residence in the duplex (6 total bedrooms).
Operational Status: The inspector indicates the system is now functioning properly and there is no evidence of failure. The broken
effluent filter was repaired.
Inspector Recommendations: Replace or repair air relief valve, replace risers that are not intact to eliminate the chance of odors,
clean effluent filters when the tanks are pumped, clean air filter in blower.
Department Recommendations: The system (and all higher level treatment systems in Hoaglund Ranch Subdivision) must be
maintained by an approved maintenance provider at all times. Please provide a copy of a contract with a maintenance provider
to this office as evidence the system is being maintained.
Issuance of this OWTS Use Permit is based solely on the conditions observed and reported by the inspector to the Department on the date of the inspection(s) and
on Department records at the time of permitting. The issuance of this permit does not constitute a guarantee, warranty, or representation by the Department
that the system will operate properly or will not fail or that the system will not be subject to future enforcement action to correct non-compliant conditions.
Estimated capacity of the system has been listed on the permit and we recommend that you monitor and/or meter water use to prevent overuse and possible
failure.

Onsite Wastewater Treatment System (OWTS) Use Permit Inspection

As requested, CBO Inc. performed an Onsite W astewater Treatment System (OWTS) Use Permit
inspection at 160 Hoaglund Ranch Road, Basalt, Colorado on December 6, 2016. The legal description
of the property is Unit B, Lot 11, Hoaglund Ranch Historic Subdivision. The property is part of a condo
association in which common areas, including the OWTS serving the residence, is managed by the Home
Owner’s Association.
The permit and record drawing was provided by Pitkin County Environmental Health Department (Parcel
ID #2467-201-02-011). The subject OWTS consists of one 2000-gallon, two-compartment concrete
septic tank, a 0.9 MicroFAST unit, and one 1000-gallon, two-compartment septic tank with an Orenco®
Biotube Pump Vault in the second compartment. Effluent is pumped to a distribution valve assembly,
and then to 4 gravelless chamber beds, each with 2 rows of 17 ‘Quick 4’ Infiltrator® chambers. Individual
Sewage Disposal System Permit 07102 documents this system, and notes, “This permit is expressly
conditioned on the property owner providing for the regular inspection, cleaning, and maintenance of the
system by qualified personnel, in accordance with manufacturer’s recommendations.” The system was
sized to accommodate two 3-bedroom duplex units. The permit received final approval on October 6,
2009.
The septic tanks and treatment unit are located in a common area in the southeast corner of the property.
It should be noted that an additional OWTS which serves Lots 3, 4, and 5 is located just to the south of
the subject OWTS. The soil treatment area (STA) serving Lots 3, 4, and 5 is located farther to the
northeast than the STA serving Lot 11. The OWTS serving Lots 3, 4, and 5 was not inspected. A lined
pond was recently installed between the two STAs.
The 2000-gallon septic tank had both inlet and outlet tees. An effluent filter is installed on the outlet tee;
however, this filter was broken into the tee. The filter must be removed and replaced with a new filter.
The inlet riser is broken between the lid and the riser, which may allow odors to escape. The MicroFAST
treatment unit appeared to be functioning at the time of the inspection. The blower was on and when
turned off, the alarm sounded. We attempted to remove the air filter, but were unable to remove the
housing over the filter. This filter must be cleaned and maintained. The Hoaglund Ranch
Homeowner’s Association must establish a maintenance contract with qualified service
personnel in order to maintain the treatment unit. This is a requirement of the ISDS Permit.
The inlet built-in baffle on the 1000-gallon septic tank is showing signs of deterioration. This should be
monitored as part of the routine maintenance. We tested the discharge pump and found the floats
properly activate the pump and alarm. The filter must be cleaned next time the septic tank is pumped.
Pumping of the septic tanks is done on a routine basis and is managed by the Homeowner’s Association.

The housing around the air relief valve appears to be broken. It does not appear to have affected the
functioning of the valve. This should be either repaired or replaced.
Effluent is pumped to a STA. Inspection ports are present and were all dry. We walked the STA and
found no evidence of surface saturation or failure at the time of our inspection. This evaluation is not a
guarantee of future system performance. This inspection does not address the maintenance needs of the
treatment unit. This inspection is good for one year.
Required Repairs and Action Items:
• Remove broken filter and replace with new filter (Orenco® Biotube Effluent Filter)
• Establish a maintenance contract with qualified service personnel.
Recommendations:
• Replace or repair air relief valve.
• Replace risers that are not in tact to eliminate the chance of odors.
• Clean effluent filters when tanks are pumped, or as needed.
• Clean air filter in blower.
This report and a completed OWTS Use Permit Application must be submitted to the Pitkin County
Environmental Health Department. Applications may be submitted to Pitkin County Environmental Health

Disclaimer: This inspection is intended only as an evaluation of the present condition of the OWTS
based upon what was observed and the Licensed Inspector’s expertise in onsite wastewater technology.
The Inspector has not been retained to warrant or guarantee the proper functioning of the system for any
period of time in the future. Because of numerous factors which may affect the operation of an OWTS,
as well as the inability of the Inspector to supervise or monitor the use or maintenance of this OWTS, this
report shall not be construed as a warranty by the Inspector that the system will function properly for any
particular prospective buyer, and the Inspector disclaims any warranty, either expressed or implied,
arising from the inspection of the OWTS or this report. The evaluation does not ascertain the impact the
system is having on groundwater.
