Operational Status: According to the inspectors observation the system was functioning as designed at the time of
inspection. The tank appeared in watertight condition. The field area did not show any signs of failure such as surfacing
effluent.
Inspector Recommendations: Consult with a civil engineer or hydrologist to identify groundwater patterns on the
property and take steps to intercept groundwater that may affect the STA, clean effluent filter annually, obtain and
review 2015 OWTS Use Permit and inspection.

As requested, CBO Inc. performed an Onsite W astewater Treatment System (OWTS) Use Permit
inspection at 565 N. Starwood Drive, Aspen, Colorado on January 12 and 25, 2018. The legal
description of the 2.98-acre property is Lot R-17 and A, Original Starwood, Starwood Subdivision.
The permit and record drawing were provided by Pitkin County Environmental Health Department (Parcel
ID #2643-262-01-001). The subject OWTS consists of one 2000-gallon, single-compartment concrete
septic tank followed by a 1000-gallon, two-compartment concrete septic tank with an effluent filter on the
outlet. Effluent gravity flows to a distribution box and then to six gravelless chamber trenches, each with
14 Standard Infiltrator® chambers. Individual Sewage Disposal System Permit 02052 documents this
system. The system was sized to accommodate 4 bedrooms and an office with ¾ bath in the main
house and 1 bedroom in the caretaker dwelling unit (CDU). The permit received final approval on
December 9, 2002.
An OWTS Use Permit was obtained prior to the sale of the property in 2015. We were unable to access
the file from Pitkin County because it has been marked “confidential” due to past ownership. We are
making efforts to obtain the pervious inspection report and OWTS Use Permit; however, if we are unable
to include them with this report. we strongly recommend these documents be obtained and reviewed as
the previous inspection was done at a different time of year than this inspection.
The septic tanks are located to the west of the main residence. Manhole lids to both the 2000-gallon
septic tank and 1000-gallon septic tank are brought to grade with approximately 2-feet of risers. All inlet
and outlet tee were present at the time of our inspection. Liquid levels in the septic tank were normal at
the time of our inspection. The outlet tee of the 2000-gallon septic tank was angled sideways slightly.
This should not affect the functioning of the system. There is an effluent filter on the outlet tee of the
1000-gallon septic tank. This filter must be cleaned annually, or as needed.
We have arranged pumping of the 2000-gallon septic tank. Altitude Septic is scheduled to pump this
septic tank on January 30, 2018. The effluent filter will also be cleaned at the time of pumping. Solid
accumulation in the 1000-gallon septic tank does not warrant pumping at this time.
There was snow cover at the time of our inspection. We were not able to locate the distribution box;
however, we have provided a photo from a previous site visit. It should be noted that one trench was
capped. It is possible previous owners have rotated the trenches, allowing one to rest. We have no
record of past rotation.
There are inspection ports/vents at the end of each trench. We were able to locate five of the six
trenches at the time of our inspection. We measured the depth of the trenches and the liquid level in
each trench. Measurements in each port are from uphill to downhill:
• 54” deep / 4” liquid
• 54” deep / 2” liquid
• 59” deep / 24” liquid
• Filled with dirt
• 47” deep / 6” liquid
We also observed a spring coming out of the hillside to the west of the main residence and upgradient of
the septic tanks and STA. We recommend consultation with a civil engineer or hydrologist to
identify groundwater patterns on the property. Steps should be taken to identify and intercept
upgradient sources of water to protect the STA. If the STA is not protected, it could lead to saturation
and failure.
We walked the STA at the time of our inspection and found no evidence of surface saturation. This
evaluation is not a guarantee of future system performance. This inspection is good for one year.
Recommendations:
• Clean effluent filter annually, or as needed.
• Obtain and review 2015 inspection and OWTS Use Permit.
• Consult with a civil engineer or hydrologist to identify groundwater patterns on the property.
Steps should be taken to identify and intercept upgradient sources of water to protect the STA.

based upon what was observed and the Licensed Inspector’s expertise in onsite wastewater technology.

period of time in the future. Because of numerous factors which may affect the operation of an OWTS,
as well as the inability of the Inspector to supervise or monitor the use or maintenance of this OWTS, this
report shall not be construed as a warranty by the Inspector that the system will function properly for any
particular prospective buyer, and the Inspector disclaims any warranty, either expressed or implied,
arising from the inspection of the OWTS or this report. The evaluation does not ascertain the impact the
system is having on groundwater.

Septic permit approved per compliance with the engineer design and specifications dated May 6, 2002. Any
changes must be approved by this department and the design engineer prior to them being made.
Design is for one 2000 gallon single compartment concrete tank followed by one 1000 gallon two -compartment tank
with an effluent filter and six trenches 1 chamber wide by 14 chambers long (84 chambers total).
Minimum horizontal distances between components of the system and physical features shall conform to the Pitkin
County ISDS regulations. The engineer states the irrigation ditch must be lined for only 50 feet beyond the trenches
because the field is below the irrigation ditch. The trenches must be a minimum of 10 feet away from the lined ditch.
Ground water could be a concern. Trench depth is to be kept shallow. The engineer and this department
must be called to inspect during the initial excavation for the system.
This department does not endorse any brand of products. This permit must be kept on -site during installation.
The engineer must do a final inspection of the installation and submit an as -built letter to this department. This
department must also be called for an inspection with a minimum of 48 hours advanced notice.

satisfactory. Permission is hereby granted to the owner or the agent to perform the work indicated in accordance with the Pitkin
County ISDS Regulation in effect at the time of issue. This permit becomes invalid 6 months from the date that the permit was
issued unless system construction has commenced or an extension has been approved in writing by the Department.
