Page 3 33 Four Wheel Drive Road Carbondale, CO 81623 970.309.5259 carla.ostberg@gmail.com December 14, 2019 Tanja Kelley tanja@caroldopkin.com Onsite Wastewater Treatment System (OWTS) Use Permit Inspection 800 Eppley Drive Pitkin County, Colorado Tanja, As requested, CBO Inc. performed an Onsite Wastewater Treatment System (OWTS) Use Permit inspection at 800 Eppley Drive, Aspen, Colorado on November 12 and 15, 2019. The legal description of the 2.16-acre property is Lot R-78, Block 11, Starwood Eleven, Starwood Subdivision. The permit and record drawing were provided by Pitkin County Environmental Health Department (Parcel ID #2643-354-02-007). The subject OWTS consists of two 1000-gallon concrete septic tanks in series. Effluent gravity flows to two distribution boxes and then to a large gravelless chamber bed with five rows of 10 ‘Standard’ Infiltrator® chambers and 5 rows of 11 ‘Standard’ Infiltrators® for a total of 105 chambers and 1969 square feet of infiltrative area. Individual Sewage Disposal System Permit 96015 documents this system. The system was sized to accommodate 5 bedrooms. The permit received final approval on June 18, 1996. The septic tanks are located off the southeast corner of the residence. At the time of our first visit to the property, only the second septic tank in the series was accessible. Work was done by Altitude Septic to access the first septic tank in the series, including cutting down a mature tree that was directly over one of the manhole lids on December 11, 2019. A camera was also run through sewer lines between the septic tank and there was standing water in the pipes indicating inadequate fall from one tank to another and/or settling of the sewer line between the tanks. While it does not appear to be causing issues currently, it could create a problem in the future. All inlet and outlet tees were present and levels in the tanks were normal at the time of the inspection. The first septic tank is scheduled to be pumped on December 18, 2019 by Altitude Septic. The second septic tank in series was pumped in 2016 by B&R Septic. Please note the photograph provided in the Pitkin County file. It shows the location of the septic tanks and distribution boxes relative to the beginning of the soil treatment area (STA) and chambers. Landscaping, including planting of mature trees and creation of a “stream” (dry at the time of our inspection) in locations that appear to be directly over the STA. These features have existed for some time and the OWTS appears to be functional without obvious signs of malfunctioning or failure; however, it should be noted that trees in the area of the OWTS components can lead to root intrusion and water should not be routed over OWTS components. The distribution boxes were not accessible from grade at the time of our inspection and could not be inspected. We walked the STA and found no evidence of surface saturation or failure at the time of our inspection. There are very mature trees over the OWTS components, including the STA, specifically to the on the south side. This evaluation is not a guarantee of future system performance. This inspection is good for one year. Required Repairs: • Bring all manhole lids to grade. (SCHEDULED FOR JANUARY WHEN RISERS ARE IN STOCK) • Pump 1st septic tank in series. (SCHEDULED FOR DECEMBER 18, 2019) Recommendations: • Install effluent filter on outlet tee of second septic tank in series. If installed, this filter must be cleaned annually, or as needed. • Monitor levels in septic tanks. Standing water in sewer lines between septic tanks and landscaping features, including trees, over OWTS components may cause future issues. A completed OWTS Use Permit Application must be submitted to the Pitkin County Environmental Health Department. Applications must be submitted to Pitkin County Environmental Health Department electronically. Floor plans may be hand drawn and must represent number of bedrooms or potential bedrooms in the residence. All questions regarding permit submission can be directed to Pitkin County Environmental Health Department, 970-920-5070. Disclaimer: This inspection is intended only as an evaluation of the present condition of the OWTS based upon what was observed and the Licensed Inspector’s expertise in onsite wastewater technology. The Inspector has not been retained to warrant or guarantee the proper functioning of the system for any period of time in the future. Because of numerous factors which may affect the operation of an OWTS, as well as the inability of the Inspector to supervise or monitor the use or maintenance of this OWTS, this report shall not be construed as a warranty by the Inspector that the system will function properly for any particular prospective buyer, and the Inspector disclaims any warranty, either expressed or implied, arising from the inspection of the OWTS or this report. Percolation test holes were hand dug in the bottom of the backhoe pits. The holes were soaked on April 24, 1996 and protected from freezing overnight. The subsoils exposed is the profile pit consisted of ;i*rxzut 1 foot of fill materials and 1 foot of topsoil overlying silty sand and gravel with cobbles and scattered boulders to 4 feet in size. The profile pit was excavated to A depth c>l' Sv;t feet below existing ground surface. No free water was observed in the pit and the subsoils were slightly moist to moist. Results of a gradation analysis performed nn 3 ~ample of the natural subsoils collected from the profile pit are presented On Fig 2 The percolation tests were conducted on April 25, 1996 and the test results are summarized on Table 1. The percolation rates vaned from about 20 to 90 minutes rer inch The higher percolation rate of test hole P-3 appears to be due to the hole being excavated in the transition between fill and native soils.
