This permit outlines upgrades to the existing OWTS that does not increase or decrease the previously approved 3-bedroom sizing. Sewage will flow via gravity to a new 3-compartment 2000-gallon septic tank with a Microfast 0.9 system installed that meets TL2 requirements. Effluent will then flow via gravity to the existing seepage pit (896 ft2). Access to the seepage pit will be provided by installing a new lid and manhole. The new septic tank shall be a minimum of 5 feet from the residence. This Permit must be kept on-site during installation. The engineer must do a final inspection of the installation and submit an "as-built" letter to this Department within 30 days of the final inspection, unless a longer period of time has been agreed upon, in writing. This Department must also be called for the final inspection with a minimum of 48 hours notice. Minimum horizontal distances between components of the system and physical features shall conform to the requirements of the Pitkin County OWTS Regulation. This Permit is conditioned upon the property owner(s) providing for regular inspection, cleaning, and maintenance of the system by qualified personnel, in accordance with the manufacturer's recommendations and the requirements of the Pitkin County OWTS Regulation. The project site is shown on Figure 1. The purpose of the study was to develop recommendations for the foundation design. The study was conducted in accordance with our proposal for geotechnical engineering services to Bill and Jo Brandt dated June 2, 2015 and revised September 17, 2015. A field exploration program consisting of exploratory borings was conducted to obtain information on the subsurface conditions. Samples of the subsoils obtained during the field exploration were tested in the laboratory to determine their classification and other engineering characteristics. The results of the field exploration and laboratory testing were analyzed to develop recommendations for foundation types, depths and allowable pressures for the proposed building foundation. This report summarizes the data obtained during this study and presents our conclusions, design recommendations and other geotechnical engineering considerations based on the proposed construction and the subsurface conditions encountered. PROPOSED CONSTRUCTION The existing residence on the property will be razed for the new construction. The proposed residence will be one story wood frame construction above a walkout lower level. Ground floor will be slab -on -grade. Grading for the structure is assumed to be relatively minor with cut depths between about 4 to 12 feet. We assume relatively light foundation loadings, typical of the proposed type of construction. If building loadings, location or grading plans change significantly from those described above, we should be notified to re-evaluate the recommendations contained in this report. Environmental Health I G99tech Received 09/25/2017 -2- SITE CONDITIONS The site is occupied with a one story wood frame residence above a garden level basement and an attached garage. Vegetation consists of trees, brush and lawn area. The ground surface is relatively fiat in the building area and steepens in the rear down to the Roaring Fork River. FIELD EXPLORATION The field exploration for the project was conducted on October 6, 2015. Three exploratory borings were drilled at the locations shown on Figure 1 to evaluate the subsurface conditions. The borings were advanced with 3 inch diameter continuous flight augers powered by a portable hydraulic drill rig. The borings were logged by a representative of Hepworth-Pawlak Geotechnical, Inc. Samples of the subsoils were taken with a 1% inch I.D. spoon sampler. The sampler was driven into the subsoils at various depths with blows from a 140 pound hammer falling 30 inches. This test is similar to the standard penetration test described by ASTM Method D-1586. The penetration resistance values are an indication of the relative density or consistency of the subsoils. Depths at which the samples were taken and the penetration resistance values are shown on the Logs of Exploratory Borings, Figure 2. The samples were returned to our laboratory for review by the project engineer and testing. SUBSURFACE CONDITIONS Graphic logs of the subsurface conditions encountered at the site are shown on Figure 2. The subsoils consist of about one foot of topsoil at Boring 1 and 31/z to 5 feet of gravelly sand at Borings 2 and 3 overlying dense, silty sandy gravel, cobbles and boulders. Drilling in the dense granular soils with auger equipment was difficult due to the cobbles Environmental Health Received 09/25/2017 -3- and boulders and drilling refusal was encountered in the deposit. The upper sand soils could include backfill soils from the existing development. Laboratory testing performed on samples obtained from the borings included natural moisture content and gradation analyses. Results of gradation analyses performed on small diameter drive samples (minus 1'/z inch fraction) of the subsoils are shown on Figure 4. The laboratory testing is summarized in Table 1. No free water was encountered in the borings at the time of drilling and the subsoils were slightly moist to moist. FOUNDATION BEARING CONDITIONS The natural dense, sandy gravel, cobble and boulder soils are adequate for support of spread footing foundations. Fill material and debris from previous site development should be removed from beneath the proposed building footprint. It has been our experience that Mancos Shale underlies the coarse granular soils (river gravel terrace deposits) in this area and could be encountered in deeper cut areas. We should evaluate the bearing conditions at the time of excavation. DESIGN RECOMMENDATIONS FOUNDATIONS Considering the subsurface conditions encountered in the exploratory borings and the nature of the proposed construction, we recommend the building be founded with spread footings bearing on the natural coarse granular soils. The design and construction criteria presented below should be observed for a spread footing foundation system. Environmental Health G99roech Received 09/25/2017 M 1) Footings placed on the undisturbed natural coarse granular soils should be designed for an allowable bearing pressure of 3,000 psf. Based on experience, we expect settlement of footings designed and constructed as discussed in this section will be about I inch or less. 2) The footings should have a minimum width of I6 inches for continuous walls and 2 feet for isolated pads. 3) Exterior footings and footings beneath unheated areas should be provided with adequate soil cover above their bearing elevation for frost protection. Placement of foundations at least 42 inches below exterior grade is typically used in this area. 4) Continuous foundation walls should be reinforced top and bottom to span local anomalies such as by assuming an unsupported length of at least 10 feet. Foundation walls acting as retaining structures should also be designed to resist lateral earth pressures as discussed in the "Foundation and Retaining Walls" section of this report. 5) All existing fill, debris, topsoil and any loose or disturbed soils should be removed and the footing bearing level extended down to the relatively dense natural granular soils. The exposed soils in footing area should then be moistened and compacted. If water seepage is encountered, the footing areas should be dewatered before concrete placement. 6) A representative of the geotechnical engineer should observe all footing excavations prior to concrete placement to evaluate bearing conditions. FOUNDATION AND RETAINING WALLS Foundation walls and retaining structures which are Iaterally supported and can be expected to undergo only a slight amount of deflection should be designed for a lateral earth pressure computed on the basis of an equivalent fluid unit weight of at least 45 pcf for backfill consisting of the on -site granular soils. Cantilevered retaining structures which are separate from the residence and can be expected to deflect sufficiently to mobilize the full active earth pressure condition should be designed for a lateral earth Environmental Health Received 09/25/2017 -5- pressure computed on the basis of an equivalent Fluid unit weight of at least 40 pcf for backfill consisting of the on -site granular soils. Backfill should not contain organics, debris or rock larger than about 6 inches. All foundation and retaining structures should be designed for appropriate hydrostatic and surcharge pressures such as adjacent footings, traffic, construction materials and equipment. The pressures recommended above assume drained conditions behind the walls and a horizontal backfill surface. The buildup of water behind a wall or an upward sloping backfill surface will increase the lateral pressure imposed on a foundation wall or retaining structure. An underdrain should be provided to prevent hydrostatic pressure buildup behind walls. Backfill should be placed in uniform lifts and compacted to at least 90% of the maximum standard Proctor density at a moisture content near optimum. Backfill placed in pavement and walkway areas should be compacted to at least 95% of the maximum standard Proctor density. Care should be taken not to overcompact the backfill or use large equipment near the wall, since this could cause excessive lateral pressure on the wall. Some settlement of deep foundation wall backfill should be expected, even if the material is placed correctly, and could result in distress to facilities constructed on the backfill. The lateral resistance of foundation or retaining wail footings will be a combination of the sliding resistance of the footing on the foundation materials and passive earth pressure against the side of the footing. Resistance to sliding at the bottoms of the footings can be calculated based on a coefficient of friction of 0.50. Passive pressure of compacted backfill against the sides of the footings can be calculated using an equivalent fluid unit weight of 400 pcf. The coefficient of friction and passive pressure values recommended above assume ultimate soil strength. Suitable factors of safety should be included in the design to limit the strain which will occur at the ultimate strength, particularly in the case of passive resistance. FLOOR SLABS The natural on -site soils, exclusive of topsoil, are suitable to support lightly loaded slab - on -grade construction. To reduce the effects of some differential movement, floor slabs should be separated from all bearing walls and columns with expansion joints which allow unrestrained vertical movement. Floor slab control joints should be used to reduce damage due to shrinkage cracking. The requirements for joint spacing and slab reinforcement should be established by the designer based on experience and the intended slab use. A minimum 4 inch layer of free -draining gravel should be placed beneath basement level slabs to facilitate drainage. This material should consist of minus 2 inch aggregate with at least 50% retained on the No. 4 sieve and less than 2% passing the No. 200 sieve. All fill materials for support of floor slabs should be compacted to at least 95% of maximum standard Proctor density at a moisture content near optimum. Required fill can consist of the on -site granular soils devoid of vegetation, topsoil and oversized rock. UNDERDRAIN SYSTEM Although free water was not encountered during our exploration, it has been our experience in mountainous areas that local perched groundwater can develop during times of heavy precipitation or seasonal runoff. Frozen ground during spring runoff can create a perched condition. We recommend below -grade construction, such as retaining walls and basement areas, be protected from wetting and hydrostatic pressure buildup by an underdrain system. The drains should consist of drainpipe placed in the bottom of the wall backfill surrounded above the invert level with free -draining granular material. The drain should Environmental Health I G99tech Received 09/25/2017 -7- be placed at each level of excavation and at least 1 foot below lowest adjacent finish grade and sloped at a minimum 1% to a suitable gravity outlet. Free -draining granular material used in the underdrain system should contain less than 2% passing the No. 200 sieve, less than 50% passing the No. 4 sieve and have a maximum size of 2 inches. The drain gravel backfill should be at least 11/2 feet deep. SURFACE DRAINAGE The following drainage precautions should be observed during construction and maintained at all times after the residence has been completed: 1) Inundation of the foundation excavations and underslab areas should be avoided during construction. 2) Exterior backfill should be adjusted to near optimum moisture and compacted to at least 95% of the maximum standard Proctor density in pavement and slab areas and to at Ieast 90% of the maximum standard Proctor density in landscape areas. 3) The ground surface surrounding the exterior of the building should be sloped to drain away from the foundation in all directions. We recommend a minimum slope of 6 inches in the first 10 feet in unpaved areas and a minimum slope of 3 inches in the first 10 feet in paved areas. Free -draining wall backfill should be capped with about 2 feet of the on - site soils to reduce surface water infiltration. 4) Roof downspouts and drains should discharge well beyond the limits of all backfill. LIMITATIONS This study has been conducted in accordance with generally accepted geotechnical engineering principles and practices in this area at this time. We make no warranty either express or implied. The conclusions and recommendations submitted in this report are based upon the data obtained from the exploratory borings drilled at the locations indicated on Figure 1, the proposed type of construction and our experience in the area. If the client is concerned about MOBC, then a professional in this special field of practice should be consulted. Our findings include interpolation and extrapolation of the subsurface conditions identified at the exploratory borings and variations in the subsurface conditions may not become evident until excavation is performed. If conditions encountered during construction appear different from those described in this report, we should be notified so that re-evaluation of the recommendations may be made. This report has been prepared for the exclusive use by our client for design purposes. We are not responsible for technical interpretations by others of our information. As the project evolves, we should provide continued consultation and field services during construction to review and monitor the implementation of our recommendations, and to verify that the recommendations have been appropriately interpreted. Significant design changes may require additional analysis or modifications to the recommendations presented herein. We recommend on -site observation of excavations and foundation bearing strata and testing of structural fill by a representative of the geotechnical engineer. Thanks to Phillip Rini; for providing me with the site and proposed development information for the Brandt property. I remained on site to walk the property, measure slopes, take photos and evaluate the wildfire hazards on the property. I will qualify my observations as those of conditions as they now exist. As youknow the property is narrow so there is not much distance to the property lines is short. This limits theability of the Brandt's to manage the Vegetation since they can only maintain what is on the property they own. There are a number of large trees of different varieties close to the property or on the property that .have dead growth and possibly sonic standing dead and deadfall. The elevations on the proposed plan indicated that consideration is being given to firewise construction, although I aM not privy to the materials that are planned for construction. I recommend that because of the limited ability of the owners to manage all vegetation that could threaten the Douse if a wildfire should happen that firewise construction be a priority. I determine that this property is located in a Medium Wildfire Hazard Area but because of the density of vegetation in the area it is not far fiom crossing into a higher wildfire classification. Vegetation Management and Modification Recommended: I . Arowid the house and beyond the furthermost projection of combustible construction for a distance of 15-:feet or to the property line, the area should be of primarily noncombustible hard scape surfaces. Woody vegetation should not be planted within this area. Firewood or other combustible materials should not be stored within this area. If the owner would like to maintain some trees or small clusters of trees or shrubs in the vicinity of the house this may be done if the 15-foot area is extended Received 09/25/2017 outward from the furthest growth expected from the mature trees and shrubs. in other words, these trees and shrubs should have defensible space as the buildings do. Crowns of vegetation within these clusters should be at least 10-feet from any portion of the building. Limbs of trees within these clusters should be pruned to one half the height of the tree, one third for conifer, or 10-feet whichever is less. 2. Beyond the 1 S-foot area up to 35-feet or to the property line, maintain natural and/or irrigated grass at less than 6-inchcs and thin existing trees and brush into individual or clusters. Limbs should be pruned to one half the height of the tree or 10-feet whichever is less, for conifers limbs should be pruned to one third the height ot'the tree or 10-feet whichever is less. No brush or shrubs which when mature will be tall enough act as ladder fuel should be provided or maintained around the trees. Clusters of bushes or trees should be separated from each other and from those beyond the 35- foot area by a distance of 2 1/z titnes t.hc height of the mature vegetation. The diameter of a cluster should be limited to 2'/� times the height of the mature vegetation. As an example: if the expected mature height of the vegetation is 10 feet then the diameter of the cluster should be no greater than 25 feet and the distance between clusters should be greater than 25 feet. ideally the plant material growing between trees and elusters of bushes or trees is grass maintained at 6-inches or less. Thin and remove lower branches of brush or shrubs within clusters or individual plants to eliminate ladder firel. 3. For a distance of 100-feet of the house or to the property line, remove all standing dead and deadfall. Cut and collected materials should be removed, chipped and spread or burned after obtaining appropriate permits. MED11JM WILDFIRE; HAZARD AREAS; New Construction, Additions: Pitkin County has Structural Design and Construction Requirements, the following are paraphrased from the Pitkin County Land Use Code, chapter 7, Section 7-20-60 Wildfire Hazards and may or may not contain exact language but it is intended to be consistent with the intent and purpose of the Pitkin County requirements: Roofs shall be constructed with a Class -A roof assembly as defined in the 2003 International Building Code (1I3C) Section 1505.2. Wood shakc/shingle roof coverings are prohibited in all wildfire hazard areas. Plains Property. The location of the Well Easement shall be a circular area with a radius of ten (10) feet from -the location of the Well, together with an additional area which is five (5) feet on either side of any existing pipe which provides for the delivery of water either to the Bouchard Property or the Mountains and Plains Property. All access to, and work performed by, either Bouchard or Mountains and Plains on the Dietsch Property shall be accomplished promptly in a good and workmanlike manner, and in a. manner which shall reasonably attempt to minimize da3nage and disruption to the Dietsch Property. The Party causing damage or disruption to the Dietsch Property in connection with the exercise of its rights pursuant to this Well Easement shall be solely responsible for the prompt restoration and revegetation of any portions of the Dietsch Property which are disturbed or affected by such matters. Bouchard and Mountains and Plains and their respective heirs, successors and assigns agree to protect, indemnify and hold harmless Dietsch and its heirs, successors and assigns from and against loss, damage or claims, including reasonable attorneys' fees and costs, arising out of Bouchard's and Mountains and Plains' exercise of their respective rights under the Well Easement provided for herein. The burdens and the benefits of the Well Easement shall be binding on and shall inure to the benefit of the parties hereto as the owners of their respective properties, as well as their heirs, successors, assigns, and personal representatives, and shall run with the lands benefited and burdened hereby. 3. Maintenance and Operation of Well and Well Equipment. The Parties agree that at all times, the Parties shall, jointly provide for the operation, maintenance, repair and replacement of the Well and the Well Equipment in order to provide for the continuous delivery of water to.the Properties. All costs of such operation, maintenance, repair and replacement of the Well and the Well Equipment, including the revegetation and restoration of affected portions of the Dietsch Property in connection therewith shall be shared equally among the owners of the Properties from time to time, provided however that any such costs that are the result of the negligent or intentional acts of a Party oi'such Party's representive(s), contractor(s) or subcontractors shall be borne solely by such Party. In the event any Party determines that the Well or Well Equipment requires repair, maintenance, cleaning, improvement or replacement, such Party shall notify the other Parties in writing of the need for such work prior to the performance of such work. In the event that any Party fails to pay its share of costs and expenses as set forth in this Agreement, interest on the unpaid amount shall accrue at eighteen percent (189/6) per annum, beginning forty-five (45) days from date such costs and expenses are presented for payment. In the event a Party fails to pay its share of costs or expenses, with interest thereon, within three (3) months of the date of presentment for payment, such non-paying Party's right to utilize the Well and Well Equipment shall terminate until such amounts are paid in full, and the Party that has paid such expenses shall be entitled to reasonable attorneys' fees in obtaining a judgment for collection of the amount due. The paying Party shall be entitled to pursue any other remedies, at law or in equity, for breach of this Agreement, and shall be entitled to a lien upon the non-paying Party's Property and interest in the Well pursuant to C.R.S. Subject: OWTS Construction Approval Letter 0026.2015.POWT The OWTS field design for 0119 Little Texas drive in Pitkin County, Colorado has been installed per the approved and permitted plans permit number. The installation contractor was Valley Precast and Dirt Devil Excavation, 3270 County Road 113, Carbondale, CO. This system was a modification to an older pit system that was still functioning adequately but required modification to fall within current day standards. The system included the addition of a Microfast 0.9 unit for Secondary Treatment. The system was modified to provide gravity sewer from the upper floors and pumped effluent from the lower level. The septic pit was modified only by adjusting the top cone section of the pit to the proposed finish grade. The infiltration portion of the pit was unmodified. A 2000 gallon, 2 chamber tank was installed at the southeast corner of the house. The tank meets the minimum sizing requirements of 2000 gallons. The control box for the micro-fast system is located on the outdoor electrical equipment panel located on the northwest property line. The alarm for the lower level pump was located in the mechanical room. Alarm activation was witnessed with a manual test. The tank lids have been raised to the proper elevation above grade and backfilling of the trench and septic tank dig have been completed. Please see attached photos of the installation. A letter from Valley Precast dated 9/6/19 should be attached to this letter which was prepared by the service manager that confirms that the tank pump and alarms were tested during multiple cycles with no issues at the time of installation.
