Operational Status: According the inspection’s observations on site, the system was functioning at the time of the
inspection. The single compartment tank was in watertight condition but was missing its inlet tee. The assumed field
area did not show signs of failure
Inspector Recommendations: Inspector recommends replacing the single compartment tank with a 2-compartment
tank. A permit is required to replace the septic tank.
Department Recommendations: Continue maintenance as needed.

As requested, CBO Inc. performed an Onsite W astewater Treatment System (OWTS) inspection at 278
Red Dog Road, Carbondale, CO on June 19, 2019. The legal description of the 1.0-acre property is Lot
7-A, Filing 1, Crystal View Heights. We also conducted an inspection of the OWTS in 2013, prior to the
last property transaction.
Documents pertaining to the OWTS were provided by Pitkin County Environmental Health Department
(Parcel ID # 2649-044-01-006). A letter dated November 21, 1980 describes the existing septic tank on
the property as a 1000-gallon tank. This statement was made by Robert Sewell and was notarized. A
memorandum dated December 4, 1980 from the Pitkin County Environmental Health Department states
the existing system was sufficient to serve a three-bedroom home for purposes of replacing the then
existing mobile home with a proposed 3-bedroom house. This memorandum states there were no
records on initial installation of the septic system from 1971. Both of these documents are enclosed.
The subject OWTS consists of one 1000-gallon, single-compartment concrete septic tank and a drywell
of unknown size.
The septic tank only has a single-compartment, which was common in the early 1970s. Today, a two-
compartment tank is required. It appears that this is the septic tank that Pitkin County acknowledged as
adequate in 1980. The septic tank appeared to be in good condition and was holding liquid at an
appropriate level at the time of our inspection. The septic tank is scheduled to be pumped prior to
transfer of the property. The pumping invoice should be provided with the application for the OWTS Use
Permit.
The previous property owner (2013) described the soil treatment area (STA) as a drywell. He described
the location as approximately 30-feet to the east of the shed. The area is currently covered with native
grasses and a fire pit. We walked the area and found no evidence of surface saturation or failure at the
time of our inspection. The previous property owner (2013) mentioned experiencing some problems with
the system around 2000, and after “enzyme” treatments and pumping the septic tank several times, the
system functioning returned to normal.
Recommendations:
• Replace the single-compartment septic tank with a two-compartment septic tank.
This replacement would entail obtaining an OWTS Construction Permit from Pitkin County
Environmental Health Department (fee $523) and installation of the tank by a Licensed Systems
Contractor (list available through Pitkin County).
Please keep in mind that the existing system is 48 years old and longevity of a system is difficult to
predict. Clay (tile) pipe or cast-iron pipe may exist. This evaluation is not a guarantee of future system
performance.
A completed OWTS Use Permit Application must be submitted to the Pitkin County Environmental
Health Department. Applications must be submitted to Pitkin County Environmental Health Department

Within the application, you must attach the Inspection Form where “Pitkin County Inspection Form” is
requested, the OWTS Inspection Packet where “Site Plan” is requested, and Floor Plans where “Floor Plans”
are requested. Floor plans may be hand drawn and must represent number of bedrooms or potential
bedrooms in the residence.

Disclaimer: This inspection is intended only as an evaluation of the present condition of the OWTS
based upon what was observed and the Licensed Inspector’s expertise in onsite wastewater technology.
The Inspector has not been retained to warrant or guarantee the proper functioning of the system for any
period of time in the future. Because of numerous factors which may affect the operation of an OWTS,
as well as the inability of the Inspector to supervise or monitor the use or maintenance of this OWTS, this
report shall not be construed as a warranty by the Inspector that the system will function properly for any
particular prospective buyer, and the Inspector disclaims any warranty, either expressed or implied,
arising from the inspection of the OWTS or this report. The evaluation does not ascertain the impact the
system is having on groundwater.

We have verified the attached document and find the sewage disposal system
in use suitable for a three-bedroom home without any changes or modifi-
cations. We cannot locate the records for the original installation in
1971 to determine absorption capacity but we assume it is adequate.
The proposed project by the owners, Richard and Lucy Blake, to replace
the existing mobile home with a house, should not alter the water
useage pattern or domestic wastewater flows; and, in our opinion, no
changes are necessary to meet existing County Sewage Disposal Regulations.
