END DATE: December 31, 2025 The Master Service Agreement For Provision of On-Call Ecological Services (the “Agreement”) dated January 1, 2019 between the Board of County Commissioners of Pitkin County (the “County”) and Peak
Ecological Services, LLC PO Box 827, 301 Boulder Canyon Drive Nederland, CO 80466 (the
“Contractor”), shall include the following services.
1. Contractor’s Obligations. See attached proposal and budget spreadsheet.
2. Compensation and Expenses, Invoicing, Payment and Offset. The County shall compensate Contractor for its services in accordance with the Project Budget and Schedule set out in Paragraph 1 of this Task Order. It is expressly understood and agreed that in no event will the total compensation and reimbursement to be paid hereunder exceed the sum of Eleven Thousand Five Hundred Twelve
dollars and Eleven cents ($11,512.11) for all services rendered. By Task Order or Task Order
Amendment, the County and Contractor may reallocate the budget among project tasks if the total budget amount remains unchanged. Contractor shall invoice for the project monthly based on hours worked, with payment expected within thirty (30) days of invoice, but any payment by the County may be offset by any amount the Contractor owes the County for any reason.
Any invoices not sent in the following manner may have payment delayed. All invoices for this Task Order shall reference Task Order 008.2019 A-61 and Filoha Riparian Restoration Planning and Design. Invoices shall be sent electronically in PDF format to liza.mitchell@pitkincounty.com with a copy to kim.arensdorf@pitkincounty.com..

3.Pitkin County’s Obligations. Pitkin County shall administer this contract through a CountyRepresentative. Liza Mitchell, Natural Resource Planner & Ecologist will manage the project as theCounty’s Representative. The services provided and products delivered by the Contractor under thiscontract will be subject to review by the County’s Representatives, or a designee, for compliance withContractor’s obligations prior to final payment.
4.Formation of Task Order. This Task Order is issued in accordance with the provisions of theAgreement. Contractor agrees to provide services subject to the terms of this Task Order and for theavoidance of doubt this Task Order consists of the terms set out in the Agreement. In all other respectsthe Agreement is in full force and effect and remains unchanged by this Task Order.

PROPOSAL
PITKIN COUNTY ON CALL ECOLOGICAL SERVICES
CONTRACT #008.2019
A-61 Filoha Riparian Restoration Planning and Design
1.0 SUMMARY
The following proposal was developed by DHM Design in support of ongoing restoration planning activities
for the Filoha Meadows Nature Preserve (Filoha). DHM completed a site visit with Pitkin County Ecological
Planning staff on October 15, 2024, to evaluate existing conditions for three (3) restoration areas and discuss
additional potential restoration needs for the property. Subsequently, Pitkin County provided additional
documentation including:
● Little Valley Wholesale Nursery (LVWN) report of plants sent for delivery. DHM staff were on site
and completed the count/inspection.
● 2 files related to the soil test and results.
● Groundwater technical brief from initial monitoring and modeling.
● Timeline of the project implementation PDF.
DHM has reviewed this information, and this memo summarizes the proposed scope of work and phases for
additional riparian restoration planning at the Filoha Meadows Nature Preserve.
2.0 BASIS OF NEED
The need for this proposal is to analyze the ongoing riparian restoration activities at Filoha, and analyze
methods to best promote successful restoration results in an additional restoration “pod” on the property
given previous monitoring results and observations. The degraded pasture zone where the restoration
project has been ongoing was negatively impacted by historical agricultural uses. Re-establishment of a
native riparian zone is needed to increase resiliency and ecological function at the site.
3.0 APPROACH
Task 1. Planning and Design (2025)
Task 1 includes continued site evaluation for potential expansion of the restoration to suitable locations
(north and west portions of site) including:
● Documentation review of un-analyzed groundwater data, soils data, etc. (Winter)
● Evaluate potential restoration expansion sites, collect GIS data, and general site observations for
use in planning phase (Summer)
● Inventory of planting plan woody native species existing condition (Summer)
○ Evaluate previously planted woody native species (plan set) to analyze plant health, identify
stressors, and use this information in planning potential expansion areas
○ Evaluate irrigation options/efficiencies
● Additional Soils Evaluation (Summer)
○ Conduct compaction and/or soil structure analyses as needed to inform future restoration
activity

○ Identify need and type of soil amendments (if any) across the old pasture/floodplain bench
that would support native plant establishment
● Client check-in meeting (late Summer)
○ After field reviews and associated research has been completed, a 1-hr meeting with OST
staff to review findings and receive feedback on direction for planning restoration activities
○ Key Questions may address smooth brome, reuse of fencing and how that informs
implementation year, benefits/drawbacks of expanding irrigation, soil improvements
● Develop planting plan for installation in fall 2025 or spring 2026
In addition, Task 1 includes continued site evaluation to provide adaptive management recommendations
for the existing riparian planting pods.
● Recommendations for irrigation water management to existing pods
○ Goal is to get woody plants established but resilient to long term success on site without
irrigation and fencing
● Recommendations to improve plant health within existing ponds
○ Develop plant materials replacement recommendations and schedule
4.0 EXPECTED RESULTS, DELIVERABLES & COLLABORATION
Task 2. Data Deliverables
There are two data deliverables associated with this proposal. First, DHM will provide an updated monitoring
report similar to previous years reporting that includes their findings on the existing riparian restoration.
The report will include map products with pod locations, restoration infrastructure, and irrigation
infrastructure as well as site photos and monitoring documentation. All end-product deliverables will be
shared in PDF format. The intended use of this deliverable is to evaluate existing conditions, opportunities
for restoration, possible constraints that might hinder restoration, and “{adaptive management
recommendations to overcome those for successful riparian plantings, recruit establishment, and eventual
connection to the water table for continued success and expansion.
The second data deliverable is a separate planning and analysis document that specifically relates only to
our findings in the planning phase (without monitoring). It is anticipated this will take the form of a planting
plan that will include a detailed approach, irrigation recommendations, fencing alignment and planting
schedule for the new restoration pod.
Meetings: DHM will meet with Pitkin County Staff a total of three (3) times throughout 2025 to review
findings and develop the design for the new pod.
5.0 TIMELINE
Planning Phase: Spring 2025 through Filoha Meadows closure in late summer 2025
Deliverables: Fall 2025 delivery of monitoring report and planting plan including irrigation layout, soil health
recommendations.
