Changes must be approved by this Department and the engineer prior to construction. The current system is in poor condition and needs replacement. The existing tank must be pumped prior to being either removed or crushed in place. The new system will consist of a 1000 gallon, 2 compartment tank with and effluent filter in the outlet tee. Risers must be accessible from grade. Effluent will gravity flow to a gra velless chamber bed (12’x64’) consisting of 4 rows of 16 chambers. Observation ports must be installed at each corner of the bed. This Permit must be kept on-site during installation. The engineer must do a final inspection of the installation and submit an "as-built" letter to this Department within 30 days of the final inspection, unless a longer period of time has been agreed upon, in writing. This Department must also be called for the final inspection with a minimum of 48 hours notice. Minimum horizontal distances between components of the system and physical features shall conform to the requirements of the Pitkin County OWTS Regulation. This Permit is conditioned upon the property owner(s) providing for regular inspection, cleaning, and maintenance of the system by qualified personnel, in accordance with the manufacturer's recommendations and the requirements of the Pitkin County OWTS Regulation. Issuance of this OWTS Construction Permit does not constitute a guarantee, warranty, or representation by the Department that the system will operate properly or will not fail. Issuance of this permit does not imply compliance with Pitkin County building and/or land use regulations, nor guarantee issuance of building and/or land use permits. The 3000+-acre property is located in Old Snowmass where OWTSs and wells are necessary. The legal description of the property is as follows: Section: 16 Township: 9 Range: 86 LAND IN SEC 16 17 20 21 Parcel ID: 2645-174-00-801 SITE CONDITIONS The property is currently developed with a 3-bedroom residence (along with other residences/structures) that is referred to as the Monastery Gatehouse. The Gatehouse is currently served by an OWTS consisting of a concrete basin or tank (it has an inlet and outlet) and the existing soil treatment area (STA) may be pipe and gravel. The existing OW TS will be abandoned. Outlet of existing tank/basin sewer pipe leading to pipe and gravel STA Page 2 The sewer line from the Gatehouse to the basin was explored and found to be cast iron. The cast iron pipe is approximately 12-feet deep near the Gatehouse. The section of cast iron nearest the house was found to be in suitable condition for continued use. There is a desire to tap into the existing cast iron line on the north side of the road, where depth of the sewer line is shallower. The Gatehouse is served potable water from a cistern located greater than 100-feet from the proposed OWTS. A spring, located over a mile from the Gatehouse, fills the cistern. The water line enters the gatehouse on the north side of the building and is at least 25-feet from any proposed OWTS component. An abandoned ditch is preset to the southwest of the proposed STA. The ditch will be located at least 50- feet from any proposed OWTS component. The proposed STA is located to the south of the road. The proposed STA will be located to the east of the sprinkler that marks the edge of an irrigated field. The proposed STA will extend into a road pullout / parking area. Boulders or a fence will be placed around both the septic tank and STA to assure no traffic will impact this area once the OWTS is installed. The proposed STA is partially vegetated with native grasses and slopes to the southwest at less than 5%. SUBSURFACE The subsurface was investigated on July 29, 2019 by digging two soil profile test pit excavations (Test Pits). A visual and tactile soil analysis was completed by Carla Ostberg1 at the time of excavation. The materials encountered in Test Pit #1 consisted of medium brown loam to 4.0-feet, underlain by medium brown loam to a maximum depth explored of 8.0-feet. No bedrock or groundwater was encountered. The materials encountered in Test Pit #2 was consistent with materials encountered in Test Pit #1. Test Pit #2 was explored to a maximum depth explored of 8.0-feet. No bedrock or groundwater was encountered. A sample was taken from Test Pit #1 from approximately 3-feet below grade. Soil structure grade was moderate. The soil formed a ball and a ribbon approximately 1-inch in length before breaking. Soil structure shape was blocky and consistence was firm. Soil texture was both gritty and smooth. There was some fractured shale fragments, but less than 35%. Soils are classified as Loam with moderate structure grade (Soil Type 2). For the purposes of this design, we are using a slightly more conservative long-term acceptance rate (LTAR) of 0.5 gallons per square foot. 1 Carla Ostberg holds a Certificate of Attendance and Examination from the CPOW Visual and Tactile Evaluation of Soils Training. The sewer line is ALL SERVICE septic, LLC should be notified of any discrepancies or problems with grade elevations of proposed components during installation of the OWTS. OWTS Component Minimum Elevation Primary Tank Inlet Invert Min. 98’ Infiltrative Surface Min. 97.5’ Page 4 The OWTS design is based on a 3-bedroom residence. A design flow of 450 GPD is being used. The existing sewer line has been explored. The cast iron portion of the line from the house to the road is very deep (12’) at the foundation of the residence but found to be in good condition. There is a desire to maintain that section of sewer line for continued use. The new, 4-inch diameter, Schedule 40 sewer line will be tapped into the existing cast iron line on the north side of the road and a double-sweep clean out added. The sewer line must also maintain a minimum 2% grade to the new septic tank. The system installation will include a new, minimum 1000-gallon, two-compartment Roth® poly septic tank with an Orenco® Biotube Effluent Filter (full size) on the outlet tee. A Valley Precast concrete septic tank may be used instead of the poly tank, if desired. Effluent will gravity flow to a gravelless chamber bed with 4 rows of 16 ‘Quick 4’ Infiltrator® chambers for a total of 64 chambers and 768 square feet of infiltrative area. The bed will be connected with a level manifold. There must be at least 6-feet of separation between the septic tank and the bed. The infiltrative area should be placed at least 2-feet below grade, but no more than 4-feet below grade. Cover over chambers must be have a layer of topsoil or other soil that can support vegetative growth. Inspection ports must be installed in each corner of the bed. These ports can be cut to grade and placed in a sprinkler box for access. The component manufacturers are typical of applications used by contractors and engineers in this area. Alternatives may be considered or recommended by contacting our office. Construction must be according to Pitkin County Onsite Wastewater Treatment System Regulations, the OWTS Construction Permit provided by Pitkin County Environmental Health Department, and this design. INSTALLATION CONTRACTOR ALL SERVICE septic, LLC expects that the installer be experienced and qualified to perform the scope of work outlined in this design. The installer must review this design thoroughly and coordinate with our office in advance of installation. Any additional conditions in this design or county permit must be completed and documented prior to final approval of the OWTS installation. Communication between the installer and this office is expected throughout the installation. INSTALLATION OBSERVATIONS ALL SERVICE septic, LLC must view the OWTS during construction. The OWTS observation should be performed before backfill, after placement of OWTS components. Septic tanks, distribution devices, pumps, dosing siphons, and other plumbing, as applicable, must also be observed. ALL SERVICE septic, LLC should be notified 48 hours in advance to observe the installation. In an effort to improve the accuracy of the record drawing, we request that the installer provide a sketch of the installation, including path of the sewer lines, water line installation (if applicable), septic tank location, STA location, and measurements from building corners or another fixed objects on the property. This sketch is most easily provided on Sheet W2.0 of the OWTS Design Packet. Photographs of the installation and final cover are also requested to supplement our installation documentation. REVEGETATION REQUIREMENTS An adequate layer of good quality topsoil capable of supporting revegetation shall be placed over the entire disturbed area of the OWTS installation. A mixture of native grass seed that has good soil stabilizing characteristics (but without taproots), provides a maximum transpiration rate, and competes well with successional species. No trees or shrubs, or any vegetation requiring regular irritation shall be placed over the STA. Until vegetation is reestablished, erosion and sediment control measures shall be implemented and maintained on site. The owner of the OWTS shall be responsible for maintaining proper vegetation cover. OPERATION INFORMATION AND MAINTENANCE The property owner shall be responsible for the operation and maintenance of each OWTS servicing the property. The property owner is responsible for maintaining service contracts for manufactured units, alternating STAs, and any other components needing maintenance. Geo-fabrics or plastics should not be used over the STA. No heavy equipment, machinery, or materials should be placed on backfilled STA. Livestock should not graze on the STA. Plumbing fixtures should be checked to ensure that no additional water is being discharged to OWTS. For example, a running toilet or leaky faucet can discharge hundreds of gallons of water a day and harm a STA. If an effluent filter or screen has been installed in the OWTS, we recommend this filter or screen be cleaned annually, or as needed. If the OWTS consists of a pressurized pump system, we recommend the laterals be flushed annually, or as needed. The property owner should pump the septic tank every two years, or as needed gauged by measurement of solids in the tank. Garbage disposal use should be minimized, and non-biodegradable materials should not be placed into the OWTS. Grease should not be placed in the OWTS. Loading from a water softener should not be discharged into the OWTS. No hazardous wastes should be directed into the OWTS. Mechanical room drains should not discharge into the OWTS. The OWTS is engineered for domestic waste only. ADDITIONAL CONSTRUCTION NOTES If design includes a pump, weep holes must be installed to allow pump lines to drain to minimize risk of freezing. The pump shall have an audible and visual alarm notification in the event of excessively high water conditions and shall be connected to a control breaker separate from the high water alarm breaker and from any other control system circuits. The pump system shall have a switch so the pump can be manually operated. Excavation equipment must not drive in excavation of the STA due to the potential to compact soil. Extensions should be placed on all septic tank components to allow access to them from existing grade. Backfill over the STA must be uniform and granular with no material greater than minus 3-inch. LIMITS: The design is based on information submitted. If soil conditions encountered are different from conditions described in report, ALL SERVICE septic, LLC should be notified. All OWTS construction must be according to the county regulations. Requirements not specified in this report must follow applicable county regulations. Dorais Excavating installed the system. The OWTS design is based on a 3-bedroom residence. A design flow of 450 GPD was used. The abandoned ditch to the southwest of the proposed STA was filled in. See photo below. The existing cast iron sewer line was replaced from the gate house to the new septic tank and a new double sweep clean out installed. Four-inch diameter, Schedule 40 was used and under the driveway the sewer line was encased in 6-inch Schedule 40. An irrigation line runs along the driveway and the 6- inch Schedule 40 encasement pipe extends 10-feet on each side of the crossing. The existing septic tank was pumped and the sides and top crushed and void filled with on-site material. The system installation included a new, 1000-gallon, two-compartment Valley Precast concrete septic tank with an Orenco® Biotube Effluent Filter on the outlet tee. This filter must be cleaned annually, or as needed. Effluent gravity flows to a gravelless chamber bed with 4 rows of 16 ‘Quick 4’ Infiltrator® chambers for a total of 64 chambers and 768 square feet of infiltrative area. The bed was connected with a level manifold. There was 7-feet of separation between the septic tank and the bed. Inspection ports were installed in each corner of the bed. These ports can be cut to grade and placed in a sprinkler box for access. The OWTS was generally installed according to specifications. This observation is not a guarantee of workmanship and/or parts and materials. ALL SERVICE septic, LLC should be notified if changes are made to the OWTS in the future. Any additional OWTS construction must be according to the county regulations. LIMITS: Observations are limited to components that are visible at the time of the inspection. The installer must have documented and demonstrated knowledge of the requirements and regulations of the county in which they are working. The quality of the installation is dependent of the expertise of the installer, soil type, and weather conditions. Please call with questions.
