Changes must be approved by this Department and the engineer prior to construction. The existing tank is leaking and must be replaced. The existing tank must be pumped and removed or either crushed in place. It will be replaced by a 1000 gallon, 2 compartment tank. This will flow to an existing pumping chamber with pumps. This Permit is conditioned upon the property owner(s) providing for regular inspection, cleaning, and maintenance of the system by qualified personnel, in accordance with the manufacturer's recommendations and the requirements of the Pitkin County OWTS Regulation. Issuance of this OWTS Construction Permit does not constitute a guarantee, warranty, or representation by the Department that the system will operate properly or will not fail. Issuance of this permit does not imply compliance with Pitkin County building and/or land use regulations, nor guarantee issuance of building and/or land use permits. Attached are some pictures of the tank installation at 43 Elk Mountain Dr, as well as the original as-built with updated swing ties to the new tank. We pumped out and removed the concrete tank that was leaking, and installed an infiltrator 1,000-gallon, poly, tank in the same location. An effluent filter was installed on the outlet pipe of the new tank. The old tank was taken to the landfill for disposal. We also hired an electrician to install a new high water alarm, but when he came out he found the original alarm was still functional with both audible and visual warnings. He upgraded the connections at the pump vault with water proof splice connectors, and both the pump and alarm were tested for operation. Feel free to contact me if you have any other questions. The legal description of the 0.25-acre property is Lot 43, Elk Mountain Subdivision. The permit and record drawing was provided by Pitkin County Environmental Health Department (Parcel ID #2729-203-05-057). The subject OWTS consists of one 1000-gallon, single-compartment concrete septic tank followed by a 5-foot diameter pumping chamber with a pump. Effluent is pumped to a distribution box and then to two deep gravel trenches, each with 2-feet of gravel below the pipe. One trench measures 3’ x 67’ and the other measures 3’ 6” x 58’. Individual Sewage Disposal System Permit 84027 documents this system. The system was sized to accommodate 2 bedrooms. The permit received final approval on August 8, 1985. The septic tanks are located on the north side of the residence. We did not observe a clean out between the septic tank and house; however, a deck has been built in that location and there was also snow cover between the house and the septic tank. The manhole lids on the septic tanks were accessible from grade. The primary septic tank was a single compartment with built-in concrete baffles. The liquid levels in the septic tank were considerably low at the time of our inspection. We measured 56” from the effluent level to the top lip of the riser. We sludge- judged the effluent in the bottom of the septic tank and there was a high percentage of solids. The only reasons a septic tank would have low levels are 1) if the tank had recently been pumped and the tank not yet re-filled (which would leave very clear water), or 2) the tank is leaking. Given the amount of sludge in the septic tank, we believe the septic tank is leaking. An OWTS Construction Permit (tank only) must be obtained prior to replacing the septic tank. The pump chamber housed a pump, which we were able to lift the on/off float and activate the pump. The pump ran normally. There was no weep hole in the pump line. Wiring was taped to the pump line and it appeared the electrical connection was outside of the riser. W e lifted the high-water alarm float and no alarm was heard. The Pitkin County documentation notes “controls in laundry”. No controls or alarm were observed in the laundry room. An audible and visible alarm is required. An electrical panel was observed, with a breaker labeled #10 Sewage Pump. Effluent is pumped to a distribution box, which was accessible from grade. There are two pipes exiting the box, one to each trench. One of the pipes is taking all the effluent. The pipes must be made to accept effluent at the same time. We recommend installing Flow Equalizers, or similar product, to adjust the intake level of the pipes. We walked the soil treatment area (STA) and there was no evidence of surface saturation or failure at the time of our inspection. Inspection ports were present at the end of each trench. Both inspection ports were dry. There were no caps on the inspection ports. We recommend they be capped to protect from outside moisture. This evaluation is not a guarantee of future system performance. This inspection is good for one year. Required Repairs: • Replace septic tank with minimum 1000-gallon, two-compartment septic tank with an effluent filter on the outlet tee. This requires obtaining an OWTS Construction Permit from Pitkin County. • Install audible and visible alarm on pumping system (high-water alarm). • Install Flow Equalizers or similar product to outlet pipes in distribution box to assure they accept effluent at the same time. Recommendations: • Replace pumping chamber and pumping system with an Orenco® ProPak set up (see enclosed specifications). • Add caps to inspection ports. This report and completed OWTS Construction Permit Application must be submitted to the Pitkin County Environmental Health Department. Using a Pump Curve A pump curve helps you determine the best pump for your system. Pump curves show the relationship between flow (gpm or L/sec) and pressure (total dynamic head, or TDH), providing a graphical representation of a pump’s optimal performance range. Pumps perform best at their nominal flow rate — the value, measured in gpm, expressed by the first two numerals in an Orenco pump nomenclature. The graphs in this section show optimal pump operation ranges with a solid line. Flow flow rates outside of these ranges are shown with a dashed line. For the most accurate pump specification, use Orenco’s PumpSelect™ software.
