain an OWTS use permit prior to the issuance of any OWTS permit or building permit.  The project involves a food service establishment (e.g., grocery or restaurant). Environmental health staff will need to review any new construction or modifications to assure compliance with the Colorado Retail Food Establishment Rules and Regulations. In this case, EH/NR staff will need to review any new construction or modifications to assure compliance with the State Board of Health’s Rules and Regulations Governing the Health and Sanitation of Child Care Facilities. Box 7699 Aspen, CO 81612 Attention: Jeff Davis Subject: Soil Evaluation and Preliminary OWTS Design 357/361 Sunnyside Lane Legal Description: Lot B, Moore Exemption Assessor's Parcel Number: 264327401002 Pitkin County, Colorado Project No. GS06121.000-210 As requested, we have prepared this soil evaluation report and preliminary on -site wastewater treatment system (OWTS) design for the proposed residence at 357/361 Sunnyside Lane. The soil evaluation is required by the Pitkin County Environmental Health and Natural Resources Department (PCEHNRD) to char- acterize subsurface conditions where on OWTS will service a residence. Prelimi- nary design recommendations and site layout for OWTS components are in- cluded with this report. This report should be presented to the PCEHNRD with the application for the septic permit. Proposed Construction New construction at the site will consist of an approximately 12,000 square foot 6-bedroom main residence, a 2-bedroom guest house, and an office building. The office building will have a bathroom with a toilet, sink and possibly a shower. Potable water will be supplied by the White Horse Springs Metro Dis- trict. The existing well on the site will be abandoned. Proposed waterline loca- tions are not known at this time. Wastewater will be managed by a single OWTS, serving the three buildings. Site Description On March 9, 2017, a site evaluation was conducted by Edward R. White, P.E., CTL I Thompson, Inc. The 3±-acre parcel is located approximately 2 miles 234 Center Drive I Glenwood Springs, Colorado 81601 Telephom 970-945-2809 Fax: 970-945-7411 au■ northwest of Aspen. A vicinity map is presented as Figure 1. An aerial photo- graph of the site is shown on Figure 2. At this writing, two single-family resi- dences and a garage are located on the property. An irrigation ditch borders the site on the east. The proposed area for the OWTS slopes down to the west on the order of 10 to 12 percent. The landscape position of the test site is desig- nated LC, pursuant to the EPA's Onslte Wastewater Treatment Systems Manual. The only features requiring minimum setback distances from the proposed OWTS, as defined by Table 6.28-1 of the PCEHNRD OWTS Regulations are shown on Figure 2. These were observed during our preliminary investigation, reconnaissance, or soil investigation. The existing well on the site will be re- moved. The existing OWTS that currently services the two residences, will be abandoned and removed. Ground cover at the proposed soil treatment area (STA) consisted of natural grasses and weeds. Subsurface Conditions Subsurface conditions pertinent to OWTS design were investigated by ob- serving the excavation of two profile pits. The pits were excavated to depths of 8 feet with a backhoe. Subsurface conditions exposed in TP-1 consisted of ap- proximately 1-foot of topsoil and 1.5 feet of clayey sand underlain by clayey to silty gravel to the depth explored. Subsurface conditions exposed in TP-2 con- sisted of approximately 1 foot of topsoil and 1.5 feet of clayey sand underlain by clayey to silty gravel. Graphic logs of our profile pits are shown on Figure 5. Groundwater was not encountered in our profile pits. The loamy sand classified as Soil Type 1. The gravel soil contained more than 40 percent rocks and classi- fied as Soil Type 0, based on Table 6.28-7 in "Soil Treatment Area Long Term Acceptance Rates" by Soil Texture in the PCEHNRD regulations for OWTS. Gradation and hydrometer test results of bulk samples from our profile pits are shown on Figure 6. Subsequent to excavation of our profile pits, we were informed by the cli- ent that the proposed area of the Soil Treatment Area (STA) was moved. Infor- mation from exploratory borings drilled at the site for a separate geotechnical in- vestigation indicates that subsurface conditions are similar across the site. Prior to finalizing our OWTS design, we will observe the excavation of two additional profile pits adjacent to the revised STA location, pursuant to PCEHNRD require- ments. Recommendations Pursuant to PCEHNRD criteria, the subsurface conditions at the site are not appropriate for a conventional OWTS. A professional engineer must design the OWTS where a conventional system is not suitable. In our opinion, a mounded sand filter OWTS is appropriate for the site. The average design wastewater flow for a 12,000 square foot, 6-bedroom residence is estimated at 1,200 gallons per day (gpd) as calculated from the equation on page 39 of the OWTS regula- tions. The design flow for a 2-bedroom residence is estimated at 300 gpd. The flow for the office is estimated at 48 gpd. The estimated total design flow for the OWTS is 1,548 gpd. Our STA recommendations are based on the following crite- ria and formulae: Treatment Level 1 (TL1) — Conventional Two -Stage Septic Tank/Mounded Sand Filter Adjustment Factor for Pressure Dosed Beds (from Table 6.28-8) = 1.0 Minimum Absorption Area = (1,548 gpd 11.0 gpd/ft2) x 1.0 = 1,548 ft2 Minimum Number of Infiltrator Standard. Quick4 Chambers = 129 Recommended Minimum Area = 1,584 ft2 (132 chambers) Wastewater is assumed to be typical residential strength. A minimum sep- tic tank capacity of 2,400 gallons is required to provide adequate detention time for the main residence (Table 6.28-6). A minimum tank capacity of 1,000 gallons is required for the guest house, and a minimum tank capacity of 400 gallons is required for the office. We recommend the use of two 1,250 gallon septic tanks for the main residence, one 1,000 gallon septic tank for the guest house, and one 500 gallon septic tank for the office building to provide the necessary storage vol- ume. We should be informed if future activities are planned that could result in higher than anticipated of flow or strength of wastewater. Our preliminary pro- posed locations of OWTS components (based on the clients revised STA loca- tion) are shown on Figure 7. Septic Tank Depths There are several issues that can affect the depth of septic tank installa- tion, which the owner and installer should discuss before the final installation ele- vation is selected. Building elevations and grading and sewer plans were not de- termined at this writing. Gravity flow from the house to the septic tank will depend on the configuration of the proposed structure and site grading. In addition, some county septic tank requirements preclude deeply installed tanks. The three tanks for this site should be installed with at least 4 feet of soils cover between the top of the tanks and the finished ground surface. Typical residential construction often provides adequate gravity flow from the upper floor levels, but not basement level areas. To minimize the load on the ejector pump, sewer plumbing can be split to allow the upper floors to drain by gravity to the septic tank. Installation Observations PCEHNRD should be given proper notice to observe the OWTS prior to backfilling and other specified stages of construction. CTL I Thompson, Inc. should be called to observe various stages of construction, from open excavation to the completed system to verify substantial compliance. Installation observa- tions are not included in the cost of this study and would be billed as authorized by a separate service agreement. Maintenance and Operation The OWTS requires conscientious maintenance and operation to provide a reasonable service life. The owner must consider that the OWTS does not have the same "unlimited" capacity as a municipal sewer system. An OWTS is sized for a limited hydraulic loading. Exceeding the design loading on a continual basis can harm the system and cause severe damage. Septic tanks should be checked periodically for scum and sludge accumulation and pumped as neces- sary. Limitations Accepted industry standards, methods and state and/or county guidelines were used to conduct this investigation and to develop this preliminary design. In some cases, actual flows and characteristics may vary substantially from typical estimates. Variations of subsurface conditions from those exposed in our profile pits may exist. An installer that is experienced and approved by the PCEHNRD is recom- mended for the installation of the OWTS. Due to variables, such as, but not lim- ited to construction methods, individual usage, maintenance habits, soil hetero- geneity and climate, no warranty expressed or implied as to the longevity or per- formance of the OWTS is made. We encourage owners of OWTS to visit www.nsfc.wvu.edu for additional resources for literature about OWTS. Due to the changing nature of onsite wastewater engineering standards and practices, the information and recommendations provided in this report are only valid for two years following the date of issue. Box 7699 Aspen, CO 81612 Attention: Jeff Davis Subject: Installation Observations for Onsite Wastewater Treatment System 357/361 Sunnyside Lane Pitkin County, Colorado Project No. GS06121.000-210 As requested, CTLIThompson, Inc. visited the subject site to make obser- vations of the installation process for the Onsite Wastewater Treatment System (OWTS) for the residence, a guest house, and office building at 357/361 Sunny- side Lane in Pitkin County, Colorado. The Pitkin County Environmental Health Department (PCEHD) requires observations by the designer of the OWTS. We designed the OWTS for the 6-bedroom residence, 2-bedroom guest house, and an office building with a bathroom using an average design load of 1,548 gallons per day. The system includes two septic tanks to achieve the required 3,250- gallon septic tank design volume, a 1,000-gallon pump tank, and an Automatic Distributing Valve (ADV). The ADV distributes the flow to two 68 feet by 12 feet unlined sand filter beds, each consisting of 68 Quick4 Chambers. We visited the site on June 19 and 22, 2018 to observe the STA prior to backfilling. During our June 19 site visit, we observed the excavation of the STA prior to placing the sand for the unlined sand filter. Subsurface conditions were as expected from our profile pits for the OWTS design. At our June 22 site visit, we observed the installed sand, geogrid, chambers, and observation pipes. Based on our observations, the STA was installed in general conformance with our design. On July 22, 2019, we made a subsequent visit to the site. We observed an installed, single -compartment 2,000-gallon septic tank in series with a single - compartment 1,250-gallon septic tank with effluent filter, a 1,000-gallon pump tank, transport effluent line, ADV, and cleanouts. We requested photos of the installation of the tanks to observe that components were installed properly. Additionally, we re- quested the parts list from the septic component supplier, so that we could verify the proper components were installed. The contractor had installed an alarm to indicate pump failure and intends to wire the alarm to inside the house. Our ob- servations and the photos/parts lists provided by the client indicate that the OWTS components were installed in general conformance with our design.
