The legal description of the 0.547-acre property is Lot 18, Crystal River Park Subdivision, Second Addition. The permit and record drawing were provided by Pitkin County Environmental Health Department (Parcel ID #2729-292-01-016). The subject OWTS consists of one 1000-gallon, single-compartment concrete septic tank followed by a 1250-gallon, two-compartment concrete septic tank. Effluent gravity flows to a distribution box and then to a soil treatment area (STA) consisting of 5 rows of 16 ‘Standard’ Infiltrator® chambers for a total of 80 ‘Standard’ Infiltrator® chambers and 1500 square feet of infiltrative area. Individual Sewage Disposal System Permit 98008 documents this system. The system was sized to accommodate 4 bedrooms. The permit received final approval on December 3, 1998. OWTS Use Permit 0005.2010.powu was issued on September 20, 2010. Both septic tanks are located off the northeast corner of the residence. We did not observe a clean out between the house and the septic tanks. All lids are located just below the gravel layer in the driveway, with the exception of the outlet lid of the 1250-gallon septic tank. A riser is required to bring access closer to grade. Both lids of the 1000-gallon septic tank are cast iron as they are located in an area of the driveway subject to traffic. Levels in both septic tanks appeared normal at the time of our inspection. The 1000-gallon, single- compartment septic tank was pumped by Altitude Septic at the time of our inspection. The 1250-gallon, two-compartment septic tank had minimal solid accumulation and did not require pumping. The outlet tee of the 1250-gallon septic tank was cocked up slightly, which is an indication of settling of the pipe outside of the septic tank. The distribution box was not accessible from grade and therefore not able to be inspected. We recommend using a camera to locate the distribution box and bring access to grade for future monitoring and inspection. We walked the STA and found no sign of surface saturation or evidence of failure at the time of our inspection. Inspection ports were present in the STA and all were dry. This evaluation is not a guarantee of future system performance. This inspection is good for one year. Required Repairs: • Add riser to outlet side of 1250-gallon septic tank to bring access closer to grade. Recommendations: • Locate distribution box and bring access to grade for future inspection and monitoring. • RotoRooter noted in previous inspection that pipe between house and septic tank had standing water. A completed OWTS Use Permit Application and documentation of required repairs must be submitted to the Pitkin County Environmental Health Department. Subject: Additional Percolation Testing, Proposed Septic Disposal System, Thurmer Residence, Lot 18, Crystal River Park, Pitkin County, Colorado Dear Mr. Neuman: As requested, we have conducted additional percolating testing at the subject site to evaluate the feasibility of an infiltration septic disposal system. The results of our work are presented in this report. We previously conducted a subsoil study and percolation test at the site and presented out findings in a report dated August 14, 1995, Job No. 195 328. A profile pit 8'/2 feet deep and three shallow backhoe pits were excavated downhill to the south of the proposed residence as shown on Fig. 1. Percolation tests holes were hand dug (about 1 foot deep by 1 foot in diameter) at the bottom of the shallow backhoe pits and soaked on July 20, 1998. The soils exposed in the percolation holes and the Profile Pit consist of about 1'/ feet of topsoil overlying clayey sand and gravel with cobbles. No free water was encountered in the pits and the subsoils slightly moist to moist. Percolation tests were performed on July 21, 1996 by a representative of Hepworth- Pawlak Geotechnical, Inc. The percolation test results are summarized on Table I. The percolation test results indicate an infiltration rate between 15 and 24 minutes per inch with an average of 20 minutes per inch. The average percolation rates were based on the last two readings of the test. Based on the subsurface conditions and percolation test results, a conventional infiltration type septic disposal system appears feasible at the tested location. The system should be based in the clayey sand and gravel beneath the topsoil. If you have any questions or if we can be of further assistance, please call our office. If approval takes longer than 6 hours, a rate of $55 per hour will be charged. The maximum fee is $1000. The basic fee of $330 is due at the timeofapplication. The remainder, if any, will be due in two stages: first, at the time of issuance of the ISDS permit; second, before final approval of the ISDS permit. Dear Mr. Thurmer: As requested, Hepworth-Pawlak Geotechnical, Inc. performed a subsoil study and percolation test for foundation and septic disposal designs at the subject site. The study was conducted in accordance with our agreement for geotechnical engineering services to you dated July 7, 1995. The data obtained and our recommendations based on the proposed construction and subsurface conditions encountered are presented in this report. Evaluation of potential geologic hazard impacts on the site are beyond the scope of this study. Proposed Construction: The proposed residence will be a one-story log structure with a walkout basement located on the site as shown on Fig. 1. Basement floor will be slab -on -grade. Cut depths are expected to range between about 4 to 8 feet. Foundation loadings for this type of construction are assumed to be relatively light to moderate. If building conditions or foundation loadings are significantly different from those described above, we should be notified to reevaluate the recommendations presented in this report. Site Conditions: The lot is located on a moderately to steeply sloping east facing hillside which forms the west side of the Crystal River Valley. The building area slopes down to the east with about 8 feet of elevation difference. The proposed leach field area is located to the south of the proposed building location. The lot is vegetated with a moderate cover of oak brush, weeds and grasses. To the west above the site , Maroon Formation bedrock is exposed in the steep valley side. A dirt road (Aspen Drive) bounds the site on the southeast side. There are numerous boulders to several feet in size exposed on and near the lot. Subsurface Conditions: The subsurface conditions at the site were evaluated by excavating two exploratory pits in the house site and one profile pit in the septic disposal area at the approximate locations shown on Fig. 1. The logs of the pits are presented on Fig. 2. The subsoils encountered, below about 1 1%2 feet of topsoil, consist of clayey sand with gravel and scattered cobbles and boulders to a depth of about 5 feet. Silty sandy gravel with cobbles and boulders were encountered beneath the clayey sand in Pits 1 and 2 and below the topsoil in the Profile Pit. The subsoils appeared to be medium dense colluvium and could settle if wetted. Results of a gradation analyses performed on samples of the gravels (minus 3 and 8 -inch fraction) obtained from the Fritz Thurmer August 14, 1995 Page 2 site are presented on Fig. 3. No free water was observed in the pits at the time of excavation and the soils were moist. Foundation Recommendations: Considering the subsoil conditions encountered in the exploratory pits and the nature of the proposed construction, we recommend spread footings placed on the undisturbed natural soil designed for an allowable soil bearing pressure of 1,500 psf for support of the proposed residence. Some settlement could occur if the bearing soils become wet. Footings should be a minimum width of 16 inches for continuous walls and 2 feet for columns. The topsoil, loose and disturbed soils encountered at the foundation bearing level within the excavation should be removed and the footing bearing level extended down to the undisturbed natural soils. Exterior footings should be provided with adequate cover above their bearing elevations for frost protection. Placement of footings at least 42 inches below the exterior grade is typically used in this area. Continuous foundation walls should be reinforced top and bottom to span local anomalies such as by assuming an unsupported length of at least 12 feet. Foundation walls acting as retaining structures should be designed to resist a lateral earth pressure based on an equivalent fluid unit weight of at least 45 pcf for the on-site soil as backfill (excluding topsoil and rock larger than about 6 inches). Floor Slabs: The natural on-site soils, exclusive of topsoil, are suitable to support lightly to moderately loaded slab -on -grade construction„ Some settlement of the slabs could occur if the bearing soils were to become wet. To reduce the effects of some differential movement, floor slabs should be separated from all bearing walls and columns with expansion joints which allow unrestrained vertical movement. Floor slab control joints should be used to reduce damage due to shrinkage cracking. The requirements for joint spacing and slab reinforcement should be established by the designer based on experience and the intended slab use. A minimum 4 -inch layer of free -draining gravel should be placed beneath basement level slabs to facilitate drainage. This material should consist of minus 2 -inch aggregate with less than 50% passing the No. 4 sieve and less than 2% passing the No. 200 sieve. All fill materials for support of floor slabs should be compacted to at least 95 % of maximum standard Proctor density at a moisture content near optimum. Required fill can consist of the on-site soils devoid of vegetation, topsoil and oversized rock. Underdrain System: Although free water was not encountered during our exploration, it has been our experience in mountainous areas that local perched groundwater may develop during times of heavy precipitation or seasonal runoff. Frozen ground during spring runoff can create a perched condition. We recommend below grade H -P GEOTECH Fritz Thurmer August 14, 1995 Page 3 construction, such as retaining walls, crawl space and basement areas, be protected from wetting and hydrostatic pressure buildup by an underdrain system. The drains should consist of drainpipe placed in the bottom of the wall backfill surrounded above the invert level with free -draining granular material. The drain should be placed at each level of excavation and at least 1 foot below lowest adjacent finish grade and sloped at a minimum 1 % to a suitable gravity outlet. Free -draining granular material used in the underdrain system should contain less than 2% passing the No. 200 sieve, less than 50% passing the No. 4 sieve and have a maximum size of 2 inches. The drain gravel backfill should be at least 11h feet deep. Surface Drainage: The following drainage precautions should be observed during construction and maintained at all times after the residence has been completed: 1) Inundation of the foundation excavations and underslab areas should be avoided during construction. 2) Exterior backfill should be adjusted to near optimum moisture and compacted to at least 95 % of the maximum standard Proctor density in pavement and slab areas and to at least 90% of the maximum standard Proctor density in landscape areas. Free -draining wall backfill should be caped with about 2 feet of the on-site, finer graded soils to reduce surface water infiltration. 3) The ground surface surrounding the exterior of the building should be sloped to drain away from the foundation in all directions. We recommend a minimum slope of 12 inches in the first 10 feet in unpaved areas and a minimum slope of 3 inches in the first 10 feet in pavement and walkway areas. 4) Roof downspouts and drains should discharge well beyond the limits of all backfill. Percolation Testing: The results of percolation tests conducted at the site are presented in Table I. The test locations are shown on Fig. 1 and the log of the profile pit is shown on Fig. 2. The percolation rates varied from 40 to 160 minutes per inch. Based on our findings and according to the materials encountered, the tested site is suitable for a conventional infiltration septic disposal system provided that the septic area is excavated into the more granular subsoils. Due to the variability, additional percolation testing should be conducted at the time of excavation. We expect that slow test rates are the result of coarse material size and small test area and not representative of the actual percolation rate. We can assist in the additional testing if needed.
