Sewage will flow via gravity to a new 1000-gallon, two-compartment septic tank with an effluent filter installed on the outlet tee. This Department must also be called for the final inspection with a minimum of 48 hours notice. Minimum horizontal distances between components of the system and physical features shall conform to the requirements of the Pitkin County OWTS Regulation. The existing OWTS must be properly abandoned and evidence of proper abandonment must be submitted to this office prior to final approval of this permit. Sewage will flow via gravity from the main house and from the Guest House to a new 1500 gallon, two-compartment, concrete septic tank with duplex pumps installed in the second compartment. Effluent will then be pressure dosed to a new ADV and then to a new 2-bed soil treatment area. Each bed will have 3 rows of 10 Quick-4 Standard Plus chambers, for a total of 60 chambers. Each row of chambers will have 1.5” distribution pipe suspended in the chambers and a flushing valve at the end of the pipe. The 5.0-acre property is located outside of Aspen, Colorado where OWTSs are necessary. The legal description of the property is Lot 7, Block 1, White Horse Springs Subdivision. Parcel ID: 2643-341-00-010 SITE CONDITIONS A 1-bedroom single-family residence presently exists and a new barn with plumbing is proposed. The existing residence is served by an existing OWTS. The permit and record drawing were provided by Pitkin County Environmental Health Department (Parcel ID #2643-341-00-010). The subject OWTS consists of one 1000-gallon, single-compartment fiberglass septic tank. Effluent gravity flows to a 10’ x 90’ pipe and gravel soil treatment area (STA). Individual Sewage Disposal System Permit 720196 documents this system. The system was sized to accommodate 4 bedrooms. The permit received final approval on December 13, 1973. An inspection of the existing OWTS was conducted on January 22, 2018. The existing OWTS is located to the north of the existing residence and west of the proposed barn. Upgrades, including installation of an inlet and outlet tee and an effluent filter, were made to the system in 2008 when the 1-bedroom residence was renovated. Liquid levels in the septic tank appeared normal at the time of our inspection. While there were no signs of surface saturation or failure of the existing OWTS at the time of our inspection, the septic tank has only a single compartment and the STA is approximately 45 years old. There is desire to upgrade the existing OWTS with the proposed barn construction. The existing OWTS will be properly abandoned. The property is served potable water by White Horse Springs Water System. The water line will not come within 25-feet of any OWTS component. Page 2 The proposed soil treatment area (STA) will be in the same approximate location as the existing STA. The area slopes slightly to the north and is currently vegetated with native grasses and some mature trees. The sewer line from the existing septic tank to the existing STA was explored with a camera and approximate location of the existing STA was established. Efforts will be made to install the new STA just upgradient of the existing STA. Approximate location of existing STA (under mature trees) Sketch of existing STA with tree locations SUBSURFACE The subsurface was investigated on October 15, 2018 by digging one soil profile test pit excavation (Test Pit). We encountered the existing STA and did not want to risk damaging the STA further. A visual and tactile soil analysis was completed by Carla Ostberg1 at the time of excavation. The materials encountered in Test Pit #1 medium brown topsoil to 1-foot, underlain by the existing pipe and gravel STA (unsaturated), underlain by medium brown silty loam to a maximum depth explored of 7.5-feet. No bedrock or groundwater was encountered. We obtained a sample from just below the existing STA (approximately 3-feet below grade). The sieved sample formed a ball and a ribbon approximately 1-inch in length before breaking. Page 3 shape was blocky, structure grade moderate, and consistence friable. The texture of the soil was more smooth than gritty. The soil is classified as Soil Type 2, Silt Loam. Pitkin County Health Department Permit 720196 documents the original percolation rate as 20 minutes per inch. A long-term acceptance rate (LTAR) of 0.6 gallons per square foot will be used to design the OWTS, in accordance with Pitkin County OWTS Regulation, Table 6.28-7. The existing STA will be abandoned in place and efforts will be made to avoid this area during excavation of the new STA. The use of the barn will be accessory to the residence, but additional flow will be estimated as a safety factor and minimum required design criteria of 2-bedooms or 300 gallons/day (GPD) of wastewater flow. It should be noted that all floor drains in the barn will be directed to a separate drywell and will not be routed to the OWTS. The existing sewer line from the existing house to the existing septic tank was explored and is PVC and in good condition. This sewer line will remain and will be connected to the new septic tank. A new, 4-inch diameter Schedule 40 sewer line with a double-sweep clean out will be installed from the new barn to the new septic tank. If plumbing will not enter the septic tank directly, we recommend a wye fitting into the sewer line from the house just before entering the septic tank. This sewer line must have a minimum 2% grade to the septic tank. The trench for this sewer line must be well-bedded with rock or sand and we recommend covering pipe with Blue Board for protection against freezing. The system installation must include a 1000-gallon, two-compartment poly septic tank (concrete may be considered if access allows) with an effluent filter on the outlet tee. Risers must bring the manhole lids to grade for access. If more than one riser is added to the septic tank, an extension handle must be installed on the effluent filter. Effluent will gravity flow to a level manifold and three rows of 12 ‘Quick 4’ Standard Plus Infiltrator® chambers for a total of 36 chambers and 432 square feet of infiltrative area. Inspection ports must be installed at each corner of the bed. Ports may be cut to grade and placed in sprinkler boxes for access. The infiltrative area must be at least 2-feet below grade and must not exceed 4-feet below grade. Fill over chamber must be 3-inch minus and be able to support vegetative growth. Page 5 If the existing STA is encountered during excavation of the new STA, contaminated soil must be removed and staged for drying. Existing rock or pipe can simply be removed, installing infiltrative area just below the rock layer (not to exceed 4-feet). The component manufacturers are typical of applications used by contractors and engineers in this area. Alternatives may be considered or recommended by contacting our office. Construction must be according to Pitkin County Onsite Wastewater Treatment System Regulations, the OWTS Construction Permit provided by Pitkin County Environmental Health Department, and this design. PERMIT APPLICATION INSTRUCTIONS If your development includes obtaining a Building Permit, applications for the OWTS Construction Permit must be submitted to the Building Department at the time of your pre-application conference. REVEGETATION REQUIREMENTS An adequate layer of good quality topsoil capable of supporting revegetation shall be placed over the entire disturbed area of the OWTS installation. A mixture of native grass seed that has good soil stabilizing characteristics (but without taproots), provides a maximum transpiration rate, and competes well with successional species. No trees or shrubs, or any vegetation requiring regular irritation shall be placed over the STA. Until vegetation is reestablished, erosion and sediment control measures shall be implemented and maintained on site. The owner of the OWTS shall be responsible for maintaining proper vegetation cover. OPERATION INFORMATION AND MAINTENANCE The property owner shall be responsible for the operation and maintenance of each OWTS servicing the property. The property owner is responsible for maintaining service contracts for manufactured units, alternating STAs, and any other components needing maintenance. Geo-fabrics or plastics should not be used over the STA. No heavy equipment, machinery, or materials should be placed on backfilled STA. Livestock should not graze on the STA. Plumbing fixtures should be checked to ensure that no additional water is being discharged to OW TS. For example, a running toilet or leaky faucet can discharge hundreds of gallons of water a day and harm a STA. If an effluent filter or screen has been installed in the OWTS, we recommend this filter or screen be cleaned annually, or as needed. If the OWTS consists of a pressurized pump system, we recommend the laterals be flushed annually, or as needed. The homeowner should pump the septic tank every two years, or as needed gauged by measurement of solids in the tank. Garbage disposal use should be minimized, and non-biodegradable materials should not be placed into the OWTS. Grease should not be placed in household drains. Loading from a water softener should not be discharged into the OWTS. No hazardous wastes should be directed into the OWTS. Mechanical room drains should not discharge into the OWTS. The OWTS is engineered for domestic waste only. Page 6 ADDITIONAL CONSTRUCTION NOTES If design includes a pump, weep holes must be installed to allow pump lines to drain to minimize risk of freezing. The pump shall have an audible and visual alarm notification in the event of excessively high water conditions and shall be connected to a control breaker separate from the high water alarm breaker and from any other control system circuits. The pump system shall have a switch so the pump can be manually operated. Excavation equipment must not drive in excavation of the STA due to the potential to compact soil. Extensions should be placed on all septic tank components to allow access to them from existing grade. Backfill over the STA must be uniform and granular with no material greater than minus 3-inch. INSTALLATION OBSERVATIONS ALL SERVICE septic, LLC must view the OWTS during construction. The OWTS observation should be performed before backfill, after placement of OWTS components. Septic tanks, distribution devices, pumps, dosing siphons, and other plumbing, as applicable, must also be observed. ALL SERVICE septic, LLC should be notified 48 hours in advance to observe the installation. LIMITS: The design is based on information submitted. If soil conditions encountered are different from conditions described in report, ALL SERVICE septic, LLC should be notified. All OWTS construction must be according to the county regulations. To exercise its warranty rights, Holder must notify Infiltrator in writing at its Corporate Headquarters in Old Saybrook, Connecticut within fifteen (15) days of the alleged defect. Infiltrator will supply replacement Units for Units determined by Infiltrator to be covered by this Limited Warranty. The legal description of the 5.0-acre property is Lot 7, Block 1, White Horse Springs Subdivision. The permit and record drawing were provided by Pitkin County Environmental Health Department (Parcel ID #2643-341-00-010). The subject OWTS consists of one 1000-gallon, single-compartment fiberglass septic tank. Effluent gravity flows to a 10’ x 90’ pipe and gravel soil treatment area (STA). Individual Sewage Disposal System Permit 720196 documents this system. The system was sized to accommodate 4 bedrooms. The permit received final approval on December 13, 1973. The existing OWTS is located to the north of the existing residence and west of the proposed barn. Upgrades, including installation of an inlet and outlet tee and an effluent filter, were made to the system in 2008 when the 1-bedroom residence was renovated. Liquid levels in the septic tank appeared normal at the time of our inspection. While there were no signs of surface saturation or failure of the existing OWTS at the time of our inspection, the septic tank has only a single compartment and the STA is approximately 45 years old. ALL SERVICE septic, LLC has reviewed the development plan and visited the subject property to assess onsite wastewater treatment system (OWTS) alternatives for the proposed residence. EXISTING CONDITIONS The property is currently developed with a 1-bedroom residence and partially underground garage. The existing OWTS will be abandoned upon construction of the new OWTS. The property is served potable water by White Horse Springs Water System. The water line will not come within 25-feet of any OWTS component. PROPOSED OWTS This design proposal is based on assumed soils. A proper soil evaluation must be conducted prior to preparing the OWTS design. The use of the barn will be accessory to the residence, but additional flow will be estimated as a safety factor and minimum required design criteria of 2-bedooms or 300 gallons/day of wastewater flow. It should be noted that all floor drains in the barn will be directed to a separate drywell and will not be routed to the OWTS. The approximate area of the existing OWTS will likely be utilized for the proposed OWTS. The OWTS design may consist of a 1000-gallon, two-compartment concrete septic tank with an effluent filter on the outlet tee. Effluent may gravity flow to a gravelless chamber bed. This may consist of 2 rows of 18 ‘Quick 4’ Infiltrator® chambers for a total of 432 square feet of infiltrative area. Other design alternatives and technologies may be considered. Final design choices will be based on properly evaluated soils and space available for the proposed STA. Please call with questions.
