The legal description of the 2.0- acre property is as follows: Section: 4 Township: 10 Range: 88 LAND IN SE4SW4 OF SEC 4 & N2NW4 OF SEC 9-10-88 DESC BY M/B BK 579 PG 596 No records were available from Pitkin County Environmental Health Department (Parcel ID #2729-092- 00-026). The Pitkin County Assessor’s site notes the house was constructed in 1978 and has 3- bedrooms. The subject OWTS consists of a minimum 1000-gallon, two-compartment concrete septic tank followed a soil treatment area (STA) of unknown size, configuration, or exact location. In 2017, RotoRooter installed a “Cured In-Place Pipe” (CIPP) from the house to the septic tank. The original line was cast iron. Documents from RotoRooter are enclosed. The septic tank is located on the south side of the residence. A foot of risers bring both manhole lids to grade. The inlet tee was present and is PVC. The outlet tee was PVC and tucked under the lid of the septic tank, making the addition of an effluent filter impossible without extending this tee to the manhole lid opening. The outlet side of the septic tank is showing signs of deterioration. The baffle wall was verified at the time of our inspection. Liquid levels in the septic tank appeared normal at the time of our inspection. We measured solids in the septic tank and found 1-foot of solids on the inlet side of the septic tank and over 2-feet on the outlet side, which is not typical. The septic tank must be pumped prior to obtaining an OWTS Use Permit. We also observed a 2-inch diameter pipe entering the riser on the outlet side of the septic tank. We understand this pipe is connected to a lower level sink, which may have been added after initial construction of the residence. It appears wastewater is adding to the solids on the outlet side of the septic tank and the way it is plumbed has the potential to create more turbulence than desired on the outlet side of the septic tank. The 2-inch sewer line must be plumbed into the main sewer line OR into the inlet side of the septic tank. The best option for re-routing this should be explored since the main sewer line was CIPP lined and we do not want to damage the existing line by cutting it. The contractor chosen to perform this repair work must be a Licensed Pitkin County OWTS Contractor; however, no permit is necessary for this repair work. The exact location or configuration of the STA is not known. We walked the approximate area and no inspection ports were present. No sign of surface saturation or evidence of failure was observed during our inspection. A clean out is present just outside of the outlet side of the septic tank. We recommend the sewer line between the septic tank and STA be explored to verify the location and possibly configuration of the STA for future monitoring. Required Repairs: • Pump septic tank. Verify volume of septic tank at time of pumping. Invoice from pumping must be include with submission of OWTS Use Permit Application. • Re-route 2-inch line from sink into the inlet side of septic tank. Existing 2-inch line coming into outlet riser may be capped. Invoice for repair work must also be included with submission of OWTS Use Permit Application. Recommendations: • Camera sewer line as it exits the septic tank to identify location and possibly configuration of the STA for future monitoring. A completed OWTS Use Permit Application must be submitted to the Pitkin County Environmental Health Department. The septic tank was pumped by RotoRooter on June 7, 2019. The invoice is enclosed. It should be noted that the septic tank has a mid-seam. All levels were normal at the time of our initial inspection. The 2-inch diameter pipe entering the riser on the outlet side of the septic tank was re-routed to the inlet pipe entering the septic tank. See photos below. The 2-inch line in the inlet riser was capped.
