show any signs of failure.

As requested, CBO Inc. performed an Onsite W astewater Treatment System (OWTS) Use Permit
inspection at 223 Meadowlark Lane (Main House), Aspen, Colorado on January 31, 2017. The legal
description of the 13.94-acre property is Lot 7, White Horse Springs Ranches.
The permit and record drawing was provided by Pitkin County Environmental Health Department (Parcel
ID #2643-153-01-002). The subject OWTS consists of one 1500-gallon, two-compartment concrete
septic tank. Effluent gravity flows to a distribution box and then to pipe and gravel trenches. Individual
Sewage Disposal System Permit 89035 documents this system. The system was sized to
accommodate 4 bedrooms. The permit received final approval on September 19, 1989.
The OWTS is located to the north of the residence. A clean out is located on the north side of the
residence. This clean-out does not appear to have a cap. We recommend putting a removable cap on
the clean-out.
Both septic tank lids are accessible from grade. Four feet of risers bring access to grade. Both inlet and
outlet tees were present. We recommend adding an effluent filter to the outlet tee of the septic tank. If
installed, this filter must be cleaned annually or as needed. Levels in the septic tank appeared normal at
the time of the inspection. We measured the solids in the septic tank and there was no scum on either
side and 12” of sludge on the inlet side of the tank and 8” of sludge on the outlet side of the septic tank.
Pumping the septic tank at this time is not necessary.
The distribution box was not accessible from grade; therefore, we were unable to inspect this component.
We recommend locating the distribution box and bringing access to grade for future inspection and
maintenance. There was significant snow cover over the soil treatment area (STA) at the time of our
inspection. No inspection ports were observed. We did not see evidence of surface saturation or failure
at the time of our inspection. This evaluation is not a guarantee of future system performance. This
inspection is good for one year.
Recommendations:
• Add an effluent filter to outlet tee. If installed, this filter must be cleaned annually, or as needed.
• Add a removable cap to the clean-out near residence.
• Location distribution box to assure it is in good condition and distributing to each trench equally.
Bring to grade for future access and inspection.

particular prospective buyer, and the Inspector disclaims any warranty, either expressed or implied,
arising from the inspection of the OWTS or this report. The evaluation does not ascertain the impact the
system is having on groundwater.

CONCLUSIONS
The subsoils encountered at the site below organic topsoil
consist of slightly sandy silty clay overlying dense sand and
gravel. The proposed residence can be founded with spread footings
bearing on the clay subsoils, below all topsoil, designed for an
allowable soil bearing pressure of 2500 psf. Due to the swell
potential of the clay subsoils, the footings should also be
designed to impose a minimum dead load pressure of 500 psf. Other
design and construction criteria relating to geotechnical aspects
of the site are presented in the body of the report.
PURPOSE AND SCOPE OF STUDY
This report presents the results of a subsoil study for foundation design
of a proposed residence to be located on Tract 7, White Star Ranch, Pitkin
County, Colorado. The project site is shown on Figure 1. The study was
conducted in accordance with our professional services agreement letter to
George Berky and Suzanne Farver, dated February 6, 1989.
A field exploration program consisting of exploratory borings was con-
ducted to obtain information on subsurface conditions. Samples obtained
during the field exploration were tested in the laboratory to determine com-
pressibility or swell characteristics and classification of the on-site soil.
Results of the field exploration and laboratory testing were analyzed to
develop recommendations for foundation types, depths and allowable pressures
for the proposed residence. Results of the field exploration and laboratory
testing are presented in the report.
This report has been prepared to summarize the data obtained and to
present our conclusions and recommendations based on the proposed construction
and the subsoil conditions encountered. Design parameters and a discussion of
geotechnical engineering considerations related to construction of the resi-
dence are included in the report.

PROPOSED CONSTRUCTION
The proposed residence will be a two-story wood frame structure with a
partial basement and crawl space. The basement and attached garage will have
slab -on -grade floors. The residence will be located as shown on Fig. 1. For
the purpose of our report preparation, foundation loadings for the structure
were assumed to be relatively light and typical of the proposed type
construction.
If loadings, locations or conditions are significantly different from
those described above, we should be notified to reevaluate the recommendations
contained in this report.
SITE CONDITIONS
The subject site is a vacant field located east of the Meadowlark Lane
cul-de-sac. The topography of the building area is gently rolling with a
moderate slope down toward the north with grades estimated at 5p to 10%.
Elevation difference across the building area is about 7 to 8 feet. An exis-
ting irrigation ditch borders the building area to the east. The building
area is vegetated with grass and weeds. Several large deciduous trees and
underlying brush are located along the irrigation ditch to the east of the
building area. Approximately 3 feet of snow covered the site at the time of
our field work.
FIELD EXPLORATION
The field exploration for the project was conducted on February 14,
1989. Three exploratory borings were drilled at the locations shown on Fig. 1
to evaluate the subsurface conditions in the proposed building area. The
borings were advanced with a 4 -inch diameter continuous flight power auger

powered by a truck -mounted CME -55 drill rig. The borings were logged by a
representative of Chen -Northern, Inc.
Samples of the subsoils were taken with a 1 3/8 -inch I.D. spoon sampler
and a 2 -inch I.D. California sampler. The samplers were driven into the
subsoils at various depths with blows from a 140 -pound hammer falling
30 inches. This test is similar to the standard penetration test described by
ASTM Method D-1586. The penetration resistance values are an indication of
the relative density or consistency of the subsoils. Depths at which the
samples were taken and the penetration resistance values are shown on the Logs
of Exploratory Borings, Fig. 2. The samples were returned to our laboratory
for review by the project engineer and testing.
SUBSOIL CONDITIONS
The subsoil conditions encountered at the site are shown graphically on
Fig. 2. Below about 1 foot of organic topsoil, the subsoils consisted of
stiff to very stiff, whitish -brown, silty, slightly sandy clay. The clays
were encountered in the borings to depths of 19 to 23 feet. Below the clays,
very dense sand and gravel with cobbles was encountered to the maximum depth
explored, 25 feet. Drilling in the dense gravels with auger equipment was
difficult due to cobbles and possible boulders and drilling refusal was
encountered in the deposit.
Laboratory testing performed on samples obtained during the field explo-
ration included in-situ moisture content and dry density, grain size analysis
and liquid and plastic limit testing. Swell -consolidation testing was
performed on relatively undisturbed drive samples of the clay subsoils.
Swell -consolidation test results, shown on Fig. 4, indicate low to moderate
compressibility under light to moderate surcharge loadings and a slight expan-

sion potential when wetted under a constant light surcharge. Liquid and
plastic limit testing indicates the silty clay subsoils are of low to medium
plasticity. Gradation analyses performed on the minus 1 112 inch fraction of
the lower sand and gravel subsoils are presented on Fig. 5. The laboratory
testing is summarized on Table I.
No free water was encountered in the borings at the time of drilling.
The subsoils were slightly moist to very moist. There may be perched water
zones.
FOUNDATION RECOMME14DATIONS
Considering the subsurface conditions encountered in the exploratory
borings and the nature of the proposed construction, we recommend the resi—
dence be founded with spread footings placed on the undisturbed natural soils.
The expansion potential of the clay subsoils can probably be mitigated by load
concentration to reduce or prevent swelling in the event of wetting below
footing level. Surface runoff and utility leakage are possible sources of
water which could cause wetting of the subsoils.
The design and construction criteria presented below should be observed
for a spread footing foundation system. Construction criteria should be
considered when preparing project documents:
1) Footings placed on the undisturbed natural silty clays at the site, below
all topsoil, can be designed for an allowable soil bearing pressure of
2500 psf. The footings should also be designed for a minimum dead load
pressure of 500 psf to resist the expansion potential. In order to
satisfy the minimum dead load pressure under lightly loaded areas, it may
be necessary to concentrate loads using a grade beam and pad system.

constructed as discussed in this section will be about 1 inch. There
could be some additional movement if the bearing soils were to become

footing bearing level extended down to the natural subsoils.
The footings should have a minimum width of _16 inches for continuous
footings and 24 inches for isolated pads.
Exterior footings and footings beneath unheated areas should be provided
with adequate soil cover above their bearing elevation for frost protec-

grade is generally used in this area.
Continuous foundation walls should be reinforced top and bottom to span
an unsupported length of at least 12 feet. Foundation walls acting as
retaining structures should also be designed to resist a lateral earth
pressure corresponding to an equivalent fluid unit weight of 45 pcf.
Backfill should consist of predominantly granular soils and will probably
have to be imported to the site. If the on-site soils are used as back-
fill, a lateral earth weight of at least 65 pcf should be used.
A representative of the soil engineer should observe all footing excava-
tions prior to concrete placement to evaluate bearing conditions.
FLOOR SLABS
The on-site clay soils possess a slight swell potential and slab heave
could occur if the subgrade soils were to become wet. Slab -on -grade construc-
tion may be used provided the risk of distress is understood by the owner.

To reduce the effects of some differential movement, nonstructural floor
slabs should be separated from all bearing walls, columns and partition walls
with expansion joints which allow unrestrained vertical movement. Interior
and nonbearing partitions resting on floor slabs should be provided with a
slip joint at the bottom of the wall so that, if the slab moves, the movement
cannot be transmitted to the upper structure. This detail is also important
for wall boards, stairways and door frames. Slip joints which allow at least
1 inch of vertical movement are recommended. Floor slab control joints should
be used to reduce damage due to shrinkage cracking. We suggest joints be
provided on the order of 15 feet on center. Slab reinforcement should be

established by the designer based on experience and the intended slab use.
A minimum 4 -inch layer of fine gravel may be placed immediately beneath
slabs -on -grade. This material should consist of minus 2 -inch aggregate with
less than 50% passing the No. 4 Sieve and less than 50, passing the No. 200
sieve. The gravel will aid in construction and drainage below the slabs.
Fill beneath slabs should consist of nonexpansive soils such as granular
material, excluding oversized rock. The fill should be spread in thin hori-
zontal lifts, adjusted to near optimum moisture content and compacted to 95%
of the maximum standard Proctor density. All vegetation, topsoil and loose or
disturbed soils should be removed prior to fill placement. If the on-site
soils are used as fill below slabs, there could be some slab heave due to the
expansion potential of the clay.
The above recommendations will not prevent slab heave if the expansive
soils underlying slabs -on -grade become wet. However, the recommendations will
reduce the effects if slab heave occurs. All plumbing lines should be pres-
sure tested before backfilling to help reduce the potential for wetting due to
leaking pipes.

UNDERDRAIN SYSTEM
Although groundwater was not encountered during our exploration, it has
been our experience where clay soils are present that local perched ground-
water may develop during times of heavy precipitation or seasonal runoff.
Therefore, we recommend below -grade areas be protected from wetting by an
underdrain system. The drain should also act to prevent buildup of hydro-
static pressures behind foundation walls.
The underdrain system should consist of drain tile surrounded by free -
draining granular material placed at the bottom of the wall backfill. The
drain line -should be placed at least 1 foot below lowest adjacent finished
grade (crawl space or floor slab level) and sloped at a minimum 1% grade to a
suitable gravity outlet. Free -draining granular material used in the drain
system should consist of minus 2 -inch aggregate with less than 50% passing the
No. 4 sieve and less than 2% passing the No. 200 sieve. The drain gravel
should be at least 2 feet deep. To reduce water infiltration into the bearing
soils, an impervious liner such as 20 mil PVC should be placed at the bottom
of the underdrain trench and attached to the footing with mastic.
SURFACE DRAINAGE
The following drainage precautions should be observed during construction
and. -maintained at all times after the residence has been completed:
1) Excessive wetting or drying of the foundation excavations and underslab
areas should be avoided during construction. Drying of the clay soils
could increase the expansion potential for those soils.
2) Exterior backfill should be adjusted to near optimum moisture and com-
pacted to 95% of the maximum standard Proctor density in pavement areas
and 90% of the maximum standard Proctor density in landscape areas.

Free -draining wall backfill should be capped with about 2 to 3 feet of
the on-site clay soils to reduce surface water infiltration.
3) The ground surface surrounding the exterior of the building should be
sloped to drain away from the foundation in all directions. We recommend
a minimum slope of 12 inches in the first 10 feet in unpaved areas and a
minimum slope of 3 inches in the first 10 feet in paved areas.
u) Roof downspouts and drains should discharge well beyond the limits of all
backfill.
LIMITATIONS
This report has been prepared in accordance with generally accepted soil
and foundation engineering practices in this area for use by the client for
design purposes. The conclusions and recommendations submitted in this report
are based upon the data obtained from the exploratory borings drilled at the
locations indicated on Fig. 1 and the proposed type of construction. The
nature and extent of subsurface variations across the site may not become
evident until excavation is performed. If during construction, fill, soil,
rock or water conditions appear to be different from those described herein,
this office should be advised at once so reevaluation of the recommendations
may be made. We recommend on-site observation of excavations and foundation
bearing strata by a representative of the soil engineer.

Subject: Soils Evaluation and Percolation Tests for an Individual Sewage System Design for a
Barn and Agricultural Building at the Farver Residence on Tract 7, Second Amended White
Star Ranches, numbered as 0114 Meadowlark Lane
Dear Sirs,
As requested, Nelson Environmental and Wastewater Solutions, Ltd., performed a soils study
and percolation tests to design a septic system for the proposed residence. We conducted
this study in accordance with Article 5 of the Pitkin County Individual Sewage Disposal
System Regulation. We have based our recommendations on the subsurface conditions
encountered. We will furnish this letter to the Aspen/Pitkin Environmental Health Department
at our earliest convenience to obtain a permit to construct this individual sewage system.
Proposed Construction:
The proposed barn is to be a two-story frame agricultural building with two half -bathrooms and
four horse stalls.
Site Conditions:
The property is approximately 15 acres in size. The drinking water is to be provided from the
subdivision water system. The road and access drive are constructed to the property.
The building site is on a lot located behind the WU Ranch in Woody Creek. The upper part of
the lot is covered with some scrub oak brush and grass. The lower part of the lot is primarily
irrigated meadow. There are several irrigation ditches in the area.
The ground surface of the site appears natural throughout the proposed area of building and
within the site of the absorption field. The ground slopes to the Southwest at a 10% grade in
this area.
Subsurface Conditions:
A soil profile pit was excavated to a depth of approximately nine feet. The profile excavation
was done about seventy feet below the staked barn site. No groundwater was encountered
and bedrock was not present within nine feet of the surface of the ground.
The top three feet of the profile excavation was a reddish dark black topsoil with a
characteristic silty sandy clay texture. Below the topsoil to the bottom of the profile was a
calcareous reddish brown fine sandy loam of uniform consistency. The sandy exhibited
smearing and compaction from the pressure of earthmoving equipment, but did not appear to
be expansive.

The subsurface soil conditions were evaluated with the standard percolation test procedure at
the approximate location shown on Figure 1. By agreement with the Aspen/Pitkin
Environmental Health Department, only one test hole was excavated by hand in the bottom of
a shallow backhoe pit dug earlier in the week.. The subsoil in which the percolation testing
was conducted consisted of a reddish brown fine sandy loam. The soil was well consolidated
and showed little tendency to swell.
Percolation Testing:
Percolation testing was performed in the proposed absorption area West of the staked building
site. The shallow hole was hand dug in the bottom of backhoe pit excavation, prepared earlier
to a depth of approximately five feet. We pre-soaked the percolation test holes by adding
water beginning the afternoon before the percolation test measurements and then
approximately eight hours before starting the percolation test measurements. The test hole
was refilled every two hours thereafter until evening. Some water remained in the percolation
test holes after each of the initial presoaking periods.
The results of the percolation testing are presented in Table I. The result indicates the fine
sandy loam subsoil has a percolation rate of 23 minutes per inch at a depth of approximately
five and one-half feet. This soil is considered acceptable for a conventional infiltration trench
design for the on-site sewage system.
Limitations: This report has been prepared in accordance with generally accepted practices
in this area for use for sewage disposal design purposes. The conclusions and
recommendations submitted in this report are based upon data obtained from our site visits at
the location indicated. There is some possibility that the nature and extent of variations in the
subsurface soils across the site may not have been evident at the time of this investigation,
and may need additional evaluation, if further excavation reveals conditions different from
those described. This office should be advised of any unusual situations as soon as possible
so we may reevaluate our recommendations.

WHEREAS, George Berky and Suzanne Farver, hereinafter
"Applicants", have applied to the Board of County Commissioners
of Pitkin"County, Colorado, hereinafter "Board", for approval of
an attached caretaker unit pursuant to Section 3-8.13 of the Land
Use Code; and
WHEREAS, the Applicant's parcel is zoned RS-20 and is
approximately 13.9 acres in size; and

ZONING: The property is zoned RS-20 PUD and is approximately
13.9 acres in size.
REQUEST: Pursuant to Section 3-8.13 of the Land Use Code, the
applicant is proposing the addition of an attached employee unit
to a single family residence. The primary residence is currently
under construction and is to have a gross floor area of 6,600
square feet. The attached unit is to be an efficiency unit with
a gross floor area of 498 square feet.
SITE HISTORY: The White Star Subdivision PUD consists of
clustered lots which are smaller than the minimum lot size
allowed in the RS-20 zone. This variance from zone district
requirements is allowed in a PUD, as a means of providing larger
tracts of open space, pursuant to Section 3-7.2 of the Code. The
density of the overall subdivision does not exceed the allowable
density in the zone in which the PUD is located.
A lot must typically meet the minimum lot size requirement in the
zone in which it is located in order to be eligible for an
attached employee unit (pursuant to Section 3-8.13). However, a
substandard sized lot in an approved PUD is eligible for an
attached employee unit as long as the overall density of the
subdivision meets underlying zone requirements. Such is the case
in the White Star Ranch Subdivision.
REFERRAL COMMENTS:
1) ENVIRONMENTAL HEALTH: In his memo of January 3, 1990, Bob
Nelson commented that:
a) The existing sewage system will be adequate to handle
the increase in flow from a studio/caretaker apartment
without any further changes or modifications to the system.
b) The subdivision water system, from which Tract 7 is
served, is adequate in terms of quality and quantity of
water produced.
c) The employee unit should be restricted to gas logs or
gas appliances if a fireplace unit is contemplated at all.
2) COUNTY ENGINEER: In his memo of January 8, 1990, Tom Newland
made the following comments:
a. The attached unit will not significantly impact County
Roads.
b. Information in the application indicates that a four car
garage will accomodate the provision of one off-street
parking space per bedroom in the primary residence. In
addition, one off-street parking space will be provided for
the employee unit in the driveway/turnaround area. All code
requirements for parking are met.
PLANNING STAFF COMMENTS
The applicant is proposing the addition of an attached employee
unit to a single family residence. Section 3-8.13 of the Code
states that the Board of County Commissioners may permit the
construction of one residential dwelling unit attached to or
within a single family home on any lot which conforms to the
minimum lot area requirements within the RS-20 zone district
under the following conditions:
(1) Newly constructed employee units shall not have
more than one (1) bedroom nor exceed five hundred (500)
square feet of total floor area.
(2) The total floor area of the principal and employee unit
shall not exceed the allowable FAR of the applicable zone
district.
(3) There shall be provided one (1) off-street parking
space for each bedroom within the principal unit and one (1)
off-street parking space for each employee unit.
(4) The applicant shall by deed restriction or other
permanent commitment running with the land, guarantee that
the employee unit shall remain a rental unit; not be
condominiumized; not be occupied by the owner or spouse; be
limited to occupancy by not more than two (2) adults, and
related children, who qualify as (and have been found by the
Housing Authority to be) employees of the community under
such guidelines as may be from time to time established by

said Authority; be rented for terms not less than six (6)
months.
The applicant proposes an attached efficiency unit, in which the
bedroom area is to be common to the living area. The unit is to
be 498 square feet in size and deed restricted to rental use by
employees of the community, as per Housing Authority guidelines.
There is currently no maximum FAR restriction in the RS-20 zone.
The total proposed floor area of the residence and employee unit
is equal to an approximate FAR of .01, which is not excessive,
given the size of the applicants lot. The applicant is providing
ample parking for the primary residence and attached unit. A
total of five spaces are provided to accommodate four bedrooms in
the primary residence and one in the attached unit.
The proposed unit meets the criteria established in Section 3-
8.13 of the Code.
RECOMMENDATION:
Planning Staff recommends approval of the Berky/Farver Employee
Unit subject to the following conditions:
1) The applicant shall deed restrict the employee unit

The Aspen/Pitkin Environmental Health Department has reviewed the
above -mentioned land use submittal under authority of the Pitkin
County Code, Title II, and has the following comments.
SEWAGE TREATMENT AND COLLECTION: Sections 2-7 and 5-200:
The original plans for the residence included an on -site
wastewater disposal system with a constructed capacity of 750
gallons per day, considered suitable under Pitkin County
regulations for a "conventional" five -bedroom home and up to ten
occupants. The approved sewage disposal permit application and
the submitted building plans currently show only four bedrooms in
the main house. Therefore, it is our opinion that the existing
system will be adequate to handle the increase in flow from a
studio/caretaker apartment without any further changes or
modifications. A copy of our completed sewage disposal permit
record is attached.
ADEQUATE PROVISIONS FOR WATER NEEDS: Sections 2-6 and 5-205•
The parcel, Lot 7 White Star Ranch, is served by the subdivision
water system. We have certified this system as meeting the
subdivision review requirements for quantity and quality listed
in our memos pertaining to general submission and final plat for
the approved subdivision. The existing system meets the
requirements of the drinking water supply sections of the Land
Use Code. There should be no problems with the drinking water
supply for the caretaker unit or for the larger house being
built. There are two water storage tanks with a total volume of
13,000 gallons for the water system and six-inch water
distribution mains in the roads. The engineers' water supply
analysis indicates that there is adequate water from the spring
source. This system was designed with a buildout capacity of
approximately 4200 gallons per day, limited by storage volume.
AIR QUALITY: Sections 2-17 and 5-106:
It is our interpretation that the attached caretaker unit is not
allowed a wood -burning fireplace, but may be permitted —a
certified wood stove or gas -log fireplace. The plans for the
main house apparently show only one fireplace in the living room.

applicant and their representative, we suggest that the employee
unit be restricted to gas -logs or gas appliances, if a fireplace
unit is contemplated at all. The additional development would
then generate no more wood smoke than those subdivision lots
around it.
Summary
It is our conclusion that there should be minimal environmental
impacts resulting from the additional water demand, wastewater
disposal, and woodburning. Therefore, we have no technical
objections to the requested approval for the site.

I have reviewed the information submitted and would like to
forward the following comments to you:
Impacts on Road System: The addition of an employee unit to this
lot should have negligible impact on the existing road system.
The Road system within the White Star Ranches Subdivision is
built to County standards and will sufficiently handle the
increased capacity.
Internal Road Design: The application assures that one off-
street parking space will be provided for the employee unit. The
applicant should also assure that one off-street parking space is
provided for each bedroom within the principle dwelling unit, as
required under sub -section 3-8.13(a)(3) of the land use code.
The floor plan submitted does not define bedrooms, so I am unable
to determine if adequate parking is provided.
