Operational Status: According to the observations of the inspector on site, the system was functioning but has some issues that could result in a failure in the future. The tank was replaced in 2012 without permit; records are not available to ensure it is traffic rated. The risers are not traffic rated. The tank was in water-tight condition. When the tank was pumped effluent back flowed from the soil treatment area. This could indicate that the field area is near failure. Inspector Recommendations: Camera line from home to tank to determine condition and material, replace lids that are in poor condition, install effluent filter on outlet of tank, remove shed from upper field area, explore soil treatment areas to determine saturation levels and issues causing drain back to the tank. Department Recommendations: Monitor system conditions regularly and watch for signs of system failure. Issuance of this OWTS Use Permit is based solely on the conditions observed and reported by the inspector to the Department on the date of the inspection(s) and on Department records at the time of permitting. The issuance of this permit does not constitute a guarantee, warranty, or representation by the Department that the system will operate properly or will not fail or that the system will not be subject to future enforcement action to correct non-compliant conditions. The legal description of the 1.0-acre property is Lot 2, Seven Oaks Subdivision. The permit and record drawing were provided by Pitkin County Environmental Health Department (Parcel ID #2463-341-01-012). The subject OWTS consists of one 1000-gallon, two-compartment concrete septic tank. Effluent gravity flows to a 16’ x 30’ pipe and gravel soil treatment area (STA) on an upper bench that is connected serially to a STA on a lower bench that measures 8’ x 45’. Pitkin County Health Department Permit 720228 documents this system. The system was sized to accommodate 3 bedrooms. The permit received final approval on June 19, 1974. You have provided documentation of the septic tank replacement in 2012. No permit was obtained for replacement of the septic tank, which was installed by Hendricks and Son out of Silt, Colorado. The invoice (enclosed) documents installation of a 1000-gallon, two-compartment concrete septic tank. The invoice also notes 150-feet of sewer pipe was installed. Systems from the 1970s often used cast iron piping or other material that is not the quality of today’s PVC pipe. Cast iron is prone to clogging and deterioration. We do not know if all sewer lines were replaced with the installation of the new septic tank. We recommend using a camera to explore both the sewer lines from the house to the septic tank and from the septic tank to the STA to better assess the condition and material of the sewer lines. The septic tank is located in the driveway, to the west of the garage. We do not know if the septic tank has a traffic rated lid, but risers and manhole lids are NOT traffic rated. Both manhole lids were marked with red string and are just below the gravel. One of the septic tank lids is cracked on several sides. This manhole lid should be replaced. Consider replacing septic tank manhole lids with cast iron lids that can withstand traffic. Liquid levels in the septic tank appeared normal at the time of our inspection, prior to pumping. Both inlet and outlet tees were present. There was no effluent filter on the outlet tee. We recommend installation of an effluent filter. If installed, the filter must be cleaned annually, or as needed. The septic tank was pumped by Altitude Septic at the time of our inspection. As liquid was pumped from the septic tank, backflow from the outlet pipe into the septic tank occurred. This is a result of effluent in the sewer line or STA or both. There is a shed in the area of the upper STA. With the shed present, there is no ability for vegetation to grow over the STA. We recommend the shed be removed. We observed one inspection port behind (south) of the shed. The inspection port extended approximately 2 ½ feet below grade and there was approximately 3-inches of water in the port. This could be an indication of that upper STA is saturated. There is a clearing in the trees that is consistent with the connection between the upper and lower STAs on the sketch provided by Pitkin County. Sprinkler heads were present in the lower STA and grasses were lush. We recommend discontinuing irrigation over the lower STA. No inspection ports were observed in the lower STA. We recommend exploring both STAs to better gauge level of saturation. Both backflow into the septic tank and standing water in the inspection port in the upper STA are signs of failure; however, at the time of the inspection the level in the septic tank was normal (not backing-up) and there was no evidence of surface saturation in either STA. This evaluation is not a guarantee of future system performance. Recommendations: • Camera lines from house to septic tank and septic tank to STA to determine condition and material of sewer lines. • Replace concrete septic tank lid that is in disrepair. Consider replacing lids with traffic rated cast iron lids for better durability in the area that is subject to traffic. • Install effluent filter on outlet tee of septic tank. If installed, this filter must be cleaned annually, or as needed. • Remove shed from upper STA. • Discontinue irrigation over lower STA. • Explore STAs to gauge if saturation is limited to the upper STA and the status of the lower STA. This could entail pot-holing or digging into the STAs to assess saturation levels. This may also include exposing the connection pipe between the upper and lower STAs to assure it is over- flowing, as designed. A completed OWTS Use Permit Application must be submitted to the Pitkin County Environmental Health Department. Applications must be submitted to Pitkin County Environmental Health Department electronically. Because of numerous factors which may affect the operation of an OWTS, as well as the inability of the Inspector to supervise or monitor the use or maintenance of this OWTS, this report shall not be construed as a warranty by the Inspector that the system will function properly for any particular prospective buyer, and the Inspector disclaims any warranty, either expressed or implied, arising from the inspection of the OWTS or this report.
