END DATE: September 30, 2026 The Implementation of Community Growth Committee Recommendations (the “Agreement”) dated October 25, 2023 between the Board of County Commissioners of Pitkin County (the “County”) and
Design Workshop 22860 Two Rivers Road, Unit #1 Basalt, CO 81621 (the “Contractor”), shall include the
following services.
1. Contractor’s Obligations. Contractor shall complete the data analysis services listed in the attached Proposal (“Attachment A”) to assess and report on the impact of the residential home economy on the
climate as part of the Community Growth Committee Recommendations Project. This includes:
Task 209 Phase 2 Technical Analysis – Climate Intensity of the Residential Sector in Unincorporated Pitkin County
2. Compensation and Expenses, Invoicing, Payment and Offset. The County shall compensate
Contractor for its services in accordance with the Project Budget and Schedule set out in Paragraph 1 of this Task Order. It is expressly understood and agreed that in no event will the total compensation and reimbursement to be paid hereunder exceed the sum of Seventy-Eight Thousand One Hundred dollars and Zero cents ($78,100.00) for all services rendered. By Task
Order or Task Order Amendment, the County and Contractor may reallocate the budget among
project tasks if the total budget amount remains unchanged. Contractor shall invoice for the project monthly based on hours worked, with payment expected within thirty (30) days of invoice, but any payment by the County may be offset by any amount the Contractor owes the County for any reason.

Any invoices not sent in the following manner may have payment delayed. All invoices for this Task Order shall reference Task Order 163.23 C-9 and Climate Intensity of the Residential Sector.
Invoices shall be sent electronically in PDF format to alex.sanchez@pitkincounty.com. 3. Pitkin County’s Obligations. Pitkin County shall administer this contract through a County Representative. Suzanne Wolff, Community Development Director will manage the project as the County’s Representative. The services provided and products delivered by the Contractor
under this contract will be subject to review by the County’s Representatives, or a designee, for compliance with Contractor’s obligations prior to final payment. 4. Formation of Task Order. This Task Order is issued in accordance with the provisions of the Agreement. Contractor agrees to provide services subject to the terms of this Task Order and
for the avoidance of doubt this Task Order consists of the terms set out in the Agreement. In all other respects the Agreement is in full force and effect and remains unchanged by this Task Order. Dear Ms. Silbernagel,
This letter is a request for approval to complete Additional Services associated with Implementation of
Community Growth Committee Recommendations Project (Vision 2050) located in Pitkin County, Colorado. Based on our conversation with you on November 13, 2024, we understand that the following services require
approval under additional service requests in order for the project team to meaningful move forward with next steps in support of building out the Data Framework.
The project milestones for every task are outlined in the Data Framework:
(1) case studies + focus group + staff workshop
(2-3) relationship analysis
(4) scenario modeling + focus group + staff workshop
Task 209 Phase 2 Technical Analysis – Climate Intensity of the Residential Sector in
Unincorporated Pitkin County ($78,100)
Purpose: A key assumption underlying the data analysis is that the residential home economy is a
significant contributor to the climate intensity of the county. As this segment of the economy grows (i.e.,
more volume of residential development and more larger homes), the associated activity, be it energy
usage, incremental landfill waste from home materials or activity from home maintenance presumably
intensifies. To better understand and quantify this relationship, the purpose of this study is to 1) define
climate intensity specific to the operation, maintenance and servicing of residential homes in
Unincorporated Pitkin County, 2) identify metrics or proxies that can best quantify climate intensity, and 3)
establish a baseline for climate intensity of the residential home economy as well as an initial
understanding of key drivers and relationship of climate intensity to home size and age of home.
For the purposes of this study, climate will be defined as GHG emissions associated with residential home
energy usage and with vehicle miles traveled (VMT) related to the maintenance and servicing of homes
within Unincorporated Pitkin County. Outside of this study, work will be done to understand the relationship
between home size and material waste as well as what tools other counties are using to address embodied

carbon. Water usage will not be considered as part of this study.
Teaming: REG will lead this analysis, with support from Design Workshop, GBSM, and Spirit. This team will
coordinate with Pitkin County Community Development Staff as needed to provide additional context and
guidance.
Anticipated Timeline: This study is part of a larger set of work for the Vision 2050 process. The anticipated
timeline for this project is outlined below.
Early March: SKO
Mid-March: Progress Check-In w/ County Team
Late March: Preliminary Climate Intensity Definition for County Review
Early April: Initial data findings for discussion with County Team / Workgroup
Late April: Draft Climate Intensity Study for County Review
Early May: Comments from County on Study Draft
Mid-Late May: Final Report Delivery
Scope: REG will be responsible for accomplishing the following tasks with support from Design Workshop,
GBSM, and Spirit.
Tasks
A. Define climate intensity associated with the residential home economy in Unincorporated Pitkin
County, including:
a. GHG emissions from energy usage associated with home operations. This may include a
further breakdown of key energy drivers, including amenity loads and/or updating the 2019
study looking at 2017- current data. Utility data for updating the 2019 will be provided by
County Staff in cooperation with local utilities for REG to analyze.
b. Review data from Kimley Horn on GHG emissions from VMTs related to the maintenance
and servicing of homes in Unincorporated Pitkin County to assess how transportation
intensity data study findings inform climate intensity.
c. As noted above, for the purposes of this study, climate intensity will not consider the material
waste, embodied carbon or water associated with the residential economy. Likewise, this
study does not consider the construction and development of homes but rather the
operations, maintenance and servicing of homes.
d. REG will meet with County staff, Design Workshop and GBSM to review and refine the draft
definition.
B. Identify metrics or proxies for quantifying these impacts.
a. Confirm proxies for measuring climate intensity related to the home economy
b. Meet with the County, Design Workshop and GBSM to review and refine the draft proxies.
c. Identify data needs for developing proxy – e.g., 2023 GHG inventory, existing and future
build-out at various home sizes, energy usage data, VMTs related to home maintenance and
servicing as defined in the economic intensity study, etc. and provide full list to County by
March 1, 2025.
d. Determine what new data is required and what previous data can be utilized
e. Gather and clean appropriate data
C. Establish a baseline for climate intensity of the residential sector within Unincorporated Pitkin County
and an initial understanding of key drivers and relationships
a. Identify key drivers of residential climate intensity considering internal and external loads
b. Analyze the relationship between climate intensity, home size (using proposed tiering levels)
and age of home.
c. Meet with County staff, Design Workshop and GBSM to review and refine the draft analysis
and define next steps.
Deliverables:
A. Kick-off meeting with County staff, Design Workshop, GBSM, REG, and Spirit.
B. Up to three (3) 30-minute coordination meetings with Pitkin County Staff, Design Workshop, GBSM,

REG.
C. Up to three (3) 60-minute research meetings with the Pitkin County Data Team.
D. Up to three (3) 30-minute meetings on study findings and deliverable review.
E. Based on data findings, draft a definition of climate intensity for the residential sector in UPC,
identifying clear proxies for measuring climate intensity, an including reference to the initial baseline for
climate intensity of the residential sector in UPC and an understanding of key climate intensity drivers.
F. REG, with support from Design Workshop and review from GBSM and Spirit, will assemble a report
describing findings for each step above including an executive summary, tables and graphics. The
reports should provide adequate information to incorporate into the Pitkin County Vision 2050 Data
Framework, as needed. This will be delivered in Microsoft Word (Google Document preferred) for one
round of review with County Staff.
G. REG to provide final report in PDF format and relevant data files to Pitkin County in desired format.

Note: the work performed in these Tasks will interface with Community Stakeholders. Community engagement
tasks are identified in a different Task Order.
By signing this letter, you are authorizing Design Workshop, Inc. to commence services immediately for a fee
of $78,100 for work under Tasks 209 as identified above. This fee does not include reimbursable expenses (printing, photography, and travel) which will be billed at cost plus 15% for handling.
The contract conditions of existing Agreement dated 10/25/23 shall be binding on these additional services
unless modified herein. The following is a summary of the fees associated with this effort.
