As requested, CBO Inc. performed an Onsite W astewater Treatment System (OWTS) Use Permit
inspection at 2761 Owl Creek Road, Aspen, Colorado on August 22, 2018, March 6, 2019, and June 13,
2019. The legal description of the 8.0-acre property is M/B Snowmass Village (see enclosed Parcel
Detail from the Pitkin County Assessor’s website).
Files from Pitkin County Environmental Health Department for this property (Parcel ID #2735-051-00-
003) were large and somewhat difficult to decipher. The subject residence (Original Ranch House)
appears to be served by two separate system. The system serving the original portion of the Ranch
House may have been originally documented by Individual Sewage Disposal System (ISDS) Permit
91028 and then later replaced by a new system documented by ISDS Permit 96054. The original may
have been replaced due to failure. The system was sized to accommodate 3 bedrooms in the Ranch
House, 3 bedrooms in the Guest House, ½ bath in Large Barn, ¾ bath in Original Barn, and ¾ bath in
Machine Shop. This permit appears to capture one additional bedroom in the Ranch House from the
1991 permit. ISDS Permit 96054 received final approval on January 28, 1997.
The Ranch House is undergoing a remodel that will not entail additional of bedrooms. It should be noted
that components such as tanks and/or sewer lines connected with the Guest House and Barns were not
viewed in connection with this inspection.
A 1000-gallon, two-compartment septic tank is located in the field to the southeast of the Ranch House.
Both manhole lids were accessible from grade at the time of the inspection. This septic tank was holding
liquid at normal levels at the time of the inspection.
An additional 1250-gallon, concrete septic tank connected to a 1000-gallon, concrete septic tank with a
pump in the second compartment are located to the east of the driveway. The pumping system was
tested by lifting the float and operated normally. A high-water float and battery-operated alarm was
installed by Valley Precast. They recommend the 9V battery be replaced annually.
Effluent is pumped to a mounded sand filter. Inspection ports were present at the time of our inspection.
We walked the STA and found no evidence of surface saturation or failure at the time of our inspection.
This evaluation is not a guarantee of future system performance. This inspection is good for one year.
Recommendations:
• Replace alarm batteries annually.
A completed OWTS Use Permit Application must be submitted to the Pitkin County Environmental
Health Department. Applications must be submitted to Pitkin County Environmental Health Department

Within the application, you must attach the Inspection Form where “Pitkin County Inspection Form” is
requested, the OWTS Inspection Packet where “Site Plan” is requested, and Floor Plans where “Floor Plans”
are requested. Floor plans may be hand drawn and must represent number of bedrooms or potential
bedrooms in the residence.

Disclaimer: This inspection is intended only as an evaluation of the present condition of the OWTS
based upon what was observed and the Licensed Inspector’s expertise in onsite wastewater technology.
The Inspector has not been retained to warrant or guarantee the proper functioning of the system for any
period of time in the future. Because of numerous factors which may affect the operation of an OWTS,
as well as the inability of the Inspector to supervise or monitor the use or maintenance of this OWTS, this
report shall not be construed as a warranty by the Inspector that the system will function properly for any
particular prospective buyer, and the Inspector disclaims any warranty, either expressed or implied,
arising from the inspection of the OWTS or this report. The evaluation does not ascertain the impact the
system is having on groundwater.

Onsite Wastewater Treatment System (OWTS) Use Permit Inspection
2761 Owl Creek Road (Ranch House – 1996 Remodel)

As requested, CBO Inc. performed an Onsite W astewater Treatment System (OWTS) Use Permit
inspection at 2761 Owl Creek Road, Aspen, Colorado on August 22, 2018, March 6, and June 13, 2019.
The legal description of the 8.0-acre property is M/B Snowmass Village (see enclosed Parcel Detail from
the Pitkin County Assessor’s website).
Files from Pitkin County Environmental Health Department for this property (Parcel ID #2735-051-00-
003) were large and somewhat difficult to decipher. The subject residence (Original Ranch House)
appears to be served by two separate systems. The system serving the original portion of the Ranch
House may have been originally documented by Individual Sewage Disposal System (ISDS) Permit
91028 and then later replaced by a new system documented by ISDS Permit 96054. The original may
have been replaced due to failure. The Ranch House was remodeled in 1996 and a separate system
was constructed to accommodate the new portion of the residence. The system consists of three 1000-
gallon septic tanks and a 110’ x 18’ mounded sand filter with a basal area of 140’ x 40’ with 2 to 4-feet of
sand filter material. ISDS Permit 96030 documents this system. The system was sized to
accommodate 4 bedrooms and received final approval on January 28, 1997.
The Ranch House is undergoing a remodel that will not entail additional of bedrooms; however, there are
CURRENTLY 5 bedrooms being served by the existing OWTS. Sizing of the existing OWTS is sufficient
to accommodate 5 bedrooms, as illustrated in Table 1.

Three 1000-gallon septic tanks are located on the west (or north) side of the residence. Five feet of
risers bring the septic tank lids to grade. The first tank has only access to the inlet side of the septic tank.
The second septic tank has access to both inlet and outlet sides of the septic tank. The third tank has
only access to the outlet side of the septic tank with the pumping system.
The pump functioned normally when the float was lifted. There was no alarm on the system during our
inspection. Valley Precast personnel installed an alarm system. The alarm is mounted on a post near
the septic tanks. The alarm is battery powered and it’s recommended that the 9V battery be replaced
annually.
Inspection ports were present in the mound and were dry at the time of our inspections. We walked the
mounded soil treatment area (STA) and found no evidence of surface saturation or failure at the time of
our inspections.
This evaluation is not a guarantee of future system performance. This inspection is good for one year.
Recommendations:
• Change alarm battery annually.
A completed OWTS Use Permit Application must be submitted to the Pitkin County Environmental
Health Department. Applications must be submitted to Pitkin County Environmental Health Department

Within the application, you must attach the Inspection Form where “Pitkin County Inspection Form” is
requested, the OWTS Inspection Packet where “Site Plan” is requested, and Floor Plans where “Floor Plans”
are requested. Floor plans may be hand drawn and must represent number of bedrooms or potential
bedrooms in the residence.

Disclaimer: This inspection is intended only as an evaluation of the present condition of the OWTS
based upon what was observed and the Licensed Inspector’s expertise in onsite wastewater technology.
The Inspector has not been retained to warrant or guarantee the proper functioning of the system for any
period of time in the future. Because of numerous factors which may affect the operation of an OWTS,
as well as the inability of the Inspector to supervise or monitor the use or maintenance of this OWTS, this
report shall not be construed as a warranty by the Inspector that the system will function properly for any
particular prospective buyer, and the Inspector disclaims any warranty, either expressed or implied,
arising from the inspection of the OWTS or this report. The evaluation does not ascertain the impact the
system is having on groundwater.
