River Ranch Road (Main House) Pitkin County, Colorado Chris, As requested, CBO Inc. performed an Onsite Wastewater Treatment System (OWTS) Use Permit inspection at 50 E. River Ranch Road, Snowmass, Colorado (Main House) on January 16, 2020. Previous inspections were conducted by our office on June 17, 2013 and October 14, 2014. The legal description of the 56.35-acre property is as follows: Subdivision: M/B LOWER RIVER ROAD Tract: 70&71 Quarter: SW Section: 23 Township: 8 Range: 86 PARCEL LOCATED IN SEC 23 & 26-8-86 BGNNG AT AP1 OF TR 71 THEN S 00 DE 08'06"W 2784.29 FT ALNG LINE 1-8 OF TR 71 PROJECTED SLY TH N 74 DEG 25'43"W 960.00 FT TH N 2523.42 FT TO LINE 1-2 OF TR 71 TH N 89 DEG 48'20"E 931.35 FT ALNG LINE 1-2 TO POB The permit and record drawing were provided by Pitkin County Environmental Health Department (Parcel ID # 2467-261-00-009). The subject OWTS consists of one 2000-gallon, single-compartment septic tank followed by one 1500-gallon, two-compartment septic tank with a pump in the second compartment. Effluent gravity flows to a distribution box and then to four gravelless chamber trenches, each with 14 ‘Standard’ Infiltrator® chambers, for a total of 56 chambers and 1050 square feet of infiltrative area. Individual Sewage Disposal System Permit 98079 documents this system. The system was sized to accommodate 4 bedrooms. The permit received final approval on February 18, 2000. The septic tanks are located to the southwest of the main residence. The inlet tee was present on the first tank. It was clogged and the clog was removed at the time of our inspection. There was no access to the 2nd manhole lid on the single compartment tank. There was no tee on the inlet of the second tank, and a pump was present in the second compartment of the second tank. The floats for the pump (both pump and alarm) were too deep to activate manually (7.5-feet of risers to tank). Levels in the tank indicate the pump was functioning normally. The alarm for the pump is located in the mechanical room in the main house, below the main circuit breaker boxes. We tested the alarm and found it was operational. It should be noted that work was done on the pumping system in 2013 and B&R Septic reported doing additional work in 2016. We speculate this could be a result of the way the pumping system is wired or the result of an aging system. We recommend upgrading the pumping system. We recommend Valley Precast out of Buena Vista for pump service. The distribution box was not accessible from grade; therefore, this component could not be inspected. Inspection ports were present in the soil treatment area (STA), which is in an open field area to the west. There was significant snow cover over the STA at the time of our inspection. The STA showed no sign of surface saturation and had no indication of failure. It is our understanding that livestock have previously grazed in the open field with the STA. We do not recommend heavy livestock over the STA. Recommendations: • Upgrade pumping system. • Locate distribution and bring access to grade for future monitoring and inspection. • Do not graze heavy livestock over STA. A completed OWTS Use Permit Application must be submitted to the Pitkin County Environmental Health Department. Applications must be submitted to Pitkin County Environmental Health Department electronically. Floor plans may be hand drawn and must represent number of bedrooms or potential bedrooms in the residence. Disclaimer: This inspection is intended only as an evaluation of the present condition of the OWTS based upon what was observed and the Licensed Inspector’s expertise in onsite wastewater technology. The Inspector has not been retained to warrant or guarantee the proper functioning of the system for any period of time in the future. Because of numerous factors which may affect the operation of an OWTS, as well as the inability of the Inspector to supervise or monitor the use or maintenance of this OWTS, this report shall not be construed as a warranty by the Inspector that the system will function properly for any particular prospective buyer, and the Inspector disclaims any warranty, either expressed or implied, arising from the inspection of the OWTS or this report.
